Albania has experienced rapid change and the Albanian government has approved a special crosscutting strategy for the period 2008-2013 for preventing and combating corruption for transparent
governance , MCD Nr.1561 date 3.10.2008 “On approval of crosscutting strategy for preventing and
combating corruption for transparent governance 2008 -2013“which provides as one of the
priorities of transparency by decomposing as follows:
- Strengthening the political system and public ethics function
- Modernization and consolidation of procedures
- Sector Reform in (education, health, public procurement, justice, local government, civil service, etc.)
- Consolidation of transparency and integrity in public administration
- Approximation of legislation in the field of fight against corruption
- Stable Information and education campaign
The Strategy includes local government priorities: - Further development of Governance
- Ceation of online services

How do we see Corrupsions?
 Corruption as a negative phenomenon in administration
 Corruption generally means, breach, violation of legal norms of social rules, misuse of official
duties etc.
 Review of corruption in terms of legal and administrative means, misuse of official position for
personal interest, abuse of legal norms for supplementary benefits and favors, customize their
personal interests, namely their interpretation in favor of individual.
 Use either the existence of corruption in the organization faces more in state and public
corporations …
Dear Gentlemen, Corruption's fight in Kamza Municipality started earlier:
This project is supported from OSCE, European Council and Dutch Embassy
In accordance to the project to strengthen civil society in promoting the principles of war against corruption in the structures of local government
system, the Municipality of Kamza was selected to implement the project. This selection was not random, but as the result of previous successful
collaborations especially for the preparation of the document “ Development Strategy of Kamza (2008-2015)”, presentation by the City Best
Governance Practice “One Stop Shop” a series of successful activities programmed from the Municipality for the European Week of Local
Democracy, as well as its close cooperation with non-governmental associations.
- This society through cooperation with the Kamza Municipality built an operational action plan, in which they are involved and support activities
that identify the needs of remedial intervention. Project observation, monitoring and information gathering, has concluded that the Municipality of
Kamza is a model example, for other local governments of Albania, for the already set up instruments and open methods, direct, used by it.
- Especially here is evident and highly appreciated the role of the Centre of service “One Stop Shop” which not only enhanced the quality of
services to business and citizens, but also provided direct, complete and transparent information for the public, which has grown credibility and
public support to the institution and its employers.
In Kamza Municipality this standard and this plan is followed strictly.
Kamza Local Government respects clear legal requirements for transparency and anti-corruption package, examples
of transparency are as follows :
•Opening and consolidation step by step One Stop Shop
•.
•Local Government Law provides information in the form (passive and active), in case of participation in local council
meetings or more in the case of open council meetings.
•Newsletter and statistical publication on the municipality monthly or yearly performance.
•The discussion in open ground of the public projects together people that lives in this area
(Major project of water supply and sanitation (Donor by KFW)
•The presence of print and electronic media in all core activities of the Municipality. Her official
website(www.kamza.gov.al), interviews, inspections of works realized with photo album for each investment in each phase
of construction.
•Press releases in Local and National TV-s
•Putting the remedies available to any citizen of any material in his interest or for personal purposes or public.

Methods of identifying if there is Corruption!
1. Protection of whistleblowers of corruption
One of the main challenges in the fight against corruption is to "being active" citizens to report
instances when they are victims or witnesses of acts of corruption
If we refer to the Global Corruption Barometer shows that our country:

2. The right of Information
State institutions must provide information in a timely and comprehensively for citizens.
Willingness to provide information of public administration increases their accountability in service
to citizens.
3. Phone-lines/online portals for reporting corruption
Phone lines or online portals to denounce corruption provide a channel for receiving complaints
from citizens who become aware of, or have been the victims of a corrupt act.
Their use is a genuine indication of the willingness of citizens to question the phenomenon, as well
as an indicator for the success of anti-corruption efforts of the local government.
4. Public Awareness
Public awareness is a very important aspect for his involvement in the fight against corruption. Lack
of knowledge about corruption and low levels of trust in institutions of tyrnet, direct impact on the
success of the operation for his reporting mechanisms, however be guaranteed their effectiveness
by the government.
How to prevent corruption?
According to a survey done in 2000 by "Transparency International", Albania is among the 99 countries
ranked 84th.
We present below some of the factors which contribute to the alleviation of corruption in the
administration as :

1. Proper education (based on the concept of religious and moral);
•
2. The high level of culture (cultural appreciation);
•
3. Enough income to public officials (solid salary in order to be satisfied with it, otherwise it tries to
corruption)
•
Strict control, on permanent public employees (by the state).

Another moment more important honored participants of the conference that I want to share with you is:
Mayor of Kamza Municipality, Mr. Xhelal Mziu honored with the "European Award for best practices for 2014". This award is
given by the European Society for Quality Research, ESQR. This is another milestone in the international arena for Kamza
Municipality, which is advertised as "Municipality with best practices for 2014" by the European Association for Research and
Quality. Mayor Mziu has been present in the ceremony held on 1st June at the Hotel "Le Plaza" in Brussels.

"Municipality with best practices for 2014". We, therefore, with pleasure, invite you and/or representatives from Kamza to
