The aims of today are to:

• share KCC’s vision for Transformation and our
restructure

everyone in our communities

contracts and the impact, risks and benefits of that
for both commissioner and provider

Introducing Strategic Commissioning
The Strategic Commissioning Unit was formed
to support the transformation of adult social
care through the strategic commissioning of
services in order to achieve the families and
social care directorates objective which is to;
Improve the social care outcomes for the
people of Kent. Whilst moving the Families
and Social Care (Adults) Directorate to a
position where, by 2015, it can operate on
a reduced budget.

Our vision is:
To support the social care needs of vulnerable adults in
Kent, by ensuring that services are available which
enable them to live fulfilling and independent lives in
their homes and communities.
We will do this by:
•Promoting independence, wellbeing and choice for
individuals
•Promoting and supporting resilience and self care
•Providing proactive and responsive support
•Developing a market of services which are high quality
and represent value for money

Our stakeholders have told us they want:
•A system that is easier to understand and navigate
•Comprehensive information, advice and guidance
that is accessible
•A proactive rather than reactive system
•Integrated services designed to maintain a person’s
lifestyle and engagement with their community.
•The same service offer for self-funders and those in
receipt of KCC funding
•Integrated health and social care services – single
points of access and less professional involved
•Services that are responsive to local need
•Targeted interventions that aim to restore a person
back to a preceding state of health and well-being

Grants- a picture of spend
We are spending £15 Million a year in grants
• We are NOT looking to cut funding, in fact we
want to increase spending on preventative
services through the Health Money
BUT we want to spend it on the right things:
• When every penny counts are we making the best
use of this money to keep people out of the health
and social care system?

• Different services in different areas- no core offer
• You provide other excellent services we don’t fund
• Grants not always strategically aligned to
Transformation
• Cant performance manage a grant
• Instability of yearly funding
• Unwieldy system and bureaucratic

What services should we move from grant to contract?
A Picture of Need
2012: 900 Kent Social Care Users of all ages
responded to our annual survey:
• 25% of service users said they did
not have enough social contact.
• 66% of these lived in the
community
19% say
information
and advice is
difficult to find
75% of those 65+ who are living
in the community said they did
not do anything they value or
enjoy with their time

Dementia Friendly Communities
• Successful bid to be a National Pilot
• working initially with12 communities across Kent
• people will be aware of and understand more
about dementia;
• people with dementia and their carers will be
encouraged to seek help and support;
• and people with dementia will feel included in their
community, be more independent and have more
choice and control over their lives.
