SCIENCE, TECHNOLOGY AND INNOVATION INDICATORS The actual situation of scientific researches results and the performing of indicators in Syria. 1-Industrial sector: generally the results of scientific researches are still little, and non-existent effect on the competitive performance in Syria. so the competitive industrial performance in Syria is 75/88 because the Syrian industry depended on the workers who have low level of education and used rapid technologies. 2-Educational sector: According to the National’s report of the Human Development announced that the scientific research suffers in the Syrian universities from weakness in the institutions, functional performance and the infrastructure that seems clearly in many points such as : 1 - the continuous Bleeding in the existing teaching staff which is distinct in excellent capacity it seems clearly through the departure to other Arab universities. 2- the decrease in the percentage of who has the master and doctorate degrees . For example, In 2007, the statistics for journals Damascus University as follows: 2007 Accepted researches of teaching staff Accepted researches of students ( master or PhD) 14 17 12 179 Basic sciences series 19 22 Geometric sciences series 20 30 Agriculture sciences series 70 95 Humanity sciences series 22 83 Economic sciences series Medical sciences series Syrian universities suffer from absence the complementary system for scientific research and the weakness in the investment The reasons for that are discussed in many articles and several scientific forums , One of these reasons: 1) There is no separation between the teaching job and the researching job of the professor in the faculty who spends all his time in teaching process . 2) The weakness in the expenditure on the scientific research. 3) The absence of the complementary relationship between the Universities and the productive sectors of public and private institutes and the participation of the private sectors is so limited in financing of the scientific research. 3-Innovation sector: and the Syrian record in the field of patents is not empty, it is back to year 1945 when Syria has awarded the first patent for one of its citizens, but it has not policies to encourage the innovation process. Syria has acceded to the Intellectual Property international Organization in 2004, it decided a national law which executes the rules of the organization, and was acceded in 2003 to the international cooperation agreement for the patents.
