Convergence in Performance-Based Governance a) Measure, Disclose, Incentivize b) De-emphasize entitlements (example: IRA), and avoid politicized incentives c) Draw in other line agencies, donors, CSOs and other partners 10 d) Performance Challenge Fund (PCF) - Fund too small to provide significant incentive - Already incentivizes basic governance processes (Planning, Fiscal mgt, Transparency, Performance Monitoring) 11 e) Local Governance Performance Management System (LGPMS) - Covers both processes and outcomes - But no incentives - Achieving outcomes is a challenge for most LGUs - No 3rd party validation - Move towards combining and rationalizing PCF, LGPMS, and other similar initiatives, and incentivizing outcomes 12 f) CSO Policy Recommendations on Governance* - Public Disclosure Policy for Executive Department - Semi-Annual Public Reporting for Executive Agencies and LGUs - Genuine NGO/PO Representation in LDCs/LSBs - CSO Participation in Budget Formulation, Legislation, Execution, and Accountability Process * Citizen’s Roadmap for Poverty Reduction and Achieving the MDGs: Recommendations for the 2010-2016 MTPDP CODE-NGO, UNDP, FDC 13 f) CSO Policy Recommendations on Governance* - CSO Participation in Budget Formulation, Legislation, Execution, and Accountability Process All these recommendations are addressed by Performance-Based Governance * Citizen’s Roadmap for Poverty Reduction and Achieving the MDGs: Recommendations for the 2010-2016 MTPDP CODE-NGO, UNDP, FDC 14 g) Dilemma between rewarding performance and assisting LGUs most in need h) Convergence - Achieving measurable outcomes (example: poverty reduction) requires an integrated approach - LGUs are ideally suited for delivering integrated services in a defined area 15 h) Convergence - However, many line agencies have their own delivery structures - Also, some LGUs are not capable area managers - Explore ways to achieve convergence in service delivery and performance management 16 2. Participation in Governance – Sustainability and Scale a) Challenges - CSOs few in number, lack knowledge in local governance processes - Participation often limited to funded projects (unsustainable) b) If we want sustained participation in governance, the State needs to invest in it. 17 c) Government Support Program for CSO Participation - Explore the merits & possible design of such a program - Should promote capacity building of CSOs in local governance - Co-opting CSOs? - Participation is emphasized in our Constitution and in our laws - Opportunity under P-Noy Administration 18 Strengthening performance-based governance and people’s participation are the major gains we should look to achieve under the P-Noy administration 19 Thank you! 20
