PWD Rajasthan: Road Maintenance Through Still Photography By Dr. Dinesh Kumar Goyal Principal Secretary PWD, Rajasthan, India Introduction Public Works Department, Rajasthan, is entrusted with construction and maintenance of Roads, Bridges, Buildings Workforce about 16515 including 2200 Engineers. PWD offices: 8 Zones, 33 Circles (District level), 150 Divisions. Annual budget about Rs. 25 Billion (600 million US$) for roads, buildings, BOT, DRDA, etc. Road length maintained - 1,06,000 km Road Photography- Project Inception To provide better infrastructure facilities to citizens, specially of roads Need of creating an efficient and effective interface to address the various requirements of the people After detailed analysis of available resources at the Government level, it was decided to create periodic still photo database for all roads with kilometer stone as the basic unit. Solution Overview Initially, a Web-based software application was designed to collect basic information about a road along with its kilometer-wise Photos. Photos from field were in different sizes, formats, resolution, etc. Appropriate measures were taken to ensure uniformity of Photos uploaded. A team of a domain expert and an IT expert was responsible for coordination, assistance, mobilization and regular monitoring. The Journey Project started on 07-02- 2010. 9 pilot circles from 8 zones of Rajasthan were selected for implementing Pilot Project Scope was extended to all 33 circles covering all PWD roads across Rajasthan. Scope of photography was further extended to cover roads constructed under MG-NREGS and KUM. Target for photo uploading extended to approx. 130,000 km. As on May 23, 2010, about 126,368 photos of Roads, 3710 of buildings and 316 of toll-plaza uploaded. Automatic delivery of SMS messages based on predefined conditions, with extensive search facility based on query by form. Kilometer-wise photos has provided a basis for issuing instructions to maintenance contractors for carry out required work. Help PWD officers in better planning and monitoring Provide photographic evidence in respect of the projects carried out by contractors, the present condition of roads built by them, condition after maintenance activity etc. The interested firms can view the various requirements of this regions on the basis of Photographs to do business. For Public: Provided an efficient and effective interface to register their requirements/ grievance. Public representatives can view the status of infrastructure facilities available in their constituencies and register their views with own photographic evidences. Subsequent follow-ups on grievances can be tracked using this facility. Conclusion PWD’s Online Road Photography Project, apart from being a showcase of successful implementation of I.T. within Government, has provided an impetus for implementation of e-Governance in other departments. The success of a program of this large magnitude depends on vision, motivation, and commitment of the key persons. Minister PWD, Pr. Secretary PWD, Secretary PWD, Chief Engineers, worked as mentors at apex level. Sincere efforts were made by district officers including Addl Chief Engineers, SEs, EEs, and supporting staff who took up the challenge and successfully completed first phase of project in remarkable time.
