Net Investment • Facility design and construction 2. Energy Cost • Up to 6 energy sources can be evaluated: electricity natural gas steam (gas generated) steam (oil generated) distillate oil residual oil 3. Sustainment Cost • • Includes major building component / system preventive maintenance (PM) and whole component replacement at end of service life Does not include operating costs and unscheduled / corrective maintenance (assumed equal for all proposals) 4. Government Baseline TOC • • 19 Based on minimum ASHRAE 90.1 2007 standards and IBC requirements Baseline analysis provided in RFP NAVFAC Washington 17 April 2012 Leadership in Energy and Environmental Design (LEED)™ 20 NAVFAC Washington 17 April 2012 Laws and Executive Orders 1. The Energy Policy Act of 2005 (EPAct 05): 30% Energy Savings below ASHRAE 90.1 2004 2. Executive Order 13423 (2007): All new and 15% of existing buildings by 2015 must meet Guiding Principles 3. The Energy Independence & Security Act of 2007 (EISA 07): Expands and Strengthens EPAct 05 and requires a Green Rating System to reflect The Guiding Principles 4. Executive Order 13514 (2009): Reinforces EA 13423 and requires all new Federal Buildings to be Net Zero by 2030. 21 NAVFAC Washington 17 April 2012 NAVFAC Wash LEED Policy •In Spring of 2011, Secretary of the Navy Ray Mabus announced at the Federal USGBC Summit that in keeping with the Navy’s goals for sustainability and energy savings that new Navy buildings would be LEED Gold. •The Defense Authorization Act passed in January 2012 (FY-12 NDAA, sec. 2830) makes it illegal to spend additional money for DoD buildings to get LEED Gold or Platinum. An exception exists (LEED Gold at no additional cost), but NAVFAC considers this unattainable. •Bottom Line: NAVFAC Washington will not consider LEED Gold or higher (Platinum) for selection on any FY-12 MCON projects. LEED Silver will continue to be the NAVFAC Washington standard for FY12 MCON projects. 22 NAVFAC Washington 17 April 2012 Small Business Opportunities 23 NAVFAC Washington 17 April 2011 Small Business Information • Small Business Opportunities in Prime Contracting and Subcontracting • NAVFAC Washington Prime Contracting Goals for FY12: • Small Business – 34% • HUBZone – 2.3% • Small Disadvantaged Business – 23% • Women-Owned Small Business – 6.6% • Service-Disabled Veteran Owned Small Business – 2.5% • A/E Opportunities Posted on FedBizOpps (www.FBO.gov) and Navy Electronic Commerce Online (www.neco.navy.mil) • RESPOND to Sources Sought Notices 24 NAVFAC Washington 17 April 2011 Small Business Information • Visit NAVFAC’s Small Business Website: • Long Range Acquisition Forecasts • Lists of Prime Contracts with Large Businesses and Small Businesses • MILCON Forecasts • WOSB and SDVOSB Directories https://smallbusiness.navfac.navy.mil •For additional information contact: Allison Evans, Deputy for Small Business, allison.evans@navy.mil or 202-685-0088 25 NAVFAC Washington 17 April 2011 NAVFAC Washington Contact Information CI Chief Engineer/BLC – Thomas H.
