Taking the broadband
agenda forward
• The TCCA’s Critical Communications Broadband Group (CCBG) is
working with other stakeholder groups worldwide to:
– drive the standardisation of future common, global, mobile broadband technology
solutions for Critical Comms users.
– lobby regulators etc. for appropriate - & as far as possible harmonised - spectrum
for deployment of future Critical Comms broadband networks.
• Thus the CCBG’s goals are to:
– enable all Critical Comms users to access their information systems, apps. etc.
reliably & at broadband speeds on their professional mobile devices wherever they
are & whenever they have the need.
– ensure that future Critical Comms broadband solutions meet the particular needs
of Critical Comms users just as reliably as today’s voice & narrowband data
services are delivered by current technologies (e.g. TETRA).

Some key issues…
• Technology: can LTE infrastructures & services be made adequately
reliable, resilient & available in practice for Critical Mobile use?
– all things are possible with the application of sufficient resources…
• Spectrum: can regulators be persuaded to assign enough, & in
suitable bands, for Critical Mobile BB services to be operated in?
– thus far only in North America (700 MHz) & Australia (800 MHz)…
• Budgets: can administrations, politicians, funds-holders, etc. be
convinced of the value of investment in Critical Mobile BB services?
– hence will delivering such services prove financially & practically viable?
• Delivery: what are the available options & relative pro’s & con’s?
– e.g. resource/service sharing with commercial operators, MVNO models, etc?

Stakeholder collaboration
• CCBG participants include:
– user organisations, governments, operators, standards & regulatory bodies,
equipment manufacturers & suppliers, consultants, etc.
– all members & partner organisations of the TCCA are entitled to participate
• The list of CCBG’s collaborative & cooperative relationships with
other stakeholder groups globally is continually growing:
– UIC (European railways)
– E-UTC (European utilities)
– PSC-E (European public safety)
– NPSTC & NIST (USA)
– CITIG & CATA (Canada)
– APCO Global (e.g. Australasia)
– and so on...
