The Critical Communications Broadband Group (CCBG) is a Working Group of the
TETRA & Critical Communications Association (TCCA)
Taking the broadband agenda forward
• CCBG’s goals are to:
– enable all Critical Comms users to access their information systems, apps. etc.
reliably & at broadband speeds on their professional mobile devices - wherever
they are & whenever they have the need.
– ensure that future Critical Comms BB solutions meet the particular needs of
Critical Comms users - just as reliably as today’s voice & narrowband data services
are delivered by current technology, e.g. TETRA.
• Our tasks in coordination with other skateholders:
– drive the standardisation of common, global, mobile BB technology solutions for
Critical Comms users.
– lobby regulators etc. for appropriate - & as far as possible harmonised spectrum for deployment of Critical Comms BB networks.

Our key issues…
• Technology: LTE is the chosen technology for radio access, evolution
towards IP is a prerequisite…
–
Available on dedicated infratructure
–
PMR services can also be implemented on commercial networks (with no guaranteed
resources, and important overload risks)
• Spectrum: we still need to lobby for dedicated frequencies taking
into account all opportunities 700MHz, 400MHz etc…
–
We need dedicated spectrum even if we will be able to use shared infrastructures or
commercial operators infrastructures
• Budgets: Develop a solution we can afford
• Alternative delivery approaches:
–
MVNO, public operators, satellite
–
We need a common framework to avoid proprietary solutions (need participations)

Technology Standardisation
• Aimed at including support of fundamentally required features for
critical comms applications in future standards releases, e.g. for:
– Group working
– Direct mode
– Resilience & security
– Speech as well as data services

What’new
• LTE is becoming a reality
– LTE 400MHz experiment in France, 2 sites, 4 vehicles, a control room
• By 2020 LTE technology for professional users including public
safety will be available
– On dedicated infrastructure
– On commercial networks
• But:
– LTE is not enough: we need a set of standard applications for voice as well as for
data
– How long will we develop different systems: TETRA, TETRAPOL, GSM-R ?
– Knowing they will become obsolete

• Express interoperability/architecture needs
– On dedicated infrastructure
– On commercial networks
– Other media (satellites etc…)
– Migration needs
• Application part
– Define how and who will make the standard and how the users and
operators will be better involved in the process
– Define a common environment so that applications can be easily
developped not only by actual industrial actors (open application market)
– Define minimum set of application for interoperability

Do all countries have the same
needs?
• Geography is different
• Actual systems are different (TETRA/TETRAPOL/GSM-R)
• We need to define a set of common needs taking our difference

• Technical experimentation, no operational use of the network
• Equipment demonstration, 400MHz LTE feasibility
• Equipments:
– 2 base stations in Tours on already existing TETRAPOL sites  overlay scenario, with
successful coverage testing
– 4 vehicles
– A control room

Main conclusions:
• Same coverage than narrowband
• Video available everywhere in the cell

Real operational opportunities!
• Powerful video applications
– Remote control of cameras
– Sharing videos through tablet
• Reuse of already existing IP applications
• We still need to work on application part!!!
– To improve these first platforms
– To take into account emergency call (112) management evolution
(multimedia calls, automatic calls, increasing number of calls)
