Committee Chair: Michael Quinn Communication Logistics Communication Logistics • Committee members should have received an invite to the Wiki group page. • Page is merely a method to communicate between meetings and to answer/discuss issues related to the redistricting between meetings • Talk with Robin Allen after the meeting if you did not get an invite, to make sure she has your correct contact information. • Committee can always send emails or call Cropper GIS and/or BCPS with questions or thoughts. Communication Logistics • BCPS Central Area webpage is created!: - Helps to refer inquiring community to this website to answer questions about the rezoning process, schedule and a quantity of data and maps. - Located under “What’s Happening” section of website (www.bcps.org) • Direct link to page is: http://www.bcps.org/construction/mayschapel/ Communication Logistics Questions Contact Info: Cropper GIS Matthew Cropper mcropper@croppergis.com 614.451.1242 BCPS Office of Strategic Planning Chris Brocato - cbrocato@bcps.org and/or Robin Allen - rallen4@bcps.org 410.887.4216 Redistricting Study Project Goals Why We’re Here Project Objectives 1. Baltimore County Public Schools is building a new elementary school on the Mays Chapel site. a) Opening in Fall 2014 b) 700-student capacity 2. Schools throughout the region are overcrowded, and redistricting is necessary to balance building utilization and populate the new school. 3. BCPS has organized a committee-based process to work through redistricting options and plans. a) Work will continue through Winter 2014 Potential Affected Schools Project Objectives The following schools in the Central Area could be affected by the redistricting process: 1. Hampton ES 2. Lutherville ES 3. Padonia ES 4. Pinewood ES 5. Pot Spring ES 6. Riderwood ES 7. Sparks ES 8. Timonium ES 9. Warren ES 10.West Towson ES New school at Mays Chapel Site Why We’re Here Guiding Principles / Criteria Efficient use of available space (i.e. Balance Building Utilization) Long-range enrollment and capacity needs (i.e. be mindful of future potential population in addition to existing students) Use natural boundaries, such as railroads, creeks, major highways, election districts, existing school boundaries, and location of feeder schools. Why We’re Here Guiding Principles / Criteria Cost containment (i.e. Efficiencies such as transportation and facility use) Elimination of existing satellite zones (areas districted to a school that are outside of its boundary) Minimize the number of times any one student is reassigned Feeder pattern continuity Phasing in boundary changes by grade levels for high schools Maintaining diversity among all involved schools State Rated Capacity State School Name Study Area School Capacities: Rated Capacity Hampton 648 Lutherville 407 New School 700 Padonia 311 Pinewood 566 Pot Spring 477 Riderwood 463 Sparks 410 Timonium 395 Warren 395 West Towson 451 Total 5,223 Current School Utilization Current School utilization reinforces the need Current Enrollment and Live-In Counts School Name State 2013-14 K-5 Live In Rated K-5 Grade Counts (2013- Capacity Enrollment 14) K-5 Live In Utilization Current Live In Over Capacity Hampton* 648 554 656 101.2% 8 Lutherville 407 543 482 118.4% 75 Padonia 311 422 426 137.0% 115 Pinewood 566 590 574 101.4% 8 Pot Spring 477 578 641 134.4% 164 Riderwood 463 490 471 101.7% 8 Sparks 410 561 556 135.6% 146 Timonium 395 466 460 116.5% 65 Warren 395 400 412 104.3% 17 West Towson 451 542 548 121.5% 97 4,523 5,146 5,226 115.5% 703 Total *99 students attend Cromwell but live inside the Hampton Boundary. Review of DRAFT Options Remember that everything is considered DRAFT! • Nothing is written in stone • Existing DRAFT Options are subject to change • New options can/will be created • Focus isn’t on picking the best solution YET, but to openly explore the various options to present to the public for feedback. 3 DRAFT Options are presented to you this evening • Committee has 8.5x11 maps, as well as plots of maps for review tonight • Options maps are also now on the interactive webmap (www.croppermap.com/bcpsredistricting) • Copies of handouts, including small and large format maps will be posted on the Mays Chapel webpage on the BCPS website (http://www.bcps.org/construction/mayschapel/) When analyzing redistricting options, it is best to look at the information in two different ways. • Study the geography i.e. shape of the current and option boundary lines. • Look at where the lines shift away from current vs. the option. • Look at road networks and envision how school buses and parents would travel to the school • Study the tables and enrollment / utilization estimate • Review the balance of enrollment, and identify any imbalances that may exist. • Understand why there are any imbalances in the enrollment / utilization, or examine possible ways to improve the balance.
