Certified training was delivered under the coordination of WWF and
DG water management.
EFFICIENT USE OF WATER
The fight against the loss of water and leakage of water has been
initiated. Standards are being set down and certificates are being
issued.
STUDIES ON THE RE-USE OF TREATED DOMESTIC
WASTEWATER FOR IRRIGATION
Important steps are being taken regarding the recovery of
treated domestic waste water.
A project will be initiated with a budget of 750 000 Euro
with the partnership of Afyon Municipality within the
framework of the bilateral cooperation with the
Netherlands. (G2G)

The monitoring system of the coastal and marine waters in Turkey
was revised and harmonized with WFD requirements last year and
the first monitoring activity has been conducted in 2011.
Monitoring activities have been taking place in hot spots and
sensitive areas in sediment, biota and water column.

“Water Quality Management Superior Board” has been established by a
Prime Ministry Ordinance (Official Gazette dated 18 August 2010 no
27676)
The Supreme Board was turned into "Water Management National
Coordination Committee, and the revised legislation sent to the Prime
Ministry for publication.
This board was established in order to prepare river basin management plans
that aim to maintain the balance between protection and utilization of natural
resources, to make the investments, to identify the legal, administrative and
technical steps that will be taken in short,medium and long term by relevant
institutions, and to provide coordination in line with the closure bencmarks of
the “Water Sector” in Environment Chapter towards the protection of the
water resources in term of quality and quantity.

PROJECTS
The Project for the Determination of Sensitive Areas in 25
River Basins (National Budget)
The Project aims to define the sensitive areas of drinking water, urban areas
and the nitrate-sensitive areas
Implementation Plan for the Urban Waste Water Treatment
Directive
The Project Fiche has been submitted to the Commission. The purpose of
the project is to prepare the urban waste water implementation plan defined
in Article 17 of the Urban Waste Water Treatment Directive.
Definition and Development of Water Unions in Turkey
The project has started on December 1, 2010 and will be finalized by 2012.
The purpose of this project is to create one or more organizational models
within the Turkish legislative and social-cultural context that is able to
operate and maintain Waste Water Treatment Plants (WWTP’s) in an
efficient way. The inception report was prepared and submitted by the
project team and studies are ongoing.

Studies required for harmonization of Turkish Legislation with the
Directive will be launched after 2014.
A national project called “Hazardous Substances Pollution Control”
(covering the years 2012-2013) that will contribute to transposition of
the Directive is going to be initiated.
The transposition of the Directive will be completed by the end of
2014 with a project, which was accepted under 2011 IPA-1 programme,
namely the “Project on the Conversion of River Basin Protection Action
Plans into River Basin Management Plans”. Thus, compliance will be
ensured by the targeted date.
Strategic Action Plan of Water Quality Management is prepared and going
to be published in 2012

Budget: £ 3.5 Million
Duration: 2 years (starting in December 2011-2013.)
Beneficiary: Ministry of Forestry and Water Affairs (General Directorate of
Water Management)
Purpose: within the borders of Ergene Basin, Susurluk Basin and the Konya
Closed Basin;
• Examination of the possible and/or current dangerous substances in
domestic and industrial waste waters,
• Establishment of an inventory of hazardous substances and sectors,
• Derivation of the Environmental Quality Standards and discharge standards,
• Creation of the Hazardous Materials Information System and its integration
to the Access to Environmental Information System,
• Web Based Application Software Development

NITRATE DIRECTIVE

The Project for "Implementation of the Nitrate Directive in Turkey" under
IPA was adopted in 2007. The Technical Assistance and the Supply
components has been tendered in 2010. Implementation of these
components is going to start in 2011 and completed by the end of 2013.
The project has three components:
1. Twinning - 1,000,000 € (Completed)
2. Technical assistance – 2,000,000 €
3. Supply - 3,765,000 €
Technical Assistance Component of the project began in January 2011
and will last for two years. The planned activities include the determination
of sensitive areas, preparation of the action plans, the development of
codes of good agricultural practices, and establishment of national
pollution monitoring network.
Under the twinning component of the project aiming for the implementation
of the Nitrate Directive, the secondary Legislation will be prepared and
institutional capacity will be improved.

Directive” has been submitted to IPA-1 2010 programming and
approved by EU Commission.
Transposition and implementation dates will be determined by 2014
in the framework of the EU funded project.
The EU Twinning Project "Capacity Building for the Implementation of the
Directive in Turkey Project Flood" was launched with the budget of 1.8
million Euros in 2012

 Draft By-Law on the Protection of Groundwater Against Pollution
and Deterioration has been prepared.
Ministry of Forestry and Water Affairs and the Ministry of the
Environment and Urbanization are responsible from the
transposition of the Directive.
The draft By-Law will be published as soon as possible.
Implementation dates are set down in the By-Law.
PROJECT
"Capacity Development of Groundwater Management Support Project in
Turkey” is submitted to IPA-1-2012 programming and is being evaluated
under ESEI .
The Project aims to develop capacity for the implemention Groundwater
Directive (2006/118/EC) in Turkey.

PROJECT
The Twinning Project entitled “Complience in Bathing Water
Monitoring” was submitted to IPA-1 under 2010 programming.
The duration of the project is 24 months. The total project
budget 1, 500, 000 Euros. The project will start in the first
quarter of 2012.
The tender process of the project is completed. The project
will be carried out by a consortium of France and Italy.

CAPACITY BUILDING
 Training of Trainers project- 39 people received certificates.
 Regarding “water footprint”, 60 people have been certified as a
result of the training.
 Basin management training was provided to municipalities.
 A training was delivered to 81 municipalities regarding the loss
of water and leakage of the water.
 TAIEX application was accepted on “Water Economy”.
 TAIEX application was accepted for the determination of
sensitive areas.
 International Workshop on Strategic Environmental Assessment
was made on February 28th this year.
 Negotiation training was received.
 Within the scope of RENA, the activities are ongoing in
cooperation with the Balkan countries.

 The application for an expert mission under TAIEX regarding the
Directive on the Management of Bathing Water Quality (2006/7/EC)
was accepted.
 The application for a workshop under TAIEX regarding the EU’s
Regulations and practices concerning Groundwater Management was
accepted.
 TAIEX application regarding the determination of the sensitive areas in
the inland waters, determination of the sensitive and less sensitive
areas according to the Directive on Urban Waste Water Treatment,
determination of the relavant methods, and lastly determination of the
nitrate-sensitive areas according to the Nitrate Directive was approved.

“ENVIRONMENT”
 "Quality Assessment and Classification of Marine and Coastal Water Project” was
accepted in 2010 by Ministry of Development and the project started on
December 2011."
 The Project regarding the determination of the pollution maps and bathing water
profiles in marine and coastal waters was submitted by Ministry of Development in
2011.
 Capacity building for prevention of marine pollution caused by ship-sourced wastes
project was submitted to IPA -2011 Programming.
 The project of “Urban Wastewater Management in Turkey: Re-Definition Of Hot
Spots (HS) And Sensitive Areas (SA), Determination of Waste Assimilation
Capacities By Monitoring And Modeling And Development Of Sustainable Urban
Wastewater Investment Plans” was finalized in 2011.
 The aim of the project is to determine/update of HS and SA’s by scientific data
assessment methods, to determine the eutrophication risk in the areas and to define
the most appropriate domestic wastewater treatment methods in these areas and to
make a database for determination of the most efficient investments.
 The “National action plan on Land-based pollution sources” was updated in
accordance with the mentioned project and the investment plans for urban
wastewater treatment were prepared.
 The project implemented in all coastlines of Turkey as well as the Black Sea
Coastline. HS and SA should be updated and a new SAP developed for Black Sea.

with the finalization of Article 5 reports and RBPAPs.

2015 is in line with the start of the second river basin
management plans of the present EU Member States.
River Basin Protection Action Plans(RBPAP) have been prepared
according to the River Basin Management Plan approach. Some
of RBPAPs have been prepared and implemented already. Rest of
them will be prepared and implemented. Furthermore RBPAPs
will be revised in the context of WFD and turned into River Basin
Management Plans after 2015.

achieved untill 2027 because of
technical reasons and
disproportionate costs, there will be
a request for derogation.
