The purpose of the project is to prepare the urban waste water implementation plan defined in Article 17 of the Urban Waste Water Treatment Directive. Definition and Development of Water Unions in Turkey The project has started on December 1, 2010 and will be finalized by 2012. The purpose of this project is to create one or more organizational models within the Turkish legislative and social-cultural context that is able to operate and maintain Waste Water Treatment Plants (WWTP’s) in an efficient way. The inception report was prepared and submitted by the project team and studies are ongoing. A national project called “Hazardous Substances Pollution Control” (covering the years 2012-2013) that will contribute to transposition of the Directive is going to be initiated. The transposition of the Directive will be completed by the end of 2014 with a project, which was accepted under 2011 IPA-1 programme, namely the “Project on the Conversion of River Basin Protection Action Plans into River Basin Management Plans”. Thus, compliance will be ensured by the targeted date. The Technical Assistance and the Supply components has been tendered in 2010. Implementation of these components is going to start in 2011 and completed by the end of 2013. PROJECT "Capacity Development of Groundwater Management Support Project in Turkey” is submitted to IPA-1-2012 programming and is being evaluated under ESEI . The Project aims to develop capacity for the implemention Groundwater Directive (2006/118/EC) in Turkey. The duration of the project is 24 months. The total project budget 1, 500, 000 Euros. The project will start in the first quarter of 2012. The tender process of the project is completed. The project will be carried out by a consortium of France and Italy. Regarding “water footprint”, 60 people have been certified as a result of the training. Basin management training was provided to municipalities. A training was delivered to 81 municipalities regarding the loss of water and leakage of the water. TAIEX application was accepted on “Water Economy”. TAIEX application was accepted for the determination of sensitive areas. International Workshop on Strategic Environmental Assessment was made on February 28th this year. Negotiation training was received. Within the scope of RENA, the activities are ongoing in cooperation with the Balkan countries. The application for a workshop under TAIEX regarding the EU’s Regulations and practices concerning Groundwater Management was accepted. TAIEX application regarding the determination of the sensitive areas in the inland waters, determination of the sensitive and less sensitive areas according to the Directive on Urban Waste Water Treatment, determination of the relavant methods, and lastly determination of the nitrate-sensitive areas according to the Nitrate Directive was approved. The Project regarding the determination of the pollution maps and bathing water profiles in marine and coastal waters was submitted by Ministry of Development in 2011. Capacity building for prevention of marine pollution caused by ship-sourced wastes project was submitted to IPA -2011 Programming. The project of “Urban Wastewater Management in Turkey: Re-Definition Of Hot Spots (HS) And Sensitive Areas (SA), Determination of Waste Assimilation Capacities By Monitoring And Modeling And Development Of Sustainable Urban Wastewater Investment Plans” was finalized in 2011. The aim of the project is to determine/update of HS and SA’s by scientific data assessment methods, to determine the eutrophication risk in the areas and to define the most appropriate domestic wastewater treatment methods in these areas and to make a database for determination of the most efficient investments. The “National action plan on Land-based pollution sources” was updated in accordance with the mentioned project and the investment plans for urban wastewater treatment were prepared. The project implemented in all coastlines of Turkey as well as the Black Sea Coastline. HS and SA should be updated and a new SAP developed for Black Sea. River Basin Protection Action Plans(RBPAP) have been prepared according to the River Basin Management Plan approach. Some of RBPAPs have been prepared and implemented already. Rest of them will be prepared and implemented. Furthermore RBPAPs will be revised in the context of WFD and turned into River Basin Management Plans after 2015. 6 If “good water status” is not achieved untill 2027 because of technical reasons and disproportionate costs, there will be a request for derogation. 2027 Year of achievement of good water status depends on the actual challenges in the basins.
