During the presidency of Sweden, the
negotiations for the Chapter on
Environment was officially opened at
the “Intergovernmental Accession
Conference” which took place in
Brussel, December 21st, 2009.

SCREENING MEETINGS
 The Ministry of Environment and Forestry is the competent authority
for the National Programme and the EU Environment Legislation
alignment works.
 The screening meetings for the chapter on environment were
completed in 2006.
 Screening was approved by the European Council, upon the opinions
of the Member States.
 The conclusions of screening were officially notified to Turkey on the
3rd of October 2007 via an official letter under the Portuguese
Presidency.
 The results included two opening criteria.
 The preparation of a comprehensive strategy including the stages
and timetables for the alignment and implementation of the
acquis, and to eanble an efficient implementation.
 Fulfilment of the requirements of related EU Environmental
Legislation, in accordance with EC-Turkey Association Council
(Customs Union)

WORKS UNDERTAKEN
For the meeting of opening criteria:
 Implementation notes have been prepared for 5 EU
Environmental Legislation under the scope of the Customs
Union:
 Dangerous Chemicals Directive,
 Experimental Animals Directive,
 Packaging and Packaging Waste Directive,
 Directive on the Quality of Petrol and Diesel Fuels,
 Directive on the Sulphur Content of some fuels

WORKS UNDERTAKEN
For the fulfilment of the opening criteria:

A strategy document of 400 pages has been prepared
for 69 EU legislation with the contribution of related
institutes and institutions under the coordination of our
ministry.

The strategy document includes 9 sectors:
 Industrial
Pollution
Control

Horizontal legislation,
and risk management,

Air quality,
 Chemicals management ,

Waste management,
 Genetically
modified

Water sector,
organisms,

Nature protection,
 Noise management

WORKS UNDERTAKEN
During the presidency of Sweden, the
negotiations for the Chapter on Environment
was officially opened at the
“Intergovernmental Accession Conference”
which took place in Brussel, December 21st,
2009.
Thus, the number of chapters opened for
negotiations has increased to 12 (including the
chapter on environment) within the Turkey-EU
Accession Negotiations.

CLOSING CRITERIA
6 closing criteria has been defined for the
closure of negotiations of the chapter on
environment in the ‘Common Negotiation
Position Paper’ of the European Union
prepared in response to the ‘Negotiation
Position Paper of Turkey’.

CLOSING CRITERIA
Adoption of the horizontal legislation and framework
environmental acquis of the European Union
Improvement as a result of adoption of the
environmental acquis of the EU on the water sector.
Preparation of River Basin Management Plans.
Adoption of the environmental acquis on industrial
pollution and risk management.
Continuance of compliance to the acquis in the rest of
the sectors, including nature conservation and waste
management; and proving that all the requirements of
the EU are met on the date of accession.
Continuance with the improvement of administrative
capacity and coordination, including inspection services.
Fulfilling the obligations of the additional protocol.

completed, 5 basins are being updated, 9 basins are started.
They will set basis for the River Basin Management Plans which

WASTEWATER IN IRRIGATION
Important steps for the reuse of treated domestic
wastewater.
The project (750.000 Euro) is being started with
Afyonkarahisar Municipality under the scope of
Holland bilateral cooperation studies.
Project titled “Capacity Building on Water Quality
Monitoring” was submitted to the Component I of
IPA for the Programming Year 2009.
