In China, the construction of work safety
standardization may date back to 1964, when the
idea “Coal Mine Quality Standardization” was
proposed by the former coal ministry.

Up to the early 80s, to control continuous rise of
accidents in coal mines, a campaign of “quality
standardization and high safety level” was developed
in the coal mines in 1986, which was intended to
enhance work safety through quality standardization,
considered that safety and quality are mutually
complementary and closed connected, and safety is
never independent of quality.

and initiated their own quality standardization ,
which resulted in a higher level of work safety .

In 2003, a national coal quality and safety standardization site
meeting was held in Qitaihe, Heilongjiang Province by state
administration of work safety and China National Coal
Association, specific elements to be included in the quality and
safety standardization for coal mines was defined ,an “Instructive
Opinion on Quality and safety Standardization campaign in
all Coal Mines Nationwide” was put forward.

In 2004,The state administration of work safety
published an “Instructive Opinion on Quality and
Safety Standardization Activities” to instruct the
nation’s quality and safety standardization activities
in different sectors such as coal mines, metal and
nonmetal mines, hazardous chemicals, firecracker,
metallurgy and machinery.

On Apr. 15, 2010, the state
administration of work safety
officially published an industrial
standard for work safety entitled
“Basic Norms for Work Safety
