Gupte Ministry for Water Resources, River Development and Ganga Rejuvenation CONSULTING ENGINEERS LIMITED 12 Dec. 2014 INTRODUCTION • National Ganga River Basin Authority (NGRBA) has taken up projects for “Mission Clean Ganga” under which no untreated municipal sewage or industrial effluent would be allowed to be discharged into the river Ganga by the year 2020. • NGRBA Objective - to provide integrated sewerage system for collection of sewage and providing STP for treatment before discharging sewage into River Ganga and preventing pollution of river Ganges and for sustainable development of surrounding areas. • NGRBA has taken up sewerage project initially in Allahabad & Kanpur cities. • Tata Consulting Engineers Ltd. was awarded Consultancy Services for “Technical Review, Financial Analysis and Preparation of Bid Documents of projects under NGRBA for Kanpur District- I & Allahabad District- A and District- C sewerage system” in November 2011. Kanpur city population - 29.42 lakhs (2011). It is administratively divided into 6 zones and 110 wards. As per Master Plan report, Kanpur city is divided into four sewerage districts from I to IV. In District-I, about 70% area is sewered and remaining 30% is unsewered. Area is 33.20 km2 and has 34 wards. In unsewered area, local residents have own arrangement with septic tanks and the effluent is discharged into nearby drains/nala which finally discharged into river Ganga. District-I have 25 wards in old city (inner old area) and 9 wards in northeast area and is situated on right bank of river Ganga which is mainly residential area & famous for commercial centre and reputed institutes. Most of the existing sewers are RCC Pipes. Large sized sewers are of Brick Masonry egg shaped sewer. Sewage from 11 wards is proposed to be connected to trunk sewers located along the Mall Road (Parade-Bada chauraha-Phool Bagh road) and leading to Jajmau STP. Old trunk sewer (1000 mm dia) and another new trunk sewer (1000mm1200mm-1400mm dia) along Mall Road. Due to already defined invert levels of existing trunk sewers, the efforts made for connecting sewers of 11 wards by gravity to existing trunk sewers. Sewer network was optimized using software with minimum pumping station and avoiding deep excavation. Hydraulic design of sewers is done using SewerCAD software. CONSULTING ENGINEERS LIMITED PROJECT DETAILS Sewage Pumping Station has been proposed near Chacha Nehru Hospital to avoid the deep sewer excavations in downstream area. There is a local depression in Patkapur area, where ground levels are in the range of 119.75 to 122.00m compared to surrounding ground levels of 124.00m. Lift Station is proposed to pump sewage to nearby outfall. For utilisation of existing sewers in project area, extensive survey and data collection was carried out in the field to assess the condition of sewers. Interacted with ULBs for required information such as sewer collapse, choking, overflow, etc. and verified existing alignment at site and its connectivity. CONSULTING ENGINEERS LIMITED SURVEY OF EXISTING SEWERS Physical survey was done for obtaining details of existing sewers. The sewer condition (including manholes) were observed physically by opening manholes. CONSULTING ENGINEERS LIMITED PROJECT HIGHLIGHTS Existing sewers which were in good condition and laid within past 15-20 years, are utilized in overall planning and designing for next 30 years horizon. Silted sewers which are in good condition are proposed to be used after desilting. Heavily silted sewers are being discarded. Sewers of 400mm dia. and above sizes are proposed for internal lining by rehabilitation techniques. Egg-shaped brick sewers are proposed to be rehabilitated with GRP segment pipes. For this, the Contractor will require to carry out CCTV survey, submit the assessment report and provide GRP segment lining for identified stretches. Similarly, for circular sewers the Contractor will require to carry out CCTV Survey, submit the assessment report and provide polyurea coating for identified stretches. Wherever, existing sewers are to be replaced by new sewers, the existing system will continue to operate by sequential construction program and temporary pumping so as to minimize the inconvenience to users. Prepared financial models for service provider in Allahabad and Kanpur for sub project area and also a Framework for Financial Modeling which can be applied in later stages of the project. Project Economic analysis which included computation of Internal Rate of Return and economic benefits by establishing baseline terms of the amount of pollution in the river and characteristics of the effluents. CONSULTING ENGINEERS LIMITED PROJECT BENEFITS With proposed sewerage system, Prevention of Pollution of River Ganga. Public inconvenience and traffic interruption will be minimized. Resource conservation by reducing the requirement for procurement of new pipes. Construction time will be reduced by around 6 months by avoiding major pipe trench excavation & laying work and procurement of new pipes. Better environment and hygienic condition. Uplift the social standards of residents and human dignity. Avoiding the chances of damage to foundation of nearby structure.
