Lomonosov and the National School of Administration of France (ENA) aimed at training middle and senior managers for the Russian state bodies, state corporations, public-private and large businesses. The Graduate School of Public Administration is a member of the International Association of Schools and Institutes of Administration (IASIA) and the European Group of Public Administration (EGPA).
