It is not the Council's intention to use the Buy Sunderland First system to supplement the Framework. It is envisaged that the framework will have a sufficiently wide scope to meet the Council's long-term requirements and support a competitive market. The Council may have to resort to use of the Buy Sunderland First system in the event that there is insufficient capacity or expertise from the Framework to meet the Council's requirements. 2) Filing out of the PQQs - what assistance will you give regarding the correct administrative ‘terms’ or in filling out the various PQQ sections? Whilst Council officers cannot fill out the Pre Qualification Questionnaires on behalf of bidders, advice is offered from the Council's assigned Corporate Procurement officer if any PQQ questions appear unclear to you or you are have any difficulties understanding the information which has been requested. 3) Do we apply as a collective or as the several individual companies? Bidders must determine which arrangement is best suited to fulfilling the Council's requirements based upon their specific organisational structure. As such, bidders may choose to apply for Lots as individual organisations or as a consortium of companies. 7 Questions Questions Sunderland City Council : Supplier Event 4) Would your process of evaluation take into account knowledge, reliability and the history of your suppliers? In accordance with procurement principles the Council must approach the contracting opportunity in a fair, transparent and non-discriminatory way. It would be seen as unfair to allocate higher scores to organisations who had previously worked with the Council over suppliers who hadn't. Nevertheless, a bidder's previous history in terms of fulfilling contract of a similar nature is taken into account at pre qualification stage. . 7 Questions
