Some reflections from the policy point of view - Results of the evaluation on urban development Workshop on Evaluation 25 April 2013, Budapest Content 1. 2007-2013 – Manual on Urban Renewal, Integrated Urban Development Strategy (IUDS) 2. Policy framework, new legislations 3. 2014-2020 – Revision of Integrated Settlement (Urban) Development Strategy, preparation of Integrated Territorial Investments (ITI) 2 Manual on Urban Renewal • Where it began: Proposal of the EU, requirement for social urban regeneration interventions within the ROPs 2007-2013 • Methodological support for cities, a guide for applying successfully for the calls in October 2007 • Supplement the detailed guides for applications (ROP) • Valuable information in a unified framework, valid nationwide • Originally necessary only for cities of county rank and for larger cities with complex structure in case they apply for the Structural Funds 3 Manual on Urban Renewal Manual includes: 1.integrated urban development strategy (chapters: analysis, strategy and implementation tools; 2. action area plan; 3. guidelines to for setting up an urban development company (agency) 4 Integrated Urban Development Strategy (IUDS) • Objective: integrated approach • Medium term (7-8 years), strategic document, oriented to implementation • Necessary to be revised in every 2-3 years • Discussed and approved by a resolution of the elected General Assembly of the municipalities for ensuring legitimacy • Reluctancy at the beginning, but finally two third of the Hungarian cities prepared it! - Manual on Urban Renewal was revised in 2009 - Modification of the Law on the Built Environment in 2009 → the preparation of IUDS became a legal requirement for every city 5 Policy framework, new legislations Includes: • Modification of the Act on Local Governments in 2011 • National Development Concept and National Concept for Territorial Development 2014-2030 – their revision are under preparation • New government regulation, 314/2012 (XI.8) on settlement development concept, integrated settlement development strategy and means of spatial planning defines in detail the content of such documents and the process of their preparation based on partnership 6 Sustainable urban development 2014-2020 Revision of IUDSs, preparation of ITIs • Revision of IUDSs is necessary taking into account development trends, the EU 2020 strategy and the new logical framework of cohesion policy • COM proposal: ITI - great expectations in Hungary For cities of county rank: • National level provides assistance: call for proposal for ensuring financing, methodological guidelines, individual mentoring 7 Revision of IUDSs, preparation of urban ITIs • ROP 2007-2013 urban development priority supports the planning process and is complemented with TA allocation for mentoring • Cities of county rank can apply, 40 million HUF for a city (130 thousand €), planning should be extended to functional urban areas (1181/2013 Gvt. decree) • Overall objective is to renew the IUDS in the light of cohesion policy and prepare, if the strategy justifies, ITIs in harmony with the thematic objectives and investment priorities • Draft methodological guidelines are ready 8 Some reflections ITI based on revised IUDS can: • Harmonize national and local level development objectives • Negotiate better projects with sectoral ministries • Provide synergies between the urban core and the surroundig settlements • Ensure calculable financing • Decrease administrative burden • Build on local human and institutional implementing capacities • Result sustainable and integrated projects 9 Thank you for your attention!
