RTLB Performance Management Guidelines 2013 Te Ha o Te Manawa PERFORMANCE MANAGEMENT PROCESS • The Performance Management Process for Cluster 20 is centred around a robust cycle of self and peer-review and appraisal to ensure that the process is based on best practice and leads to individual RTLB goals and Cluster/Ministry targets being met. It is also designed to satisfy the Registered Teachers’ Criteria, New Zealand Council 2009 and provide evidence of attestation. Te Ha o Te Manawa APPRAISAL CONNECTOR • RTLB in Cluster 20 uses the Appraisal Connector Tool to provide rich data on where each RTLB’s strengths and areas for development lie. This data provides the basis for developing a dialogue learning community. Feedback from personnel RTLB work with (teachers, parents, principals, MOESES) is required and is an important part of the data that informs performance management. Te Ha o Te Manawa MINISTRY TARGETS AND APPRAISAL • Appraisal of RTLB is a summative process which meets legislated requirements and which may help determine professional development needs for the individual and cluster. • All RTLB must demonstrate knowledge of the Ministry Targets and set professional goals for these targets, as well as setting individual goals relating to need. Te Ha o Te Manawa ATTESTATION • RTLB Management is responsible for the completion of attestation for salary purposes. All RTLB are responsible for storing appropriate electronic evidence for attestation. This will be completed within Appraisal Connector. Te Ha o Te Manawa APPRAISAL • The Cluster Manager and Employing Principal have responsibility for appraisal. • Practice Leaders will assist with RTLB appraisal and attestation. • Practice Leaders are happy to provide one-on-one training and support using the Appraisal Connector as required. Te Ha o Te Manawa APPRAISAL AND PROFESSIONAL LEARNING • Learning is about teacher inquiry and reflection. It is about creating a system that allows us to connect professionally for the purpose of challenging each other’s basic assumptions, to explore previously unseen opportunities for growth and to tap into the richness of what resides in the heads of colleagues as tacit knowledge. This kind of professional learning is what our Performance Management system is based on. Te Ha o Te Manawa SELF REFLECTION JOURNAL • All RTLB to attend the Interlead training session for Appraisal Connector. • Regularly add reflective comments relating to RTLB work onto the Reflective Journal function within Appraisal Connector. This area provides space for personal goal setting with reflection as well as reflecting against RTLB Criteria. You may choose to share your reflective journal with a Trusted Colleague and your Trusted Colleague may comment in your journal though this is not compulsory. • RTLB are also encouraged to record professional development in their journal. This could be placed against a goal or attached to ‘My files’. Te Ha o Te Manawa RTLB CRITERIA WITHIN THE APPRAISER CONNECTOR • Appraiser Connector uses 40 questions to help reflect on RTLB areas of work . • Individual RTLB are required to self assess using the 4 level rubric provided. • A comment box is located at the end of each set of questions. • Trusted Colleagues need to appraise by completing selected RTLB criteria questions and providing comment where it will assist their appraisee to understand the response. Te Ha o Te Manawa TRUSTED COLLEAGUE (TC) • RTLB to choose a TC, one or more, to appraise them on the criteria the appraisee have indicated. • The value of the opinion is the determiner of the RTLB chosen to be their TC. • The TC/s must comment against the sets of questions within the Appraisal Connector that have been selected by the appraisee by the due date. • Practice Leaders will require RTLB to inform them of who their TC will be for each appraisal round. PL will then enter the appraiser into the Appraisal Connector so that the TC can access the Appraisal rubric and comment box of the appraisee. Te Ha o Te Manawa GUIDELINES FOR TRUSTED COLLEAGUE MEETINGS • Meet at least twice a term. • Set agenda. • Discuss each RTLB’s needs and goals. • Note ideas/thoughts for future discussion. • Discussions to include the sharing of documentation of casework relating to the practice sequence. Te Ha o Te Manawa GUIDELINES FOR CONTINUED • Comment against established sets of questions within the Appraisal Connector for your partner. • Both RTLB to keep a record of times, dates and conversations held in hardcopy or within the Appraisal Connector Programme journal (set against a goal). Te Ha o Te Manawa SELF AND PEER REFLECTION TIMELINE Regular self reflective comments to be made by due dates. RTLB to appraise themselves against the RTLB Criteria by due dates. RTLB to comment against the selected criteria on their Trusted Colleague’s site by due date.
