SUPPORTING PRIVATE / DISTANT STUDENTS GENERAL Large numbers of students appear annually in graduate and postgraduate examinations with University of Peshawar. Most of the students do not qualify the examinations. The situation needs to be remedied. REASONS FOR POOR SUCCESS RATIO • Candidates usually fail for poor command over English language, since medium for most disciplines is English. • Private candidates have former record of also appearing in previous examination as private candidates. • Private candidates are often elder in age, working on jobs, are from under developed areas and come from poor families. • Little help is provided to them in form of coaching in the discipline, the examination system or how to attempt the examination. • The private students get registered very late in an academic year for the examination. This practice does not help their readiness for the examination. • Quite a few candidates try to attempt examinations in parts, hence do not prepare for the full examination which lowers the success ratio. • When making any policy regarding private examinees the policy of converting to a four-year integrated bachelor program should be kept in mind. • The above will entail either doing away with private system of examinations or an alternative system is developed for the external students which include the good points of both. PRESENT SITAUTION • The facility of appearing as private candidates, where no practical work is involved is available for all Boards and Universities examinations since long. • HEC has advised all general universities may also function as open universities. • The existing system of examination does not encourage learning (not only in case of private students. PROPOSAL • The opportunity of attempting Board and University examinations as private candidates may be continued. However an additional facility as external / distant students may be allowed to those willing to accept. • The external / distant students maybe provided the following facilities: • Full information about the syllabi and examination system to be provided. • They should be required to get registered at the same time as regular students at the start of a session. • On-campus coaching / training workshops should be arranged a few times during the session. • In addition to on-campus coaching the external / distant students to be provided instructions and assignments by post. • Considering the present condition use of electronic & Internet is not recommended. FINANCE AND ADMINISTRATION • Faculty working for external / distant students will be required. They may be obtained from the existing faculty or by hiring the former faculty members. • External / distant students to be charged extra for the additional help they receive. • Faculty working for these students should be paid out from the charges received from students. • The University shall also be compensated for use of infrastructure, utilities etc. from the same source of income. • Boards of studies of respective disciplines would prepare material for imparting instructions to external / distant students. For this they may seek help from AIOU. • Each teaching discipline to prepare a calendar of events for an academic session and issue out for information of all. ACTION • A few teaching dept to volunteer for adopting the revised system of helping M.A. private candidates. • The depts. will reform their syllabi for adaptation according to the system. • Students opting for the new system should get registered at the start of session. • Details of the system should be notified for information of all. • Subjects involving practical work can also be considered.
