Acquisition Objectives
GBPS Objectives:
• Ensure efficient post award contract
administration
• Provide a base contract period with
adequate time to recompete, if required
• Create a contract framework that
facilitates flexibility
• Achieve a three month standard for source

Contracts with 5 Year Period of Performance

Focus on agility, flexibility and responsiveness

Maximize Full and Open Competition and Small Business
opportunities.

Accommodate all funding types (RDT&E, Proc and O&M)

Tailor task order/contract types and resourcing at the task order
level.

Tailor and implement incentives at the basic contract and task
order levels

Address classified requirements at task order level. Require
Primes to hold Top Secret Facility Clearances.

Tailor Organizational Conflict of Interest (OCI) Clause, including
Section H Clause, to maximize competition opportunities.
Require Primes to either bid on all Task Orders or request a PCO
waiver.
