The changing environment of a large
manufacturing site
Life has changed considerably within Industrial manufacturing sites:• Move from single ownership to multi occupancy
• Multi national owners bringing differing approaches
• Increased levels of transient workforce
• Less direct resources protecting and managing our businesses
• Economic climate fostering increased risk taking
• Reluctance to invest in non profit generating capital
Managing security and governance processes under this changing
environment is never easy

What distracts us from our core jobs?
DISRUPTION
Do we prepare or practice for it?
Because its not ‘rocket science’ and it will
happen to someone near you

What impact does this potentially have
• The time involved to manage the significant levels of impact and
disruption to the business is absorbed by governance and security
issues:
o
o
o

What do we prepare and practice for?
Cable theft
• Pair die in 'copper cable theft'
Two men have died during a suspected burglary at a factory on a Black Country industrial estate.
Police said the men from Dudley may have been electrocuted by live copper cabling .
They said an activated fire suppression system, which released carbon dioxide, may also have caused their deaths.
• An 18-year-old from County Durham was found on fire after trying to steal live electrical cable
carrying 11,000 volts, police said.
The teenager, from Darlington, suffered extensive burns to his arms and head during the incident.
He was taken to Newcastle's Royal Victoria Infirmary where his condition is described as serious.
A 19-year-old man was arrested and bailed after the incident on Saturday.
SAFETY – of both the responder and the intruder. The responder may be a member of your staff
who happens upon the intruder whilst carrying out routine work
•
• SECURITY – is your member of staff ,as a responder, safely equipped to manage and react to the
situation
• PREPAREDNESS – train the responder and protect assets
How long would an HSE investigation take if someone was seriously injured or killed
on your site?

What do we prepare and practice for?
The ‘inside job’
Significant disruption caused by a ‘cash for scrap’ incident that was well organised utilising internal
staff, contractors and local scrap yards
• Disruption involved
o Internal investigations
o Police investigations
o Group internal audits
o Contractor management
o Writing of new policies and procedures
Having a healthy ‘whistle blowing policy’ – are you capable of managing the implications
What are your control measure like?
Have you reviewed them as part of your organisational change?
Don’t ever be surprised who may be involved and how well planned it may be.

What do we prepare and practice for?
What can we do about it?
• Take some time out to consider your changing environment
Within the site/business
External economy
• Consider the disruption element of security not just the material value
• Be in a position where you can demonstrate a process that has
considered these factors and are developing mitigating strategies
Policies clearly stating company security strategy
Trained, licensed staff
• Test these mitigation measures effectively in the field
Assessment, planning and testing processes
Audit and review
• Work closely with the Police, CTSA’s and your neighbours
Review of information gathering
• Intelligence/Information is very powerful
