MS Principal Evaluation System (MPES): The Formative Conference August 2014 1 Webinar Objectives • • • • MPES Process Overview Purpose of the Formative Conference The Formative Conference Form Documenting the Formative Conference in the Educator Licensure Management System (ELMS) 2 MPES Overview 3 Overview of the MPES Goal of the MPES: To achieve a higher level of academic success for every student through improving school leadership using a research-based instrument to evaluate principal effectiveness MPES: • Includes 5 conferences between the supervisor and school administrator (combined into 3 occasions, if districts prefer) • If combined, MPES has 3 deadlines for submission/completion • Identifies areas of strength and challenge of the school administrator • Requires reflection of each school administrator’s professional practice and the development of professional growth goals MPES Components Organizational Goals (2) 20% Circle Survey 30% *CTE Directors set one goal for Year 1 students and one goal for Year 2 students Mathematics Goal* 25% English Language Arts Goal* 25% 5 MPES Target Dates 6 MPES Process Forms • MPES Overview (Optional) • Goal-Setting Forms for ELA, Math, and Organizational Goals • Circle Survey Conference Form • Summative Assessment Conference Form • Professional Growth Goals Form *Remember, CTE directors use modified forms based on Year 1 and Year 2 student goals drawn from MS-CPAS2 data. 7 Formative Conference Mississippi Principal Evaluation System Formative Conference Form Administrator’s Name School Year’s Start Date and End Date (e.g., 2014 to 2015) Supervisor’s Name to This form is designed to document the required MPES mid-year Formative Conference*. During this mid-year conference, the administrator and supervisor document the administrator’s progress in achieving the language arts, mathematics, and organizational goals identified on the Language Arts, Mathematics, and Organizational Goal Setting Forms. The goals themselves should not be modified during the Formative Conference. *Best practices indicate that formative conferences should be held multiple times during the school year. However, it is only necessary to document the MPES mid-year conference on this form. This documentation will be filed as part of the MPES process. Section I. Documentation Note the major points of discussion related to the administrator’s goals, as well as necessary actions, if any, to help the administrator meet his or her goals. Signatures Once this form is completed, print it and provide original signatures to confirm that the Formative Conference was conducted on the date specified. Administrator’s Signature: __________________________________________________ Supervisor of Record’s Signature: ____________________________________________ Date of Formative Conference: ______________________________________________ Retain this original document in the administrator’s personnel file, and provide a copy to the administrator. • During the Formative Conference, school administrators and their supervisors discuss data indicating the degree of progress made towards achieving the ELA, Math, and Organizational goals. • Discussion points shall be documented as well as any actions that need to be taken (e.g., obtain additional specific resources, targeted professional development). 8 The Formative Conference • Best practices indicate that informal formative conferences should be held multiple times during the school year. However, it is only necessary to document the formal MPES mid-year conference. • MPES goals may not be changed; strategies/pedagogy/operations may need to be changed if adequate progress towards meeting the goals is not being made. • The role of supervisor during the Formative Conference is to assist and support the principal, asst. principal, or CTE director as needed to ensure the best possible chance of achieving MPES goals. 9 Educator Licensure Management System (ELMS) 10 ELMS: School Administrator’s Responsibilities • In ELMS, the school administrator is responsible for: Entering Goal-Setting Form data for ELA, Math, and Organizational goals by August 31st Verifying the date (and that the conference was held) for the following: Professional Growth Goals Conference (by August 31st) Formative Conference (by January 31st) Circle Survey Conference (by April 30th) 11 ELMS 12 Questions?
