Objective ATC 12 ESSIP Plan 2014 Luca DELL’ORTO DSS/EIPR 19.09.2014 Comprehensive Explanation (1/2) Implementation of Medium Term Conflict Detection (MTCD) and MONitoring Aids (MONA) functionalities. MTCD is an ATC tool which checks the system trajectories (Flight plan enhanced with surveillance data) and identifies the potential conflict. This function requires an appropriate presentation of detected conflict to the planning/tactical controller. MONA is a conformance monitoring functionality including lateral, longitudinal and vertical conformance as well as progress monitoring. Some functions, like longitudinal and lateral conformance plus progress monitoring, are widely implemented in ECAC area. Additional flight conformance monitoring functions as: vertical conformance, CFL conformance, potential co-ordination failure, SSR code conformance, potential level bust are implemented by a limited number of ATM systems. Automatic reminders (i.e. those that include controller reminders for next sector transfer, co-ordination reminders and maneuvering clearance) are not widely implemented. ESSIP Plan 2014 / Objective ATC12 2 Comprehensive Explanation (2/2) Scope: ECAC Applicability Area: in en-route airspace of AL / AM / AT / AZ / BA / BE / BG / CH / CY / CZ / DE / DK / EE / ES / FI / FR / GE / GR / HR / HU / IE / IT / LT / LU / LV / MAS / MD / ME / MK / MT / NL / NO / PL / PT / RO / RS / SE / SI / SK / TR / UA / UK Requirement: Implement and make operational use of ground based automated ATC support tool for conflict detection and conformance monitoring.
