Personal Care and Community Based Support Framework Agreement Proposal for Call Off Procedure 15th July 2011 www.devon.gov.uk/framework-agreements Overview • Timescale for Proposal • What’s not included • Urban/Rural pricing • Call off for each lot • Selection of Providers • Refusal of Business Timescales • Proposal sent to all providers 14th July 2011 • PEN Joint Commissioning & Procurement Focus Group meeting 15th July 2011 • All comments to be received by Wednesday 20th July 2011 – framework@devon.gov.uk • ITT launched week ending 22nd July 2011 • ITT close date 23rd November 2011 What’s not included? • • • • • • • • Highly specialised services Homelessness Sheltered Housing/Warden Services Buildings Based Day Opportunities Social Inclusion and Recovery services SWAPS or other accommodation-based provision Meals Community Alarms, Home Improvement Agency, Telecare etc • Contracts currently covering advocacy, mentoring Urban & Rural Areas • Urban defined as (by postcode area): – Within a 3 mile radius of the centre of each “Devon town” in zones 1, 2, 3, 5, 6, 7 & 8 – Within a 5 mile radius of the centre of Exeter in zone 4 – There are 29 “Devon towns” – see www.devon.gov.uk/devontownprofiles.htm Zone 2 – North 2 Zone 4 - Exeter Call Off Proposal • ‘Business as usual’: – Standard packages up to £500 – (£300 for DPT MH) – Personal (packages over £500) brokerage functions • Standard Call off means approaching providers on the framework by price only • Competed Call off means approaching the framework providers via a mini competition (for an individual package or volume) and will normally involve an evaluation of quality price split • There is no expectation for providers to deliver in zones for which they have not received an award of business Lot 1 – CBS Unregulated • In the region of 70%* of community based support services will be called off through mini competition, including volume services. • It is anticipated there will be in the region of 10 providers per zone for this lot. • The call off will apply to the zone in which an individual lives, however in some circumstances the authority maintains the right to call off across all zones for example where an individual does not have a connection to a particular location. *indicative figure Lot 2 – CBS Regulated • In the region of 90%* of community based support services will be called off through mini competition, including volume services. • It is anticipated there will be in the region of 10 providers per zone for this lot. • The call off will apply to the zone in which an individual lives, however in some circumstances the authority maintains the right to call off across all zones for example where an individual does not have a connection to a particular location. *indicative figures Lot 3 – Personal Care • In the region of 90%* of personal care will be called off by price through the standard brokerage process. • It is anticipated there will be up to 5 providers per zone for this lot. • The call off will apply to the zone in which an individual lives, however in some circumstances the authority maintains the right to call off across all zones for example where an individual does not have a connection to a particular location. Selection of Providers • An individual is given the choice of Lead/Sole providers within the scope of their estimated personal budget • Where choice is not exercised the Authority will default to the most economically advantageous provider (MEAP) where mini competition applies, or the best priced provider where standard call off applies Refusal of Business Standard Call Off • Where choice is not exercised, the best priced provider will be offered the contract – where they are unable to supply the service the next best priced will be offered the business and so on until all providers have been approached in the relevant lot/zone. • If no provider has accepted the call off the process will revert back to the original MEAP, who will be required to accept the call off. • Where a service provider does not accept a call off second time around this will be formally recorded as a refusal of business. Competed Call Off • Providers on the framework will be invited to participate in competed call offs. Where a provider is unable to participate they must inform the Authority of the reason • The successful provider will be offered the contract, but if the provider then fails to accept this contract a refusal of business will be formally recorded at this stage • Where a provider consistently refuses to participate in a competed call offs the Authority will review its arrangements with the provider Next Steps Please email comments to framework@devon.gov.uk by 12 noon Wednesday 20th July
