Upcoming changes to HOME IDIS Functionality
IDIS System Improvements
• Auto-cancellation – completed.
– HOME FACTS v.3, n.1 (June 2010).
– HUD Initiated Activity Cancellation Report.
– 2,946 activities cancelled ($534 million.)
• Program income and other financial
enhancements.
– Includes new “PA” fund type.
– Implemented April 2012.

Open > 4 years
• Flag open activities 180 days, 90 days, 60
days, and 30 days prior to the 4-year
deadline.
• After 4 years, activity is terminated
before completion and, absent an
extension or a waiver, HOME funds must
be repaid.
• These activities will be blocked in IDIS.
• Implemented after HOME Proposed Rule
is Final.

Infrequent Disbursements
• Flag activities w/disbursements > $1, but
none in past 12 months.
• Reason must be entered prior to allowing
the user to set up or commit funds to
additional HOME activities.
• Require update every 180 days until the
activity is completed.
• Implemented April 2012.

Final Draw > 120 Days
• Flag activities that have been in final
draw for 90 days.
• If the activity is not completed or taken
out of final draw after 120 days in final
draw, the PJ’s ability to set up HOME
activities will be suspended.
• Implemented April 2012.

Open Activities Report
• The IDIS PR48 Open Activities Report will
identify those three categories of
activities listed above.
– Initial funding date over four years old with
a status of “open”.
– > $0 disbursed but no disbursements in
over 1 year.
– Final draw for more than 90 days and / or
120 days.

Home Deadline Compliance
• HOME Deadline Compliance Status
Report will be implemented in
Microstrategy as an IDIS report.
• HUD will continue to post this report to
the HOME Reports website monthly.

Completion Date Edit
• Completion date defaults to current date the
first time the activity status is changed to
“completed”.
• Completion date defaults to “initial
completion date” if the activity is re-opened
and completed again.
• System will not allow the user to enter a
completion date prior to the initial
completion date.
• Implemented April 2012.

Underwriting Certification
• User must certify that an underwriting
review has been conducted prior to
committing funds to a HOME
construction activity in the system.
• The certification will appear each time
funds are committed to the HOME
activity in Activity Funding.
• Implemented April 2012.

CHDO Capacity Certification
• The system will require a user certify that
a CHDO has demonstrated development
experience prior to receiving an award of
CHDO set aside funds in the system.
• The certification will appear each time CR
funds are subgranted to a CHDO eligible
organization in IDIS.
• Implemented April 2012.
