JEEViKA : At a Glance

Initiated as a poverty alleviation program in 2007 jointly by GoB and the
World Bank.


Designated as SRLM (State Rural Livelihoods Mission) to roll out NRLM in 2011.
Objective- Social & Economic Empowerment of the Rural Poor through:
a. Creating self managed community institutions of poorest of the poor
and poor households.
b. Enhancing income through sustainable livelihoods.
c. Increasing access to social protection including food security through a
greater voice.

Mandate is to mobilize 1.5 crore Rural HHs into 10 lakh SHGs,65000 Village
Organizations (VOs) and 1600 Cluster level federations (CLFs).

JEEViKA : Time line of Scale

Pilot initiated in 22 villages across 5 blocks in September 2006.

The Project launched in Oct, 2007 in 18 blocks across 6 districts.

In Oct, 2009 expanded to 22 more blocks in the same districts and one block
each in Supaul and Madhepura. Commenced operation in 11 more blocks of 3
districts in Kosi area under Bihar Kosi Flood Recovery Project in Dec, 2010.

From 55 blocks of 9 Districts expanded to 167 blocks across 21 Districts in
2012-13.

JEEViKA has upscale its intervention 534 blocks across 38 Districts in Feb,14.

JEEVIKA : SYSTEM OF ROOT INTENSIFICATION (SRI)





Implementation of SRI through Community Institutions, which own and manage the program.
Scaling-up with Village Resource Person(VRPs) which has helped build technical capacity in
the village.
Farm Field Schools have played a major role in transferring peer learning’s as well as
experimentation of the technology.
Partnership with Technical Service Agencies.
Started with Paddy & Wheat and extended to 19 crops (including oilseeds, pulses and
vegetables)

Use of technology in Extension Systems.

SRI now an important part of Agriculture Road Map of GoB.

Job Resource Person: 3 per block for mobilization, Youth data collection, Counseling and Post Placement

Strategy 3 : Infrastructure

Utilization of available public infrastructure for training purpose.

Establish Migration Resource Center at major destinations.
Strategy 4: Tracking of Candidates

Youth Data Bank to link youth with Skill Development Agencies & employers.

Bio metric tracking of candidates: Registration, training, placement and post placement tracking.
Strategy 5: IT Platform &Transparency

Development of a very interactive and robust MIS for managing entire gamut of activities under skills &
placement, like: Rural Youth data base, registration of project implementation Agencies, submission and
sanction of project proposals , monitoring and fund flow etc..
