are increased from 4.0 percent to 4.204 percent

• Sets new time limits on Direct Subsidized Loan eligibility
• Applies to “new borrowers” on/after 7/01/13
• “New borrower” is a borrower with no balance on FFEL

• Subsidized loan eligibility ends when student has received
subsidized loans for 150% of the published length of
educational program
• Under certain conditions, borrower who loses eligiblity for

 UEH Flag value is ‘3’: The institution must review the
student’s records to determine if academic credit was
earned at each of the institutions during the award(s)
when the student received Pell Grant funds for
enrollment at that institution. Academic credit is
considered to have been earned if the academic records
show that the student completed any credit hours or
clock hours during the award year.
