33rd APEC Transportation Working Group Tokyo, Japan October 10-14 2010 Update On the 21st ICAO Aviation Security Panel Meeting (22-26 Mar 2010) Presenter’s Name: Mr. Sherman Koh Economy: Singapore 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010 Background • The 21st ICAO Aviation Security Panel Meeting was held in ICAO Headquarters from 22-26 March 2010. • The meeting was opened by the ICAO Secretary-General, Mr Raymond Benjamin, in the presence of ICAO President Roberto Kobeh. • The Panel members elected Mr Alexandre Crozat (France) as the Chairman of the Panel, and Mr Bernard Lim (Singapore) as the Vice-Chairman, for the second year running. JAPAN 2010 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010 Meeting Details The meeting covered key issues which include the following : • Amendment 12 to Annex 17 - Issues discussed included: – 100% screening of persons other than passengers – Enhancing air cargo security using a supply chain security approach – Enhancing air traffic management security – Strengthening of cyber security • Introduction of limited level of transparency for 2nd cycle of USAP ICAO Universal Security Audit Programme (USAP) – Definition and mechanism to deal with significant security concerns in a timely manner and the security risk indicators associated with the approved procedure – Beyond 2013, the ICAO Secretariat is considering the feasibility of adopting a continuous monitoring approach, similar to that approved for use in the USOAP. JAPAN 2010 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010 Meeting Details The meeting covered the following key issues: • Other AVSEC Developments – The NW253 Incident highlighted the limitations of aviation security currently and the need to strengthen the ICAO AVSEC Programme: Explore use of tools such as MRTD, API and PNR data schemes. – Capacity Building Support for regional approach to enhance aviation security CASP–AP under the auspices of ICAO in the Asia Pacific area The ICAO AVSEC POC Network to be used for critical information sharing. JAPAN 2010 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010 Meeting Details The meeting covered the following key issues: • Other AVSEC Developments – LAGs Restrictions The Panel agreed that it would be desirable to replace the current restrictions on LAGs with a security regime that allows the carriage of LAGs by bona fide passengers Through technology for screening of liquid explosives Transition to new screening processes for LAGs should have minimal impact to the passenger travelling experience.
