PROCUREMENT OF HIGH PRESSURE WATER WASHING PLANT
Reference:
The Commander of the Navy’s letter No. NHQ/SSOLPCA/FO/CAP1/2022/0097 dated
01 Aug 22.
1.
In pursuant to the instructions given in above quoted reference, Technical Evaluation
Committee evaluated the offer received only from M/S Thudawe Trading Company (Pvt) Ltd.
Observations
2.
The requirement has been initiated to procure a High Pressure Water Washing Plant under
infrastructure development plan related to acquisition of floating dock for SLN Dockyard.
3.
Competitive quotations were invited and only local agent of Karcher products, M/S Thudawe
Trading Company (Pvt) Ltd has responded positively
4.
M/S Thudawe Trading Company (Pvt) Ltd has quoted for a Karcher Branded high pressure
water washing plant at a unit cost of Rs.6,450,000.00 (without VAT and excluding cost for other
accessories) and indicated following terms/conditions in their quotation.

Also, M/S Thudawe Trading Company (Pvt) Ltd has forwarded Bid Bond for 120 days from
the dated of bid opening as per the SLN tender conditions vide F-62 in subject file.

In order to accomplish the SLN requirement, there are 06 Nos of 20 m high pressure hoses
(total 120 m) and 05 Nos of couplings needed. Also, straight pipe cleaning nozzle and rotter type pipe
cleaning nozzle also seems essential. Thus, the accessories’ costs can be separately indicated as
followings.

The total cost for the whole water washing plant requirement (including accessories costs)
would be thereby Rs.8,185,000.00 (without VAT). The bidder quoted price can be accepted
considering the prevailing market prices under present economic situation in the country.

Nevertheless, the bidder quoted water washing plant is operated within the pressure range of
100 – 350 bar whereas SLN requirement is 350 – 400 bar. The working pressure is a mandatory factor
for a high pressure water washer since the operating pressure would be varied with the depreciation of
the plant and that thoroughly effects on its applications. Therefore, existence of considerable (higher)
pressure range of discharge water of water washing plant is necessary. Similarly, the flow rate of the
quoted product also not satisfied the SLN requirement.

Moreover, M/S Thudawe Trading Company (Pvt) Ltd has not forwarded details w.r.t
installation, commissioning and testing of water washing plant despite it has been clearly mentioned in
tender conditions.

Further, procuring of a high pressure water washer is essential in order to enhance the
infrastructure facilities of AOPV/OPV workshops at SLN Dockyard related to acquisition of floating
dock.
Recommendations

Based on above observations, Technical Evaluation Committee recommends to re-call
competitive quotations from possible/reputed high pressure water washing plant suppliers including
following suppliers as per the specifications indicated at F-11 in subject file and then re-direct subject
file for re-evaluation.
