Introduction Teachers play a significant role in teaching and learning process, and they are needed inside and outside the school premises. There are a lot to be considered in the classroom especially the concerns and changing needs of every learner, making their work challenging and somehow stressful. For this reason, teachers face a widening range of demands in ever aspect of their personal and professional life. As the school is the center of reconstructivism, teachers worldwide are challenged on this unprecedented transformation, with their roles, status, and responsibilities gradually in complexity (European Commission, 2000:40). The National Educators Academy of the Philippines partnered with the Department of Education, is dedicated to the continuous pursuit of excellence for teachers at both high school and elementary levels. In alignment with this commitment, the issuance of InService Training Program for Teachers (INSET) was implemented. This professional development program is scheduled for January 24th-26th and 29th-30th, 2024, as outlined in DepEd Order No. 22, series of 2023, titled "Implementing Guidelines on the School Calendar and Activities for the School Year 2023-2024” (DM-OUHROD-20240037 (Paragas B. 2024). The requisite In-service training program for teachers cannot be undervalued and should be taken serious. It is imperative for teacher enhancement and professional development, especially in the impending implementation of MATATAG curriculum. The INSET program represents an ongoing, hands-on activities that enables teachers to enhance their professional knowledge and skills. This continual development is necessary to fostering enhanced educational experiences for learners (Altun T. 2011). Furthermore, the word is continually changing with the influence of technology, teachers are obliged to adopt to the modernization of society and adhere to the changing demands of every learner. Thus, teacher training must be done every year to enhance the quality education of the country and to be at par with the fast paced educational system of other developed countries. Based on the above scenarios, this study sought to asses the level and significance of the implementation of INSET program and the professional development of public elementary teachers and how it affects the teacher on the changes of educational processes. Significantly, the results of this research would help to answer the effect of INSET program to teaching and learning processes.
