Implementation of INSET Program: Its Efficiency to the Professional
Development of Public Elementary Teachers
Introduction
It is imperative for teachers to bleed for learners. To bleed in the sense that
they have to give their heart, time, and effort every day to facilitate learners and
attend seminars, workshops, and meetings to assess themselves to become
equipped to influence the knowledge, skills, and values of learners. The sole
purpose of the school is to mold students to become professional and successful
in the face of society. The validity of this purpose starts in the hearts of teachers
who engage with the development of learners. A classroom is nothing without
teachers. However, there is a lot to be considered in the classroom, especially the
concerns and changing needs of every learner, which make their work challenging
and somehow stressful. For this reason, teachers face a widening range of
demands in every aspect of their personal and professional lives. As the school is
the center of reconstructionism, teachers worldwide are challenged by this
unprecedented transformation, with their roles, status, and responsibilities
gradually becoming more complex.
The implementation of In-Service training by NEAP, partnered with DepEd,
mandates the participation of all teachers nationwide. The requisite in-service
training program for teachers cannot be undervalued and should be taken
seriously. It is crucial for teacher enhancement and professional development,
especially in the impending implementation of the MATATAG curriculum.
The INSET program represents an ongoing, hands-on activity that enables
teachers to enhance their professional knowledge and skills. An in-service program
is an opportunity for teachers to discuss their work with others within their peer
group. The program is also a privilege for one to share among peers whatever can
be imparted as matters of both professional growth and personal development
(Gutierrez, Fely Rose, 2022). Furthermore, the world is continually changing with
the influence of technology, and teachers are obliged to adapt to the modernization
of society and adhere to the changing demands of every learner. Thus, teacher
training must be done every year to enhance the quality of education in the country
and to be on par with the fast-paced educational systems of other developed
countries.
Based on the scenarios, this study sought to assess the level and
significance of the implementation of the INSET program and the professional
development of public elementary teachers and how it impacts the teacher in terms
of changes in educational processes. Significantly, the results of this research
would help to answer the efficiency of the INSET program in teaching and learning
processes. The findings would help to further enrich the INSET program with new
enhancement activities for the high adequacy of teacher competence and school
effectiveness.
Legal Bases
The researchers carried out an in-depth evaluation and inspection of the
legal evidence in support of the study’s facts and relevance.
The National Educators Academy of the Philippines, in partnership with the
Department of Education, supports the on-going and continuous pursuit of
excellence for public teachers in high school and elementary. For this reason, the
issuance of the In-Service Training (INSET) Program for teachers started on
January 24th, 2024, and ended on January 30th, 2024, as stipulated in DepEd
Order No. 22, s. 2023, titled Implementing Guidelines on the School Calendar and
Activities for the School Year 2023-2024 (DM-OUHROD-2024-0037) (Records
Section, 2024).
Therefore, teachers all around the country shall adhere to the guidelines for
the implementation of INSET in pursuance of excellence and enhanced
competence in the professional development of teachers and learners’ right to
quality education.
The Problem
Statement of the Problem
This study aims to determine the relationship between the implementation
of INSET program and professional development of public elementary teachers in
the Municipality of Danao, Bohol, AY. 2023-2024.
Specifically, it seeks to answer to the following questions:
1. What is the demographic profile of the teachers in terms of:
1.1 Age
1.2 Gender
1.3 Highest educational attainment
1.4 Length of teaching service?
2. What is the significance of the Implementation of INSET program in terms of:
2.1 HOTS-PLP
2.2 ILT: Strengthening Learning Conditions for Early Literacy
3. What are the significance of Professional Development to teachers in terms of:
3.1 Teacher training enhancement for technology
3.2 Teaching Pedagogy
3.3 DepEd Policy Implementation in the Classroom
3.4 Trends in Educational Context.
4. Is there a significant relationship between implementation of INSET program
and professional development of public elementary teachers?
5. What recommendation can be drawn from the conclusion?
Null Hypothesis of the Problem
There is no significant relationship between the implementation of INSET
program and professional development of public elementary teachers in the
Municipality of Danao, Bohol, AY. 2023-2024.
