TVET Sector Support Programme Supporting Technical and Vocational Education and Training in Pakistan INTRODUCTION • Energy, agriculture and human capital are some of Pakistan’s potentials, which have not yet been sufficiently used due to lack of required skilled workforce. • Nearly 27% of the youth complete secondary education and a very small percentage acquire employable skills. A major portion of the youth drifts off into the informal sector and learns various vocational skills through the traditional Ustad-Shagird system. • Annually 1.8 million young people enter the job market, but as of 2018 there are only 433,237 places available in the formal TVET through 3,740 institutes across Pakistan. Apart from this mismatch between demand and supply, even quality and relevance of the training delivered is not according to the demands of the job market. • To improve access, quality, equity and relevance of TVET, the Government of Pakistan has embarked upon a comprehensive reform in 2011 with the support of European Union and the governments of Germany and Norway. TEVTA embedded TIMT trainings into their system and linked the promotion of their staff based on TIMT trainings TEVTA Punjab implemented training of teachers (Trade Specific and CBT&A) which previously was implemented through private training partners through financing agreement Female participation/nominations were ensured in all the training of TVET SSP conducted Officials from Trade Testing Board and Punjab Board of Technical Education trained on management of assessment and certification TVET REFORM ACHIEVEMENTS 2017-2021 • 72 National Vocational Qualifications (NVQs) are developed from Level 1-4 • 27 National Vocational Qualifications (NVQs) are developed for Level 5 • A total of 253 institutes across Punjab have offered 55 NVQs from 2017 till 2021. • Upgradation / procurement of 193 labs to run Competency Based Training • Various international donors (DFID, WB, etc.) / public sector organization (PSDA, PTEVTA, PVTC & PSDF) are implementing NVQs. TVET REFORM ACHIEVEMENTS 2017-2022 • • • • • Partnerships signed with Punjab TEVTA and PVTC in which; 225 trainees have completed their classwork and are currently on OJTs that are expected to end on 30th June 2022. Out of 4 lab upgradation planned, 3 have been delivered Procurement for 200 toolkits is in process and will be completed within June 2022. 200 RPL assessments are scheduled in the last week of June 2022.
