MSME CLIENT DIAGNOSTIC FORM
This diagnostic form is to be filled out by the Negosyo Center Business Counsellors to assess the level of the
MSME Client based on the Enterprise Development Track (EDT), Level of Digitalization and other tools to help
evaluate the client/enterprise. There are two (2) major growth paths/trackers that the DTI is currently using to
monitor progress of MSMEs:
(1) Enterprise Development Track (Level 0-5). A framework for mapping the development of MSMEs assisted
by the DTI and a tool to categorize enterprise’s current level of development which will be the basis in
providing the appropriate interventions to help them attain higher growth levels. The DTI has categorized
growth categories under the EDT into five (5) levels. Each level corresponds to the characteristics of the
enterprise at that stage with a set of indicators, typical qualities, and the suggested interventions to help
the enterprise move up to the next rowth level.
(2) Level of Digitalization (Level 0-3). The MSME Level of Digitalization measures/evaluates the current level of
digitalization and digital adoption of the client/enterprise. Knowing the level of digitalization of the
enterprise will assist the DTI to identify the appropriate interventions to provide to the client. In the case of
the client, the assessment hopes to assist the client decide on what assistance/programs to avail or
considerations to take in pursuing his/her company’s digital transformation.

II.
LEVEL OF DIGITALIZATION ASSESSMENT
The MSME Level of Digitalization measures/evaluates the current level of digitalization and digital
adoption of the client/enterprise. Knowing the level of digitalization of the enterprise will assist the DTI to
identify the appropriate interventions to provide to the client. In the case of the client, the assessment
hopes to assist the client decide on what assistance/programs to avail or considerations to take in
pursuing his/her company’s digital transformation.
