PROJECT DESCRIPTION
2.1
Project Rationale
The Pantawid Pamilyang Pilipino Program (4Ps) is a flagship
initiative of the government to combat poverty incidence in the country. It
aims to reduce extreme poverty and hunger, malnutrition of children,
among others, thru human investment capital. Basically, 4Ps provides
assistance, particularly conditional fund transfer (CCT) among the
poorest of the poor.
According to the economic analysis conducted by the Asian
Development Bank, the implementation of 4Ps has brought significant
expected benefits in poverty reduction. However, despite of the rapid
economic growth, poverty remains high which likely needing for new
approaches to address the causes of poverty.
Aside from this, after years of implementation, the 4Ps has also
tainted with some issues and criticisms. In the discussion paper series
conducted by the Philippine Institute for Development Studies entitled
“Pantawid Pamilya Pilipino Program: Boon or Bane?” (2016), it was
discussed that many criticized the grants as dole-out which promote the
culture of mendicancy and dependence. Some say that it would be wasted
on vices such as cigarette, alcohol and even drugs instead for its purpose.
Furthermore, it was suggested that 4Ps CCT program also needs a
workable transition strategy and develops a program that would ensure
their smooth transition to self-sufficiency (Paqueo, 2013).
To address such issue and to have self-sustaining 4Ps beneficiaries
as also response to the Sustainable Livelihood Program (SLP) of the
government, empowering them with an appropriate program is a
paramount priority. One of these is engaging them to become organic
agriculture practitioners to reduce poverty incidence, malnutrition and
become economic independent.
In Brgy. Alcate, according to Municipal Social Welfare
Development Office – Victoria, there are about 96 active 4Ps beneficiaries
whose source of living generally came from saknong and on-call labors.
Thus, to support the 4Ps beneficiaries in their daily expenses and
generate additional income, the 4Ps beneficiaries should be encouraged
to engage in worthwhile endeavor like organic farming. The project will
not only augment the income of the beneficiaries but also provide
sufficient supply to the demand of local market; decrease the inflation
rate in agricultural products; and strengthen the environmental and solid
waste management program implemented by the barangay.
Additionally, to motivate them further and appreciate the organic
farming, a contest for best organic edible backyard gardening will be
incorporated.
By channeling a project thru 4Ps beneficiaries and through the
support of Brgy. Council, it is highly probable that families could learn a
sustainable way of living and could be alleviated from poverty.
2.2
Advantages and benefits to be derived from the project
Organic Edible Backyard Farming is an endeavor for 4Ps
beneficiaries to become independent, self-sustaining, empowered
citizenry of the society. Moreover, it will enable them to produce healthy
foods for themselves and eventually increase income thru selling their
produce. In the LGU’s part, this project will be a big help in their solid
waste management and an innovative beautification program in the
barangay.
3.0
DEFINITION OF OBJECTIVES
3.1
General objective
To empower 4Ps beneficiaries in becoming self-sustaining
and economic independent thru organic edible backyard farming;
thereby, uplift their way of living.
3.2
Specific objectives
a) Engage 40% of the 4Ps household beneficiaries as pilot
beneficiaries in Brgy. Alcate in organic edible backyard
farming;
b) Provide an alternative livelihood that will generate an
additional income and/or savings up to Php2,000.00 per month
per family;
c) Demonstrate different organic fertilizers and concoctions in
cooperation with the implementation of the solid waste
management program of the barangay;
d) Enhance their skills in edible landscaping and financial literacy;
and
e) Establish at least 100 square meter communal demonstration
site showcasing organic edible garden;
f) Establish one (1) edible organic backyard garden in their
respective household areas; and
g) Select three (3) winners of the contest for best organic edible
backyard gardens.
4.0
DEFINITION OF NEEDS
The proponent aims to answer the following needs:
4.1
The need to engage the 4Ps beneficiaries in a worthwhile endeavor
like organic edible backyard farming;
4.2
The need to provide alternative livelihood that would increase
their income/savings.
4.3
The need to capacitate them in preparing organic fertilizers and
concoctions and also in cooperation with solid waste management
program implemented by the barangay.
4.4
The need to enhance their skills in edible landscaping and financial
literacy;
4.5
The need to establish communal garden showcasing organic edible
garden which will serve as demo site for the beneficiaries;
4.6
The need to apply the skills and technologies learned thru the
establishment edible organic backyard garden in their respective
household areas; and
4.7
The need to appreciate the organic farming, be innovative and
motivate them in doing their best to showcase the technologies
learned.
5.0
DESCRIPTION OF BENEFICIARIES
To support the government in combating poverty incidence and
respond to its SLP activities, the project will cater 40% of the total active
4Ps beneficiaries in Brgy. Alcate, Victoria, Oriental Mindoro. (Further
description of beneficiaries is discussed in the Methodology – Selection of
Beneficiaries)
6.0
DESCRIPTION OF PROPONENT
The proponent of this project is a student of Master in Public
Administration (MPA) program of the Mindoro State College of
Agriculture and Technology – School of Graduate Studies. As MPA student
and public employee, the proponent is adhered to conduct viable and
relevant solutions with regard to public issues and concerns, specifically
in addressing the issue of poverty incidence in the province.
7.0
PROJECT CONTENT
7.1
Methodologies
Selection of beneficiaries
Since this project is a backyard gardening, the selection of
beneficiary depends upon the number of household regardless of
its individuality. (For instance, there are two (2) 4Ps beneficiaries
in one household, they only count as one). List of 4Ps beneficiaries
will be based on DSWD database while the identification of
household in the barangay will be the LGU’s part considering the
following criteria as follows:

Physically and mentally fit;
Preferably 65 years old and below;
Willing to participate in the project;
Willing to allot an area of at least 30 sqm. for the project;
and
Committed to sustain the project.
Scheme
A. Before the actual implementation of the project, the selected
4Ps beneficiaries will be oriented on the project and presented
the clauses/agreements stated in the Memorandum of
Agreement (MOA). There will also be pledge of commitment
and signing of MOA. These selected 4Ps will be capacitated in
organic agriculture thru a 5-day intensive training and a 4month Farmer’s Field School (16 weekly sessions). There will
be a cross visit to learning sites/farms that practice organic
edible farming. Cross visit is one of the learning strategies to
interact, get ideas and best practices in organic farming from
the cooperator/organic practitioner.
B. Establishment of communal organic edible garden which will
serve as learning site/techno-demo site is another important
activity under this project with the provision of farm inputs
and tools. Highlight of the project is the establishment of edible
backyard gardens in their respective homes as application of
their learning.
C. The Barangay LGU will draft and adopt resolutions or
ordinance, if necessary to legally support the implementation
of the project. LGU will also form a committee for the ‘Best
Organic Edible Backyard Garden”. However, aside from the
beneficiaries of the project, the LGU may opt to include other
interested citizens of the barangay to join in the contest.

• ATI will be the major funding agency of the project
• Responsible in the training and extension activities such
as procurement of supplies, farm inputs and garden tools,
facilitating the training and providing technical expert in
organic agriculture, particularly in edible landscaping
and record keeping
• Assist the beneficiaries in the establishment of techno
demo site.

monthly meetings

10.0 Sustainability Plan
The sustainability can be guaranteed because of the participation of different
stakeholders especially the community and the LGU. Even after the phasing out
of the project, there will be someone who will sustain and monitor the project.
Moreover, the proceeds of sale of vegetables from the first harvest will be their
next capital rollout. Additionally, the proponent will recommend to LGU to
institutionalize the contest every year as their support to the SLP for the
marginalized sectors as well as maintain the innovative beautification program
and their solid waste and management program.
