Harmee N. Heredia BSA – D1A Answer the following: 1. What is NDRRM? The National Disaster Risk Reduction and Management Council is NDRRMC for short. The agency was formerly known as National Disaster Coordinating Council. It was established on October 19, 1970. NDRRMC is a strategic disaster coordinating council that consists of various non-government, government, private sector, and civil sector organizations. The agency is managed by the Office of Civil Defense which is under the Department of National Defense. NDRRMC focuses on ensuring the safety and wellbeing of the people during a disaster or an emergency. NDRRMC organizes activities in various fields like transportation, rescue, evacuation, communication, warning signals and such. 2. What is the importance of NDRRM in our country? The National Disaster Risk Reduction and Management Council plays a crucial role in our country. They do tasks that are really needed and helpful for everyone especially during difficult times like typhoons, floods, and fire. They are one of the most important agencies in the Philippines for they are responsible for preparing and responding to natural calamities like typhoons and earthquakes. Furthermore, the agency's tasks consist of focusing on good governance, risk assessment, awareness raising, lessening risk factors, and preparedness for effective and efficient response. More importantly, NDRRMC also observes man-induced emergencies, such as armed conflicts and maritime disasters. NDRRMC’s jobs are extensive because it focuses on the safety of the people. Without an agency like NDRRMC, the Philippines will be having difficulties regarding responding to numerous calamities. Without NDRRMC, it will also be hard for the Filipinos during calamities because no one will respond to help them when needed. 3. How to implement the NDRRM in our Barangay, city/municipality, provincial and regional NDRRM? The National Disaster Risk Management Council’s jurisdiction is national which means the agency’s control scope is the whole republic of the Philippines. In implementing the NDRRMC in our barangay, city/municipality, provincial and regional, pre-calamity rehabilitation planning should be conducted by the national, regional, and local DRRM councils first. Risk assessment, baseline details, recovery techniques and sources of financing recovery must be included in the pre-disaster recovery activities. Additionally, during calamities, as soon as PAGASA announces an advisory, the NDRRMC sends everyone a message with the help of telcos. This way, actions by NDRRMC are getting implemented. Calamities issues will then be getting addressed.
