The provincial government and downstream cities should use EPP as a guide to develop additional information for their own Emergency Response Plan (ERP) to directly handle flood issues or broken dam. The EPP will summarize in detail the actions that Suoi Trau dam Manager, i.e Khanh Hoa Irrigation Works Exploitation One-Member Company Limited, will take in an emergency such as giving warnings to downstream authorities; announcing what the Khanh Hoa IMC will do in the dam area to minimize the emergency situation; warning what will happen in downstream of the dam, and how people and assets will be affected by flood; providing flood maps to identify areas flooded; providing a list of people to contact and phone book; the best things that downstream authorities have to do to respond to emergencies such as evacuation, shelter, transportation; and how emergency responders will be notified of any emergency situation involving major floods or potential or imminent dam failure. The EPP is an integrated document that all agencies and authorities can refer to in an emergency. In case of, there is an emergency at the Suoi Trau reservoir, provincial, city, the authorities of provinces, cities, and other stakeholders in the downstream arear should be contacted via the Flow Charts for Emergency Management and deploy as soon as possible. This EPP includes the following information: - The map of the degree of inundation, time the flood flows to downstream areas and the estimated time of flooding; - Things that responders have to do in an emergency. - Mechanism and flow chart of dam safety notice; - Telephone, fax, email contact of agencies and response officials Research Scope EPP of Suoi Trau reservoir focuses on studying the risks that can cause the main dam failure, flood discharge with large flow of Suoi Trau when the basin has heavy rain, etc. The affected area is quite large stretching from Suoi Trau dam, EaKrongrou dam, and Da Ban dam to Nha Phu Bay with a total length of Suoi Trau 1.2km, Cai River 42.4km, and Lop River 19.2km with the purpose of determining the boundary of water level for the mathematical model. In which, the scope of implementation for the evacuation plan is from the downstream of Suoi Trau reservoir in two streams: (1) From the spillway to the Dinh Ninh Hoa river basin with a length of 1.2 km; (2) From the main dam to the river of Dinh Ninh Hoa river with a length of 0.74km including Ninh Xuan commune, Ninh Hoa town. The lake was built in 1976. The catchment area from the upstream to Suoi Trau dam is 58.4 km2 (see Figure 1.1). Hình 1.1: Map of Suoi Trau Resevoir According to the Decision No. 2583 / QD-UBND dated August 8, 2019 of the People's Committee of Khanh Hoa province, approving the construction drawing design and construction estimate for Dam Repair and Safety Improvement (WB8) in Khanh Hoa province; the design characteristics of the Suoi Trau irrigation system are as follows: Construction grade: Class II (According to TCVN - 04-05). Design flood frequency P = 1.0%. Checking floodfrequency P = 0.2%. Guaranteed frequency for agricultural production P = 75%. Basin area F = 58.4 km2. Regulating mode: year Diversion headworks: 1.1.1 Reservoir Normal water level hbt = + 22.5m. Design flood water level htk = + 24.62m. Test flood level hkt = + 25.24m. Dead water level hc = + 15.5m. Total volume W = 9.81 million m3 Useful capacity Whd = 9.31 million m3 Capacity corresponding to dead water level Wc = 0.5million m3. 1.1.2 Main dam Suoi Trau dam is the embankment dam, across Suoi Trau stream. The main dam is 230 m in length, the crest height is +26.3 m and the crest width is 5.00 m. Upstream dam roof: m1 = 3.00 Lower dam roof: m2 = 2.75 Protecting upstream roof of anhydrous stone in reinforced concrete frame. Protect downstream roofs by planting grass and drainage ditches. 1.1.3 Secondary dam Tyle : homogeneous earth dams. The crest height is :+26.3m. The crest width is : 5m. The length : 1771m. Protect downstream roofs by planting grass and drainage ditches. 1.1.4 Broad-Crested Spillways There is a free over-fall spillway (main) and valve spillway (secondary) (see Figure 1.2). The free spillway: + 22.5m & valve spillway: + 19.0m, sub-spillway elevation + 23.5m. Main overflow spillway 2x12m; Gate valve: 3x6m, Secondary overflow: 40m. Hình 1.3: Intake tower of Suoi Trau EPP was introduced to the downstream area of Suoi Trau reservoir from the main dam that is likely to be affected by flooding from Suoi Trau in an emergency due to dam failure or due to extreme floods. 1.2 Structure of Organization and Manager Suoi Trau Reservoir was assigned to operate by Representative Officers of KhanhHoa IMC in Ninh Hoa. Due to the importance of Suoi Trau reservoir, the Representative Office in Ninh Hoa also established a separated Management Board of Suoi Trau Reservoir. Since there is no process to operate the reservoir, the managers often operate based on their experience; leading to high dam safety risks. In the present condition, it is necessary to develop and issue a process for operating Suoi Trau reservoir b) Inspection and Assessment of Dams Every year, the general manager of the dam conducts inspections and reports the current safety status of the dam before the flood season. 1.4 Meteorological and hydrological characteristics of the reservoir basin Temperature: Average annual temperature Ttb = 26.70C; The highest average temperature is June with Ttb,max = 28.80C; The lowest average temperature is January with Ttb,min = 24.00C; Humidity: The annual average humidity in the area is 79%. Large humidity usually falls during the rainy season and small humidity in the dry months. The highest humidity in October, November is over 82.0%. The lowest humidity in June, July and August reaches 77.0%; Wind: The project area is affected by monsoon regime, including two main seasons of the year: winter and summer monsoon. The average monthly wind speed ranges from 1.5m/s to 4.1m/s; The average total annual sunshine time is 2560 hours. In the sunny year, from January to September, especially in March, April and May, the number of sunshine hours is up to 258 265 hours / month. Little sunshine in the months of October to December, in which the least sunny month is December: 140 hours / month. The study area is located in an area with tropical monsoon climate. The total annual rainfall in the study area ranges from 1400 - 1700mm. Rainfall in the rainy season is high, the total rainfall this season accounts for about 65-75% of the total annual rainfall. 1.5. CHAPTER 2 - RESPONSIBILITY IN IMPLEMENT EPP 2.1 Current responsibilities for dam safety management and EPP The identification of responsibilities for EPP-related tasks needs to be done during the development of the plan. Dam management is responsible for the construction, maintenance and implementation of EPP's tasks, which is very important, so that appropriate actions can be taken when an emergency occurs. Emergency management officers at city, district and local levels have the duty and responsibility to notify and evacuate affected areas downstream in an emergency. At present, the safety management of Suoi Trau Lake dam in the case of normal operation of the dam is under the responsibility of Khanh Hoa IMC. However, when emergency conditions occur, the Suoi Trau reservoir ‘s Board of Flood and Storm Control (hereinafter referred to as Suoi Trau’s Flood and Storm Control Board) coordinates the downstream agencies and organizations by implementing ERP to flood-prone areas in rescuing victims and mitigating the impact of floods. Suoi Trau’s Flood and Storm Control Board is responsible for preparing the Annual Planning for Flood and Storm Control and Disaster Mitigation with the approvement of the Khanh Hoa Provincial People's Committee. The plan must specify the activities necessary to reduce potential flood damage in downstream of dams and reservoirs. Suoi Trau’s Flood and Storm Control Board coordinates to implement the Flood and Storm Control Plan in the regions where necessary with the support of central, regional and local agencies. In the Flood and Storm Control Plan, Khanh Hoa IMC and the Suoi Trau’s Flood and Storm Control Board have the main responsibilities in implementing the following contents: - Rehearsal of control, Practice of Safety in each item of Suoi Trau’s headworks - Coordinate activities with the Meteorological and Hydrological Station in the South Central region; - Allocation of dam safety capital and other dam safety planning requirements; - If there is an urgent, mobilizing persons from different sources; supplying vehicles, equipment and construction materials; announcing citizens of the danger; and ready for flooding and evacuation conditions; - Announcing of emergency alarm levels. 2.2 Responsibilities and duties for dam safety management and EPP There are five main tasks and responsibilities assigned to participate in EPP implementation, the tasks and those responsible for these tasks are: - EPP Coordinator - Responsibilities of Chairman of Khanh Hoa Provincial People's Committee; - Dam Manager - Responsibility of the Director of Khanh Hoa IMC, is responsible for ensuring safety of Suoi Trau dam with guidance, support and supervision from Agriculture & Rural Development. - Urgent notice - Responsibility of the Head of Flood and Storm Control Committee - Evacuation action - Responsibility of the Chairman of Ninh Hoa District People's Committee, Ninh Xuan commune, which is affected by the incident of Suoi Trau reservoir dam. - Emergency termination and subsequent actions - Responsibility of the Chairman of Ninh Hoa District People's Committee, Ninh Xuan Commune The roles and tasks for agencies and organizations in dam safety management and EPP are as follows: Provincial-level agencies and units: 1. People's Committee of Khanh Hoa province; 2. The Committee for Disaster Prevention, Search and Rescue of Khanh Hoa province; 3. Communes of Ninh Xuan commune; 2.2.1 Khanh Hoa People's Committee The People's Committee of Khanh Hoa province promulgates and organizes the implementation of legal provisions on safe management of Suoi Trau; regularly conducting inspections the safe of dam; approve the hierarchy of regulations, manage flood and storm preventional plans on dams and downstream dams. The People's Committee of Khanh Hoa Province, represented by the Vice Chairman, is responsible for guiding the implementation of the ERP for tasks under hís management and in coordination with relevant agencies and people in emergency situations. The specific tasks are as follows: - Approving the emergency response plan for Suoi Trau reservoir; - Direct provincial departments, agencies, localities and units to implement the Suoi Trau reservoir emergency response plan. - Direct the concerned units in the province to carry out the remedial work caused by the operation of dam’s release or dam break floods. - Report on the implementation of ERP on Suoi Trau to the Government, the Ministry of Agriculture and Rural Development and the Central Ministries as prescribed. 2.2.2 The Committee for Disaster Prevention, Search and Rescue of Khanh Hoa province - Directly organize and direct the implementation of the Emergency Plan for Suoi Trau reservoir when an emergency occurs. - Organize the dissemination of Suoi Trau reservoir emergency response plan, practice drills of Suoi Trau reservoir emergency response plan together with downstream related units. - The Head of the Committee for Disaster Prevention, Search and Rescue (Chairman of the Provincial People's Committee) is responsible for urging and directing the general management of the works of the Suoi Trau ERP from the time of the second alarm. including checking and rescuing activities on the dam and preparing emergency actions for downstream areas. - The Permanent office of Suoi Trau’s Flood and Storm Control Board, the Head is responsible for closely monitoring the safety situation of Suoi Trau’s dam, determining the emergency alert level from level 2 to level 4, issuing an alarm order according to the mechanism and drawing. The Disaster Prevention, Search and Rescue Board will announce the alert level to the Deputy Director and in the case of Alarm Level 3 -or Level 4 Alarm, he assigns the mobile police team to protect security and prevent damage or violence in the areas of reservoir, dams and headworks or other affected downstream areas which are requested by the Disaster Prevention, Search and Rescue Board. In case of alarm 3 or 4, at the request of Suoi Trau’s PCTT-TKCN, assign armed forces to support the protection of the reservoir area and the headworks. The Deputy commander will assist in the evacuation steps and coordinates with the emergency forces with the Suoi Trau‘s PCTT-TKCN. Moreover, the military will participate in EPP’s drills and practices. Task of Khanh Hoa Military: - The Military of Khanh Hoa makes a specific plan for rescusing Suoi Trau reservoir with sufficient forces and means, and to handle emergencies caused by flood or a dam failure. - Participating in the rescue of Suoi Trau reservoir when emergencies occur under the direction of the Provincial PCTT-TKCN. - Participate in population evacuation under the direction of the Provincial People's Committee; - Participating in the emergency communication work under the direction of the Provincial Steering Committee for Fire Prevention and Fighting. - Participating in coordination with localities and reservoir manager in evacuating people, overcoming consequences after flood. 2.2.10 Khanh Hoa Electricity Joint Stock Company - Setup a plan to supply, coordinate and cut off electricity to ensure safety for the downstream area of Suoi Trau when there is big floods or evacuate people. - Regularly reporting on the status of power sources ,and proposing solutions to handle electrical incidents in the affected areas to the Provincial PCTT-TKCN. - Ensuring electrical safety in case of bad weather, flood ... 2.2.11 Khánh Hòa Radio and television Station (Deputy) Head of radio and television stations of Khanh Hoa province should be a permanent member of Suoi Trau’s PCTT-TKCN. As a key organization in buliding up and implementing the Flood Control Plan for the downstream area of Suoi Trau reservoir, Khanh Hoa IMC is responsible for implementing the following contents: + Operating reservoirs and preparing plans to prevent floods in Suoi Trau: - Managing the operation and maintenance of Suoi Trau reservoir according to current regulations; contract and coordinate with the Meteorological and Hydrometeorology Station in South Central Region to regularly update and information on hydrometeorology, flood and rain situation in the reservoir basin; timely handling situations caused by storms and floods to the reservoir; - Organizing the technical supervision and the managing technical forces (such as irrigation teams) 24/24 hours; ensure lighting system, electricity, flood and spillway operation, main dam in all situations; - Ensuring a smooth communication system during the rainy season; - Ensuring data recording, document storage, proactively reporting and implementing the directions of authorities in a timely, accurate and effective manner; - Regularly coordinate with functional units such as police, army, local assault to auscultate of structure, bed of reservoir and reservoir-side areas to prevent bad man from damaging headworks; - Organize and mobilize forces, vehicles, and on-site supplies to promptly respond to incidents; - Coordinate with the local authorities in the downstream areas to identify and place warning signs at dangerous flood places when there is an incident causing dam failure, or flood; - Coordinate with downstream authoritiees to organize the dissemination of Suoi Trau ‘s ERP, practice of the ERP with local authorities and concerned units in Ninh Xuan commune; - Annually coordinate with local authorities in downstream areas to review, update and supplement the contents no longer to the ERP, send them to the Department of Agriculture and Rural Development for evaluation and submission to the provincial People's Committee for approval. + Implementation of Suoi Trau reservoir emergency response plan: - Arranging working facilities for the Provincial PCTN-TKCN in a convenient location with sufficient conditions to conduct the implementation of the ERP for Suoi Trau Reservoir (when members of the Committee come to direct). - Regularly monitoring the situation of in Suoi Trau reservoir, announcing an alarm level I of emergency. - Checking, detecting and assessing danger levels and classifying emergencies and reporting to the provincial PCTT-TKCN; and advising the Head of the Department to announce urgent orders of level II or higher. Collaborate with local authorities to visit, encourage and support the damaged families, stabilize their lives and rest assured production. - Manage drills and practice the Suoi Trau reservoir emergency response plan together with localities, agencies and organizations downstream. + Directing and administrating subordinate facilities to implement the Suoi Trau reservoir emergency response plan: Direct departments and divisions of Khanh Hoa IMC: - Finance Department: prepare funding to carry out emergency response to Suoi Trau reservoir when directed by the Company Director. - Technical Department: monitors the situation of Suoi Trau reservoir, advises and recommends to the Board’s PCTT -TKCN on the alarm level to report to the Head, technical support Ninh Hoa Representative Office under the direction of the Company Director. - Project Management Department: monitoring the safety status of the headworks of Suoi Trau reservoir, advising and proposing to the PCTT - TKCN department to deal with construction incidents, and technical support for Ninh Hoa Representative Office. Direct Representative Office in Ninh Hoa - Responsible for preparing materials, means and manpower to operate the reservoir in an emergency, and rescue the dam right-after an incident occurs. - Checking the status of dams, monitoring, measuring dams and hydrometeorological factors, collecting monitoring documents and forecasts from the Centre of Hydro Meteorological Forecasting to promptly detect failures, incidents and forecast large flood, then report to the dam manager. - Coordinate with the company to adjust the operation process of reservoir and valves when an emergency occurs. - Maintenance, protection of the facilities at the headworks site and the reservoir, operating the constructions according to the process. - Monitor and supervise the operation of the reservoir and its construction items, analyze and assess the situation, find out emergency situations, advise the company on necessary measures to minimize and minimize them, go to completely overcome the dangers and the consequences. - Update the situation, record and keep information and notify regularly to the Director of the Company and the Steering Committee of PCTT and TKCN of the company. - Coordinate with the downstream areas to carry out the evacuation of the population when directed by the Head of the Steering Committee of PCTT and TKCN Company. - Responsible for protecting construction safety in all situations. Khanh Hoa ICM needs the information and data to enable and timely regulate reservoir overflows in order to control floods during emergencies. The specific tasks are as follows: - Notify the hydro-meteorological conditions before, during and after the flood to the Provincial PCTT-TKCN and notify the Khanh Hoa IMC, local authorities, and relevant agencies . - Provide the Provincial PCTT-TKCN documents on hydro-meteorological measurement and observation documents related to Suoi Trau reservoir and downstream area; - Forecasting rain and flood situation, contributing opinions to reservoir operation in an emergency. 2.2.14. Flood and Storm Control (short in Vietnamese: PCLB) The Head of Flood and Storm Control will be responsible for the general emergency action plans in case of heavy floods or dam failure. The Head will work closely with the Director of KhanhHoa IMC to assess the potential emergency conditions of dams, spillways and reservoirs and will be responsible for assessing and confirming the level of emergency alert has been established and alarms for levels: Alarms level 2 (Get ready); Alert level 3 - (Emergency actions); and Level 4 Alarm - (Dam failure or major flooding and evacuation). For level 1 of alarm - (Detected), the IMC Director can announce this level of alarm without the need of coordination or confirmation from the PCLB. Moreover, the Head of the Flood and Storm Control Committee, after confirming the level of alarm to the Director of the IMC, will announce the evacuation steps for level 2, 3 and 4 alarms to all agencies, organizations and people in the lower regions. 2.2.15. Responsibilities of agencies and units at district and city levels a. Responsibilities of Ninh Hoa District People's Committee The Chairman of Ninh Hoa District People's Committee (or a representative of the city) should be a permanent member of the PCTT-TKCN of Suoi Trau; and responsible for the logistics preparation for the implementation of the Flood and Storm Plan, human resources and necessary equipments in the area to ensure safety for main dams, sub-dams and levees. How he (they) will notify and organize the evacuated people in the downstream when the Committee on Fire Prevention and Control of Suoi Trau Lake announces the order of alert levels Level 2, 3, and 4. In case of At alert level 3 or 4, he (they) will organize and monitor flood rescue and transportation to support the evacuation process. Implementing the Emergency response plan for Suoi Trau reservoir for the area under its management; in coordination with relevant units and neighboring localities to implement the Suoi Trau reservoir emergency response plan; notify and organize the local people evacuated at the order of the Provincial PCTTTKCN. - Direct the police and military forces in Ninh Hoa District to maintain the security and order in the affected area, join the authorities in evacuating people and overcoming damage in localities. - Direct Ninh Xuan Commune People's Committee to be likely affected by popular floods, propagate to people about the danger level when the reservoir discharges or when a dam breaks, the evacuation plan of the commune and village and prepare a plan. evacuate and inventory all households in the commune that are likely to be flooded, prepare plans to organize relocation, accommodation, and activities for people during the evacuation. - Direct the concerned units in the city to carry out the remedial work after the order to announce the end of the state of emergency. - Report on the implementation of the emergency response plan of Suoi Trau reservoir in the locality to the Provincial People's Committee, the Provincial PCTT-TKCN, and the Departments of Industry and Trade as prescribed. b. Responsibilities of the Ninh Hoa’s PCTT-TKCN - Directly organizing and implementing the emergency response plan of Suoi Trau reservoir when an emergency occurs. - Organize the Suoi Trau reservoir emergency response plan, in collaboration with Khanh Hoa IMC to practice the emergency response plan of Suoi Trau reservoir together with local authorities, relevant units. -The Chairman of Ninh Hoa’s PCTT-TKCN is responsible for closely monitoring the safety situation of Suoi Trau Lake dam and the situation of people in the downstream areas. - After the alert of level 2, level 3, level 4 is issued, the Head will announce the steps of evacuation and evacuation for the downstream area of Suoi Trau Lake in the city. Monitoring, urging, supporting and solving problems for all agencies, organizations, authorities and local people according to the advice of the Permanent Office of PCTTTKCN. - After the order of ending an emergency is announced, the Chairman will direct the implementation of the remedial works. - The deputy heads and members of the PCTT-TKCN committee do their tasks in the emergency response plan for Suoi Trau reservoir as prescribed. - The Permanent Office of PCTT-TKCN monitors and reports dam safety situation, evacuation situation of local people in flooded areas to the Head of PCTT-TKCN after the evacuation order is announced; advise the Head the steps to prepare for evacuation for downstream areas when an alert order from level 2 to level 4 is announced; sums up local damage and propose remedial measures, minimizes damage to people and property. Advising the Head of the Committee to make a report to the City People's Committee and the Provincial PCTT -TKCN as prescribed. c. Responsibilities of Ninh Hoa District Police - Collaborate with the board of reservoir managers in protecting Suoi Trau reservoir according to the mobilization of the Khanh Hoa Provincial Police, the Ninh Hoa’s PCTT-TKCN. - Protecting and maintaining the order and security of the downstream area of the reservoir, preventing bad elements from sabotaging, causing disorder and security ... before, during and after a major reservoir or flood discharge reservoir must evacuate people. - Participate in evacuation plan under the direction of Khanh Hoa Police, City People's Committee. - Actively build plans to arrange forces and vehicles, strengthen patrol work to ensure security, order and social safety in the area of Suoi Trau reservoir. Coordinate with military forces, agencies, localities to participate in rescue of construction incidents and rescue and rescue for people in flooded areas under the direction of Khanh Hoa provincial Police, City People's Committee . d. Responsibilities of the Military Command of Ninh Hoa District - The city's Military Commanding makes a specific plan for the rescue of Suoi Trau reservoir project, arranging sufficient forces and means to participate in the rescue to handle emergency situations caused by heavy flooding or dam failure. - Participating in the rescue of Suoi Trau reservoir project under the agreement of the provincial Military Command, the City Committee of PCTT-TKCN. - Participating in the evacuation plan under the direction of the Provincial Military Command and the City People's Committee. - Participating in information and emergency contact under the direction of the City ‘s PCTT-TKCN. - Participating in coordination with local authorities and Board of reservoir managers in overcoming consequences after a major reservoir or flooding incident must evacuate people. e. Responsibilities of Ninh Hoa District General Hospital - Preparing sufficient human resources, equipment, supplies and medicines for the existing medical network in case of emergency. - Based on the evacuation plan and map, the medical stations are expected to be in the evacuation areas, preparing personnel, medical equipment and devices, and medicines for emergency first aid. Preparing a preventive plan to fight epidemics before, during and after the state of emergency. - Organize sanitation to clean the environment and water sources after an emergency situation occurs. - Regularly reporting the implementation of the rescue work in the flooded areas to the City; PCTT-TKCN monitoring and directing. f. Responsibilities of Ninh Xuan Commune People's Committee - Directing villages, hamlets in the commune to implement of an emergency response plan for Suoi Trau reservoir. Implementing the emergency response plan for Ninh Xuan commune, and coordinating with related units and neighboring localities to implement the emergency response plan of Suoi Trau reservoir. Informing and organizing to evacuate local people by order of the PCTT-TKCN committee. - Directing the commune police to coordinate with the city polices and provincial polices in maintaining the security in the affected area, joining with the authorities in evacuating people and overcoming damage. - Directing the heads of villages and hamlets popularizing danger levels when floods or failure of dams to people of communes and villages. Preparing a plan for evacuation of the population, considering all house in the commune that are likely to be flooded, preparing a plan to organize relocation, accommodation, and activities for the people during the evacuation. - Coordinating with relevant units to implement traffic safety measures such as warnings, instructions or prohibition of traffic through dangerous traffic locations due to flooding. - Protecting the works of transport in the area of commune such as temporarily strengthening the road roof, clearing the flow of bridges, culverts ... - Directing the concerned units in the commune to carry out the remedial work after the state of emergency. - Reporting the implementation of emergency response to Suoi Trau reservoir to the City People's Committee, the PCTT-TKCN committee as prescribed. g. Responsibilities of people in flooded areas of Ninh Xuan commune - Attend all meetings of local authorities on information and propaganda in emergency response, practice emergency response skills or evacuation plan of people in villages and communes. Once the hazard conditions have been assessed, the Khanh Hoa IMC with the Suoi Trau‘s Flood and Storm Control Committee need to decide on the emergency level and then set an Alert Level for that emergency condition. 3.1. Identify an emergency situation 3.1.1. Large flood discharge case In this case, there is no risk of dam failure, but flood is very large, the spillway has to be fully discharged, or because of a the reason (such as earthquake, dam destroyed, ...) need to quickly discharge to low down water level. There may be some emergency situations as follows: - Unusual large flood, main spillway (free and open spillway) is working, large discharge can potentially cause large flood downstream; - For some reasons (flood is very large or the gate is clogged with valve gates ...), water level raises high, spillway works in urgent and causes big flood in downstream (in case the reservoir has emergency overflow). 3.1.2. Case of a dam break - Water level raising highly creates the risk of water overflow on the dam crest and finally cause dam break (dams are very large or floods are clogged valve gates, ...) - Concentration seepage (through the dam body, foundation, shoulders, over the gill bearing, overflow, or through horizontal cracks, or the system of potential leakage circuits in the dam body, etc.) causes subsidence, leading to the risk of dam failure. - The upper or lower dam slopes are slipped (due to a number of reasons such as the higher of water level, the saturation line high up, heavy rains persist at the dam causing the soggy of dam, the water level recedes quickly due to earthquakes, or destruction) resulting in deformed sections. At this time, there is the possibility of cracks, water passing through by and causing erosion, or the surface of the dam to sag into the water to overflow through the top. These two possibilities can lead to the risk of dam failure. 3.2. Assessment and Classification of Emergencies 3.2.1. Assessment of hazardous conditions After hazardous conditions have been detected from the early detection test, from the above information and data, the severity of the hazardous conditions should be assessed. Assess the severity of hazardous conditions based on the classification of the alert levels that have been set for the project. The officer who directly manages dam, using the hazardous conditions identified during the detection phase, will evaluate the conditions based on the Alarm Conditions. Once the IMC staff has assessed and determined the conditions for the alarm levels, they are responsible for notifying Suoi Trau Flood and Storm Control Committee to confirm before the Suoi Trau Flood and Storm Control Board issues an alarm to agencies and teams officials and people downstream of the dam. 3.2.2 Emergency classification criteria No. Alarm Level Emergency’ cases 1 Level 1 (precaution) Scenario 1: when there is no danger of dam failure, but flooding downstream may occur 2 Level 2 (Ready) Scenario 2: when the dam starts to have problems, the problems develop slowly 3 Level 3 (urgent action evacuation order) Scenario 3: when the risk of dam failure is growing. This situation occurs only when there still has time for further analysis before the break. The condition of the dam may be deteriorating but it is assessed that it cannot be broke within a few hours. Notify stakeholders of the request to overcome the dangerous situation of the dam ... 4 Level 4 (break dam or massive flood discharge - issue evacuation orders) Situation 4: When the dam is about to break. That's the situation when "time is out of date" when the dam is broken, broken or about to break. This situation was declared when there was no time for measures to repair or prevent dam failure. The dam has either been in the process of breaking or is expected to break for a few hours, not few days. Possible dam failure scenarios need to be analyzed. Emergency notice is required in this situation. CHAPTER IV: MECHANISMS AND NOTICE CHART 4.1. Notification mechanism The preparedness plan for the downstream of Suoi Trau Lake including the list of agencies will be notified when the potential flood situation is announced and will occur. Individuals and agencies included in the notification mechanism are: - All local governments in flood areas; - The agency has a significant role in the emergency response; - Personnel of the dam management authority; - Inter-provincial and local agencies; - The manager of the operator of the downstream project. The contents of the notification mechanism: - The notification mechanism must ensure direct, quick, and right person to enable timely actions to eliminate or limit the harms of emergencies (dangerous incidents). - The notification mechanism must present the notification content for each level of urgency (equivalent to 4 levels of alarm), name and position, address, personal telephone number and working agency so that 24/24 hour contact of the heads of the consulted levels, members of the Committee of PCTT - TKCN at all levels, who are responsible for implementing the Emergency Plan for Emergency Response of Suoi Trau Reservoir. 4.2. Emergency contacts The President, Director or Leader holding the EPP will be responsible for preparing the Emergency Contact Directory for their organization, agency or office. The President of People’s Committee is responsible for collecting such contact information and aggregating it into the Emergency Contact List of EPP holder. The emergency telephone contact list of EPP for emergency response action is shown in Table 4.1. 4.4. Evacuation plan Evacuation plan and implementation are the responsibility of provincial, city and local authorities. In most cases, the President of the City People's Committee will be responsible for the safety of the people living in the flooded area due to the dam failure or large flood discharge. The dam manager, in most cases, the Khanh Hoa ‘s IMC in coordination with the Suoi Trau ‘s Flood and Storm Control Board will be responsible for announcing the alert levels. When Alarm of level 2: Ready; alarm of Level 3: For urgent action, and Alarm of Level 4: dam failure or major flooding and evacuation. Khanh Hoa ‘s IMC reports to the President of the provincial People's Committee, the province will notify the President of the City People's Committee and the President of the City will be responsible for notifying people downstream of the dam. In case of a possible dam failure, if many people live right after the dam, Khanh Hoa IMC director and staff will have to take emergency measures to notify these people. People downstream and in flooded areas need to be aware of alerts level of 2, 3 and 4 and they should be noticed danger is coming by horn, or loudspeaker or other means. by President of the City People's Committee notify Radio and television stations to transmit emergency information that ‘may be evacuation’ (Level 2 alert), or ‘evacuation is necessary’ (Level 3 alert), or ‘must evacuate’ (Level 4 alarm). Evacuation plan involves many agencies, support services and people supporting the evacuation because hundreds of people may be involved in the evacuation process. Some agencies and services that directly or indirectly assist in the evacuation are: • Fire Prevention and Fighting department • Department of Police • Army • Building services • Bus • Boats • Water supply company • Medical services, doctors and nurses When an evacuation order and emergency are declared, all agencies and services will be called to help evacuate. The Vice president of the City People's Committee should carry out the evacuation and prepare the flood map, point out the areas that will be flooded and be ready to inform the evacuation route for all people in affected areas. Evacuation routes should be notified to transport authorities in provinces and cities so cars, boats and helicopters can provide relief in the position of evacuation and transport in the right direction. Evacuation requires coordination in evacuation and requires drills in advance to make evacuation effective and reduce the possibility of loss of human life. Evacuation routes and roads must be close to minimize the danger of flooding. Evacuation sites should be established at suitable high land areas in the affected areas where there is fresh water and food. All efforts should be made in advance and the City People's Committee should be prepared in advance for occuring alerts level of 2, 3, or 4. 4.5 List of people downstream affected by flood When announcing alarm of levels 2, 3, and 4, evacuation actions should be prepared. In order to implement evacuation actions, it is necessary to identify people and areas that will be affected by downstream floods. This work will be done by evaluating the flood maps developed for PMF flood or 1: 10,000 floods, and for dam failure analysis. The President of the City People's Committee should be responsible for preparing the list as soon as the investigation is completed. CHAPTER 5 - EVACUATION PLAN 5.1. Choice of evacuation planning scenario 5.1.1. Summary of flood mapping results Scenario 1: Suoi Trau spillway works in response to flood P = 0.1% to lake, downstream with rain at frequency of 0.1%; Scenario 2: Suoi Trau Lake spillway works with extreme PMF floods to the reservoir, downstream areas with PMF rain; Scenario 3: The main dam of Suoi Trau Lake breaks in the case of 0.1% flood, the water level is at normal level, the downstream has rainfall of 0.1%; Scenario 4: The Suoi Trau ‘s main dam is broken in the case of PMF floods, the water level at the top of the dam, the downstream area has PMF rain. Detailed flood calculation results and flood maps are presented in Volume II. The following is a list of only some hydraulic results and flood map for some scenarios. a. Selecting the scenario of making evacuation plan - For simplicity in operation, each downstream area should be selected only one scenario to set up plan. Each evacuation plan prepared for a representative scenario can be called an evacuation plan. - Representative scenario is chosen based on flood mapping results. Each scenario represents a group of scenarios with similar in flooding levels, flooding times and losses. The results of flood mapping based on the above 4 scenarios show that the flooded areas and inundated areas are relatively similar, only differing in depth of flooding. Therefore, for simplicity in operation, the consultant chooses a scenario: The main dam is broken with PMF flood discharge. 5.2. Regulations on responsibilities 5.2.1. Responsibilities of Ninh Hoa District People's Committee - Directing the city's departments such as Office of People's Council and People's Committee, Department of Agriculture and Rural Development, Department of Natural Resources and Environment, Department of Economics - Infrastructure, Office of Culture and Information, Department of Health, Department of Labors, War Invalids and Social Affairs, Vietnam Fatherland Front, Women's Union, Veterans' Union, Communist Youth Union, local youth volunteers according to their assigned tasks in coordination with local authorities to carry out the evacuation of people, distribution of food, water and other necessities, medical examination and treatment for people during evacuation. - Directing the Ninh Hoa Police and the City's Military Command to maintain the security and order in the affected area, join the authorities in evacuating people and overcoming damage in localities. - Directing the concerned units in the city to carry out the remedial work after the announcement the end of emergency state. - Reporting the implementation of emergency response to the downstream in the locality to the provincial People's Committee, the Provincial PCTT-TKCN and other departments as prescribed. 5.2.2. Responsibilities of Ninh Xuan Commune People's Committee - Directing the specialized sections of the commune such as the Office of the People's Council and the People's Committee, the commune irrigation teams, the commune cadastral, Culture and Information of the commune, Commune Health, Commune Veterans, youth volunteers, Ninh Xuan commune police according to their assigned tasks in preparing the evacuation and evacuation of the population, distribution of food, drinking water and necessary necessities, medical examination and treatment medicine for people during evacuation. - Directing the village presidents to organize the implementation of the Suoi Trau's downstream emergency response plan; maintain security and order in the affected area; disseminating and propagandizing to people about the danger level when there is flood (or the situation of a dam breaking), preparing places for people to evacuate, making plans to organize movement and evacuating people when ordered, coordinating with related departments to organize accommodation and living for people during the time of evacuation. - Directing the concerned units in the commune to carry out the remedial work after the announcement the end of emergency state. - Reporting the implementation of emergency response in the locality to the People's Committee of Ninh Hoa District, the Ninh Hoa District’s PCTT-TKCN as prescribed. 5.2.3. Responsibilities of the Khanh Hoa IMC - Annually, Khanh Hoa IMC must develop a plan to prevent floods and storms to ensure the safety of Suoi Trau dam before the rainy season. - Establishing a Board of flood - storm prevention and control for Suoi Trau reservoir project headed by the Company Director. Mobilizing local human resources, essential supplies including means of relocating people, food, medicine. - Director of Khanh Hoa IMC is responsible for: Monitoring the weather situation and approaching the field, monitoring communication systems, water level, and notifying flood discharge to the Ninh Hoa’s PCTT and TKCN to have an action plan for evacuating people. 5.3. Content of evacuation plan 5.3.1. Relocation plan, evacuation site, means used for evacuation There is a response plan at the focal point and flooding in the downstream for each flood discharge scenario in an emergency or a dam failure. Emergency response plans for all scenarios must specify the general layout: - Responsibility for commanding of People's Committee of affected city, commune; - Responsibilities of the construction operating department; - Make a specific task assignment table for the related person and units; - Prepare a plan for the location, facilities and essential equipment; - Mapping the evacuation of people About Plans of evacuation: there are two main types: (i) on-site evacuation, and (ii) full evacuation. - On-site evacuation: moving people to high points, high-rise buildings with short travel distances. - Full evacuation: all the population (applied to deeply flooded areas, high points and high-rise buildings with insufficient room to move people in the area up there) are transferred to a safety place with longer distance. About the evacuation site - Places that can be evacuated to: households with permanent houses at high positions, tall buildings, schools, health stations, commune’s People Committee, village cultural houses, pagodas ...; About vehicles used for evacuation - For on-site evacuation: on foot, family vehicles such as motorcycles, cars ...; - For full evacuation: family vehicles, and vehicles from PTCCT-TKCN Committee such as cars, light trucks, etc. Types of vehicles, and owners should be proposed to mobilize when there is evacuation: + Means of individual transport: motorbikes, agricultural vehicles, cars, oxcarts, walking .... + Transportation vehicles of local authorities: Cars, motorbikes, boats, canoes ... + Transport means of companies operating in the flooded communes: cars, motorbikes, boats, agricultural workers, …; + Means of transportation and rescue equipment of Suoi Trau reservoir management. 5.3.2 Population relocation plan for the area The notification of the alert levels depends on the weather situation, the trend of the weather that the provincial PCTT-TKCN will need to issue appropriate and timely alarm levels in order for the people to be proactive in flood and storm prevention and put plans to move people. Level 1 alert: Notifying that there is in danger of being flooded to all people in the sunken areas, prepare “go bag” ready for evacuating to high points in the commune when ordered. Level 2 alert: When there is a centralized moving order, people in low-lying areas gather to high-rise buildings (2 or 3 floors building) to avoid. Level 3 alert: Move people to the center of the commune, houses with 3-storey high, used by means of boats or, if possible, by motor vehicles. Level 4 alarm: Move people to safe high places by means of armed forces (canoes, motor boats, etc.) in case of bad situations. In all scenarios, flood of Suoi Trau downstream due to 0.1% flood, PMF flood, and Suoi Trau dam failure will be between the dam and a distance of about 3.39 km. a) Inundated region (3.39km away from dam base). Ninh Xuan commune is located close to the downstream, flooding quickly and causing the most danger when an incident occurs, including the villages of Tan My, Van Thach, Ngu My. These villages are 0.5 to 1.0 km away from dam break point. Therefore, the plans to evacuate people and properties of these require prompt and timely from notification of evacuation. Emergency response plan or activities available before an emergency occurs 6.1.1. Following situations The Director of Khanh Hoa’s IMC (Ninh Hoa Representative Office) regularly needs to maintain the number of staffs operating and managing to ensure if an emergency occurs, tracking and testing will be enhanced. Supervising of data is important to determine risks such as: settlement, permeability and raising of water level. Special monitoring of water level of downstream is important because it is more sensitive to changes severe seepage or dam flow that compared to the water level index in a reservoir. Changes of water level of downstream will be an alarm indicator to the field condition monitor as well as set emergency management levels for the requirements for preparation of contingency emergency plans. 6.1.2. Reaction in low light conditions Khanh Hoa’s IMC (Representative Office of Ninh Hoa) needs to have a preparation plan of the electricity supply such as main electricity system, standby power system, backup equipment (such as light pole system), and handheld lighting devices (to reach out to the problem locations). 6.1.3. Approaching the site Khanh Hoa ‘s IMC (Representative Office of Ninh Hoa) needs to base on the danger signs as well as the alert levels to have a reasonable and timely plan to access the site. There are two main roads that forces and materials can approach the main dam as arising incidents. 6.1.4. Reaction during weekends or holidays On weekends or public holidays, the operational and maintenance person of the dam and related structures are significantly reduced, so the response are needed to mobilize personnel in case of happened something. Special procedures need to be in place to promptly contact and notify operating and maintenance personnel. Transport should be ensured to pick up personnel for operation and maintenance, take them to the site in the shortest time to deal with urgent situations and carry out timely repairs. 6.1.5. Reaction when the weather is unfavorable In case of unfavorable weather, operation and maintenance personnel need to be fully mobilized at the site to participate in monitoring, inspecting and monitoring dam work and associated works. If an emergency occurs, operating personnel should be specifically instructed in case of a sharp rise in the lake water. Emergency vehicles, equipment and manpower should be mobilized in case of unfavorable weather. 6.1.6. Backup communication systems. From there it is possible to draw conclusions about the urgency to make the corresponding alarm levels. - Notify all Monitoring, Operation and Maintenance personnel of Khanh Hoa’s IMC: This is a very important task to make emergency repair and handling plans suitable to the actual situation of the dam. - Making an outline of reports in the emergency: Based on the emergency notification diagram, corresponding to the alert level, Khanh Hoa’ s IMC informs the EPP holding authorities to have timely response plan. - Evacuation plan (of Khanh Hoa’s IMC): Khanh Hoa’s IMC is based on evacuation plan of province, and ERP to evacuation of personnel and assets. 6.2.1. Making reports on dam safety. After identifying emergency conditions that can lead to the failure of a dam or a large flood to be discharged through a spillway, personnel supervising should make report. This supervisor will have to immediately report to the Khanh Hoa’s IMC Director because there is an emergency situation that is likely to result in dam failure or the maximum flood discharge through the spillway and then an alert must be reported on dam safety. Notify all Monitoring, Operation and Maintenance personnel of Khanh Hoa’s IMC. When serious events or emergency conditions are reported, all personnel monitoring, operation and maintenance must be notified and required to be present at the dam site and structures related to performing repair work and minimizing impact. 6.2.3. Draft proposed emergency repair plans Prompt repair measures before the failure of the dam need to be quickly implemented by Khanh Hoa\s IMC personnel to avoid or minimize the risk of dam failure. Activities after an emergency 6.3.1. The President of the Commune People's Committee shall perform the following tasks: a) Taking people to evacuate and relocate to safe and order old places of residence; b) Providing support for goods, staple food, clean water in order to ensure living and living conditions for the people; c) Organizing assault forces, volunteering to help people overcome consequences, protect order, security and property of people in flooded areas; d) Repair roads, houses, damaged works ..., organize detoxification, environmental sanitation and disinfection, prevent epidemics from spreading or spreading diseases; e) Carry out inventory, assess damage in accordance with regulations and report to PCTT-TKCN of Khanh Hoa 6.3.2.
