R. 403 To establish the United States Citizenship and Immigration Services ___________________________________________________ IN THE HOUSE OF REPRESENTATIVES January 2nd, 2021 Mr. OperatorSense (for himself) introduced the following bill; which was referred to the Homeland Security and Intelligence Committee ___________________________________________________ A BILL To establish the United States Citizenship and Immigration Services Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION I. TITLE This act may be cited as its long title “Securing America From Encroachment of Illegal Immigrants and Terrorist Organizations deemed a threat to the Security of American Citizens” or “Citizenship Services Act” or bill number “H.R. 403” or short title “CSA” SECTION II. DEFINITIONS The following terms shall be defined for the purpose of this legislation: 1. USCIS a. United States Citizenship and Immigration Services 2. DHS a. United States Department of Homeland Security SECTION III. STRUCTURE 1. Director - Appointed by the President with the Advice and Consent of the United States Senate; a. Responsible for overseeing the processes and conduct of the agency, to ensure that a standard of professionalism is maintained and that new employees are adequately trained for their job; 2. Deputy Director - Appointed by the President with the Advice and Consent of the United States Senate; a. Responsible for carrying out the duties of the Director when there is a lack thereof, or when the Director is unable to carry out his duties for reasons including but not limited to: i. Suspension; ii. Under Investigation; iii. Offline/On vacation; iv. Occupied with other situations; 3. Chief of Staff— a. Responsible for overseeing that all employees in the Citizenship and Immigration Services are qualified and prepared for the job that they are undertaking; b. Responsible for arranging court cases and assembling lawyers for cases of denaturalization; c. Responsible for creating training guides and regulations to help probationary employees get trained for the job, and to ensure that they can be trusted for the job they are going to have; 4. Immigration Services Officer— a. This title may also be known as an “Immigration Czar”; b. Responsible for processing immigrants through background checks, and granting or denying them citizenship; 5. Immigration Appeals Officer— a. Responsible for collecting all appeals from i. Departments and Agencies who have found evidence to be able to denaturalize a citizen; ii. Immigrants who have failed the background checks; b. Responsible for processing appeals as mentioned in the previous bullet point, and accepting or denying them; i. Appeals regarding denaturalization should be sent to the Chief of Staff for further action; Individuals who are allowed to control immigration besides the Immigration Services Officers are to be decided upon by the Secretary of Homeland Security or the President of The United States, with advice from any positions such as the National Security Advisor or Director of National Intelligence, should they become active officers. Individuals who hold jobs listed on points 4, and 5 are allowed to also have secondary jobs in the Department of Homeland Security. The term “secondary job” implies that they do not hold any title that cannot be granted to multiple persons. For example, they cannot be a Chief of Staff or the Secretary of Homeland Security, as those positions can only be handed out to one person at a time. They can work as a field officer, as that is a job granted to several people at a time. SECTION IV. FUNCTIONS A. USCIS is charged with processing immigrant visa petitions, naturalization applications, asylum applications, and refugee applications. SECTION V. ENACTMENT This bill shall be enacted once passed through both chambers of Congress, and signed by the President of the United States.
