PROGRAM BACKGROUND
Jesuit Community College
Jesuit Community College, is a key initiative of Jesuit Social Services. For people facing
significant barriers to learning, the College provides opportunities for personal
development, a solid foundation for further education and training and connection to a
community of learning. For a broader group of learners, it offers a wider range of
accredited and non-accredited vocational education and training and pathways to
further study and work. The College also brokers opportunities for learners to access
training offered by other training organisations in ways that suit their needs and
circumstances.
The College works with people with a range of social and cultural backgrounds, many of
whom face multiple and complex barriers to participating in education, training and
employment. Enrolment priority is given to people involved in or exiting the justice
system, indigenous Australians, recent arrivals and refugees, culturally and
linguistically diverse communities, people with multiple and complex needs, people at
risk of homelessness, early school leavers and the long term unemployed.
The College puts strong emphasis on providing innovative, flexible and supported
training to meet individual learner needs, maximising opportunities for learners to
develop skills and creating education and training pathways that move learners towards
further study, work or more fulfilling involvement in their community. It works closely
with agencies, organisations and individuals working with priority learner groups,
including Jesuit Social Services programs, Housing and Community Building (public
housing, Neighbourhood Renewal, social housing and homelessness), Corrections
Victoria, Job Services Australia providers, Local Learning and Employment Networks,
Youth Connections providers, local government and community sector workers involved
in providing case management, pathway planning and advice on employment,
education and training pathways. It also works closely with other education providers,
community organisations and industry to smooth transitions for graduates of the College
to further study, volunteering or employment.
Transition to Work
As announced in the 2015-2016 Commonwealth Budget, the Government has
established a new service to assist young people aged 15-21 years who are not in
employment or education. The Transition to Work service will provide intensive, preemployment support to improve the Work readiness of young people and to help them
into work (including Apprenticeships or Traineeships) or education. The service will
have a strong focus on helping young people to understand what is expected in the
workplace and to develop the skills, attitudes and behaviours expected by Employers.
The objectives of Transition to Work Service are to assist eligible young people so that
they can gain and retain Employment (including apprenticeships or traineeships), move
into Education and/or improve their Work-Readiness.
The Transition to Work service targets young people aged





aged 15-21 years on Commencement in the service
an Australian citizen
the holder of a permanent visa
New Zealand Special Category Visa holders (a protected Special Category Visa
holder; and non-protected Special Category Visa holder)
Nominated Visa Holders (including Temporary Protection Visa Holders and Safe
Haven Visa Holders)

Three groups of Participants will be targeted:

Group One – Early School Leavers
o have not been awarded a Year 12 certificate or a Certificate III
o are receiving Youth Allowance (other), or any other activity tested Income
Support Payments
o are assessed as eligible for Stream B in jobactive, but excludes a person with a
pending Employment Services Assessment (ESAt).

Group Two – disengaged young people
o have not been awarded a Year 12 certificate or a Certificate III, or have
completed Year 12 but have not engaged with employment or education for six
months or more
o are not already participating in employment services
o are not currently working an average of eight hours or more per week for a
period of 13 weeks (104 hours)
o have not attended education for a period of 13 weeks, or are not currently
enrolled in education, or have an approved exemption from legal requirements to
attend school
o this group includes young people who are not receiving income support or who
are receiving non-activity tested income support such as Parenting Payment.

Group Three – jobactive referrals
o are Stream C in jobactive
o are identified by their jobactive providers as having a capacity to benefit from
Transition to Work services (e.g. a young Job Seeker who has addressed their
unstable housing or mental health issues).
Job Summary
As a Re-Engagement Officer you will be responsible for creating and fostering
supportive, inclusive activities to successfully engage and prepare Participants for either
education or employment.
3. KEY OBJECTIVES OF THE POSITION
The Re-engagement Officer will be expected to coordinate the appropriate mix of
individual, group and self-directed activities for Participants to meet their 25 hours per
week participation requirement and address vocational and non-vocational barriers.
This may include activities/workshops:
3.1 Identified and facilitated by an external youth agency and/or industry stakeholder
3.2 Hosted by one of the Consortium partners or
3.3 Delivered by the Re-engagement Coordinator/Re-engagement Officer
Participants are expected to participate in Transition to Work services for 25 hours per
week and up to a maximum of 12 months.
4.
DUTIES
4.1 Work collaboratively with the TTW team and Re-engagement Coordinator to
deliver and or facilitate programs/workshops that support Participants in a safe
environment to address vocational and non-vocational barriers

Develop exciting, enriching and stimulating content that encourages Participants
to access Re-engagement programs that achieve successful transition into
education or employment
4.3
Compliance with relevant legislation
4.4
Commitment to continuous quality improvement processes.
4.5
Conduct an environmental scan to identify suitable local non-Consortium reengagement programs that could be accessed or “purchased” and current gaps in
provision
4.6
Develop and maintain relationships with key youth organizations to identify new
and emerging opportunities to support and strengthen re-engagement services to
Participants - recommending strategies for partnership relationship management
4.7
Develop innovative marketing strategies to promote re-engagement programs to
Participants
4.8 Assist with re-engagement program research, administration, evaluation and
collation of qualitative and quantitative data (eg. enrolments, tracking, feedback);
4.9 Assist with engaging a wide range of community partners, including schools, youth
and community service providers, education and training providers and jobactive
providers to promote TTW services and the sourcing of referrals
5.
KEY SELECTION CRITERIA
5.1 Demonstrated experience (or capacity) to facilitate or deliver re-engagement
programs, for disengaged young people
5.2
Proven success in achieving re-engagement outcomes for disengaged young
people
5.3
Ability to communicate, liaise and network with schools, education providers,
employment/industry, and community agencies in a professional manner
5.4 Excellent interpersonal skills, teamwork and ability to work autonomously with
minimal supervision
5.5 Well developed written and verbal communication skills, including demonstrated
experience in personal organisation and time management
5.6 Be results driven, passionate about performance and able to meet KPIs
5.7 Capacity to fulfil reporting and administrative requirements associated with the
position
5.8 Understanding and sympathy with the mission and ethos of Jesuit Social Services
5.9 Current driver’s licence and own vehicle desirable
5.10 Valid Working with Children Check card.
5.11 Successfully completed Police Check to be conducted prior to commencement by
Jesuit Social Services

An undergraduate or post graduate degree in youth work, community services,
education or career development, desirable

CONDITIONS OF EMPLOYMENT
Conditions of employment are in accordance with the current Jesuit Social Services
Collective Agreement and Jesuit Social Services Policy & Procedures, including the
Code of Conduct.

Based at:
Jesuit Community College
1 Langridge Street Collingwood Vic 3066 but will be required to travel
throughout the Melbourne metropolitan area
