Eliminating Drunk Driving
We reached a significant milestone last year, with MADD’s Campaign
to Eliminate Drunk Driving® as our blueprint. The National Highway
Traffic Safety Administration (NHTSA) announced in December of 2012
that drunk driving deaths dipped below 10,000 in 2011 for the first time
in our country’s history.
Building on this success, MADD worked with leadership in the House,
Senate, and the Obama Administration in 2012 to include all three
elements of the Campaign into federal legislation called Moving Ahead
for Progress in the 21st Century, or MAP-21, which authorizes the
nation’s highway and highway safety priorities for the next two years.
MAP-21 includes annual appropriations of $29 million for high visibility
law enforcement, $20 million for incentive grants to states that pass
all-offender ignition interlock legislation, and $5 million for the Driver
Alcohol Detection System for Safety, or DADSS.
MADD also worked with the National Transportation Safety Board
(NTSB) to urge their support of the Campaign. MADD National

Mike says they had only eight weeks to get the job done. “The stars and
moon and everything else seemed to come together,” Mike says. “Charlie
ran with it – he called a writer and wrote the bill and within a week we
were on the calendar for a hearing.”
Supporters including members of the Interlock Coalition attended the
hearing, as well as some friends Mike had invited. The friends, it turns
out, were victims who had lost loved ones and children in drunk driving
crashes. When they were asked to say a few words, each graciously shared
how drunk driving had impacted their lives. After the hearing, Mike was
told theirs (the victims) was the finest display ever heard.
“It was like Kevin Bacon in Six Degrees of Separation – everything really
does go back to the victims.”
President Jan Withers and Senior Vice President of Public Policy J.T.
Griffin both testified during a two-day impaired driving forum held in
Washington, D.C. As a result, in December the NTSB announced support
for laws requiring ignition interlocks for all convicted drunk drivers, as
well as furtherance of the DADSS program. They had previously only
supported the sobriety checkpoints element of MADD’s Campaign.

Bob’s daughter Kim lives in Jacksonville, Florida. “For many years Kim
had trouble dealing with the loss of her brother, then one day she called
and said she wanted to help,” Bob says. So Kim became a victim advocate
and before long, she too was manning the helpline.
Bob says that when a call comes in from a grieving sibling, he tells the
caller that his daughter would be happy to talk to them – explaining that
they would benefit from another sibling first hand. The same goes for Kim
when she gets a call from a parent. “We became a tag team,” he says.
Because of their dedication to MADD, Bob and Kim are helping
victims and each other. “Working the Help Line together has strengthened
the bond between us. Even though Dan’s death was a tragedy, we share a
special closeness,” Bob says.
