The LNG infrastructure project - background and goals The goals for the LNG project were presented; To identify and analyse critical enablers and to provide with recommendations on the establishment of an LNG infrastructure embracing the whole LNG supply chain. It was emphasised that the project should pin-point missing links, to facilitate the whole value chain and to validate the recommendations through the industrial project partners. Furthermore, the business case perspective of the LNG supply chain is vital and innovations in this field must be fostered. The envisioned developments after the project’s finalization were also briefly described. It was pointed out as likely developments that missing regulations and standards will be elaborated and that the Motorways of the Sea Calls from the EU will be positive on facilitating LNG investments. Also, investments in the private (and public) sector because of the business case target and innovations were envisaged. 4. Break 5. The way to achieve the goals and 6. Discussions on central issues and their implication for the work The consultant presented the way to achieve the goals and provided with an overview of the work. Central issues, how to address them and implications for the overall work were presented and discussed. Below are comments from the meeting participants on economical, technical and operational, and safety aspects of the study. www.dma.dk MINISTRY OF ECONOMIC AND BUSINESS AFFAIRS 2/6 Economic Aspects Comments on costs • The key is to understand different stakeholder needs. For example, from a ship owner’s perspective – what are the costs, what impacts will the MARPOL directive and 0.1% sulphur content 2015 have on the business? • Furthermore, the focus is on the economy of the whole supply chain perspective including costs of distribution and investments in equipment. The study will look into alternative investment options. Comments on price development • Although this is a European project, the global scene will be taken into account as a backdrop. For examples, global factors affecting the demand on LNG, the price of oil, etc. • On which price level / differential is the price of LNG attractive as alternative? Hence, check whether LNG can be competitive with oil (diesel, etc.) or not. The consultant was recommended to go for the published studies and use historical data on price. • Also, the TSOs (Transmission System Operators) probably have (their own) price predictions. Focus on specific LNG prices – and their origin of production. Also, price of LNG delivered onboard the LNG fuelled vessel is to be researched. • It was also pointed out that factors affecting the LNG price level are more interesting to establish than estimation of future price. • The MARPOL legislation is an important driver, and EU Energy Directives, e.g. LNG fuel taxation and exemption. Technical and Operational Aspects The consultant aims at developing criteria for strategic ports – LNG terminals in a port – and to analyze possible port developments with the help of criteria, e.g. water depth, feeder and ferry traffic etc. • There are potential conflicts of interest on where to locate an LNG terminal within a port – environmental aspects, conflict with wind power, land use in general, etc. • Ferry traffic is an important ship category that is likely to be an early adopter of LNG. Safety Aspects Safety – risks, e.g. flammable materials, environmental risks, - is important and handled differently in different part of Europe. Security will be included in the work to address public opinion about LNG, e.g. being seen as dangerous, and potentially also in the hazard identification part of the FSA (Formal Safety Assessment). • Harmonized standards are important for the sector, e.g. ship to shore, ship to ship. Also, guidelines are set for large scale LNG infrastructure. Here, the focus of the safety work package is to highlight small scale LNG. 3/6 • During consultation processes with the local community, there is a need for information on the risks of LNG. When addressing location, scale, etc., the consultation process and the EIA (Environmental Impact Assessment) may take a long time. The length of the permitting process is critical. • The management of the consultation process, the public awareness information campaign, is critical to success – provision of factual information to the general public is important for the permitting process. The recommendations on these aspects will be directed towards the regulators. • Also, bunkering while loading goods and passengers on/off ships is a critical issue. The development of regulations in relation to bunkering will take time. • The focus is on fixed installations on-land and on mobile units of the LNG distribution infrastructure, e.g. trucks or barges. 7. Closing - The way ahead The meeting was concluded with a final remark on the importance of cooperation between the consultant team, including the in kind contributors, and the steering group and the reference group, in order to develop practical recommendations for central stakeholders. This work will be coordinated by the consultant.
