There are three themes, every resident matters, delivering excellent services and creating a
strong and lasting economy. It is the latter category which received a recent boost thanks to
an announcement in the Government’s Budget which confirmed the creation of an Enterprise
Zone in Loughborough and Leicester city centre.
It will create a science and hi-tech manufacturing-themed ‘zone of excellence’ to support new
and growing businesses to bring their innovative ideas and products to market. This is not just
great news for Loughborough, but Charnwood, the county and even further afield.

I am delighted we have now published our new Corporate Plan
which sets out our priorities for the next four years. It’s taken a while to
complete but it is fundamental to everything we will be doing up until 2020.

What it means is that there will be a huge incentive for companies to move to the Enterprise
Zone. We believe it could create nearly 25,000 jobs over the next 25 years.
This sort of opportunity only comes along once in a generation and we are fully behind it.
The proposal has been developed by the Leicester and Leicestershire Enterprise Partnership in
conjunction with us, the University and other local authorities. It’s partnership working at its
best and I look forward to this driving forward our local economy.
Loughborough in Bloom has been going for a few years now and it was pleasing to hear that we
are now competing against towns from not just the rest of Britain but also across the world.
By the time Charnwood News lands on you doorsteps, the judges from the international
competition will have visited our town. Well done to all involved for showing the vision and
bravery to enter.
Over the years Bloom has helped Loughborough blossom into something really quite special.
We have backed it all the way with our staff and partners at Quadron and Serco working hard
to help plan, coordinate and deliver first class beautiful landscapes in the area.

Let us help you
in the garden
Summer is here and if your garden is
blooming then make sure you are signed
up to our garden waste collection service.
The service is one of the cheapest in the
area and having your waste collected will
save you making trips to the tip.
For less than 50p a week we will take
your garden waste away so you can
spend more time enjoying the fruits of
your labour in the garden.
An annual subscription is £22 (when
paid by direct debit) far lower than the
national average of £40.
The Council’s garden waste service
provides householders with a brown bin
which can be used for all garden waste. It
is collected every two weeks throughout
the year, except for two weeks over
Christmas and New Year.

Stay safe this summer with
Charnwood Community Safety
As temperatures start to rise (we hope), so too can burglaries
where villains get in through unlocked doors and windows.
Here are our top tips for keeping your property safe:

Keep doors and windows locked in rooms you’re not using
Don’t forget to lock doors and remove the key from the lock
Keep keys, cash and valuables out of sight and in a safe place
Door chimes might deter a burglar from entering your
property - but remember to always lock your door
from the inside
If you’re outside gardening or hanging out washing, make sure doors and windows are locked
Put packaging for expensive items in the bin or take it to be recycled. Don’t advertise what’s in your house
Check that existing security, such as alarms and external lights are working and use them to protect your home
Consider downloading free tracking software for items such as laptops and mobile phones.
Voter registration
As happens each year, we will be delivering forms to every
household in the borough in August to check that we still have
up-to-date details for people who are registered to vote at that
address.
When the form arrives please make sure you respond to confirm
that the details are still up to date or to let us know if any changes

Join or start a Neighbourhood Watch Group and look out for your neighbours.
If you have a garage - use it to store your vehicle out of sight.
Put all car keys and other keys out of sight and not in reach of windows and letterboxes. It doesn’t take much for the keys to be hooked through the letterbox.
If you are going away for a while, try to make your home look
occupied - cancel milk and newspaper deliveries, get a friend or
neighbour to collect your post and draw your curtains and use
timer switches to turn the lights on in the evening.

Loughborough in Bloom
takes on the world
Loughborough in Bloom is celebrating after taking part in a
worldwide horticultural competition for the first time.
The international Communities in Bloom challenge gives people
the chance to demonstrate their pride and environmental
responsibility for their local area.
Andy Rush, chairman of Loughborough in Bloom said: “Who
would have thought when Loughborough in Bloom was launched
just eight short years ago we would be invited to take part on the
international stage.
“It has been tremendously exciting, a real tribute to the town
and all those, past and present, who have made Loughborough in
Bloom what it is today.”

said: “It’s fantastic that
we have been able to
take part in such a large
scale competition.
“This has put Loughborough on the world stage and that’s an

Judges visited Loughborough on July 4 and the results will be
announced in Regina, Saskatchewan, Canada, in October.
Loughborough is competing against countries from all over the
world including the USA and Croatia.

Cycling Club
Dog owners in Charnwood are
being advised that microchipping
their pets is now a legal
requirement.
From Wednesday, April 6 it became
compulsory for all dogs over the
age of eight weeks in England
to be fitted with a microchip, or
owners could face prosecution
and a fine of up to £500.
Children aged five to 16 can enjoy friendly and
fun cycling sessions on Wednesday evenings at
Charnwood College.
Coaches will provide training to help develop
your child’s road safety and cycle sport skills.
The sessions take place on the tennis courts
in front of Ashmount School between 6.15pm
and 7.45pm. As well as coaching, the sessions also
include guided bike rides, cycle geocaching and
fun races.
Charnwood Borough Council
provides a microchipping service
at a cost of £15 and is encouraging
people to get their pets chipped
following the changes.
The Council’s microchipping
service is provided by College
Garth Kennels. To book an

The Dogs Trust also microchip pets.

Customers continue
to be at heart of
council’s priorities
Charnwood Borough Council has set
out its priorities for the next four years
with residents, the local economy and
excellent customer service at the heart of
its plans.
The Council’s new Corporate Plan
will guide the organisation’s work up
until 2020 and leader David Slater says
collaboration and communication will be
key to delivering the objectives.
Cllr Slater said: “The Corporate Plan sets
out our strategy for the next four years
and is incredibly important to everything
we do at the Council. We have drawn it
up following consultation with residents
and staff so a wide variety of people have
helped shape it with us. Putting it simply,
we want to make Charnwood a better
place to live, work and visit.
“We want to create a strong and lasting
economy, a safe and secure environment
for residents and focus our services on
meeting customers’ needs. We will be
encouraging new jobs in Charnwood and
make sure any growth brings benefits to
residents, such as improved facilities and
affordable housing.
“Achieving our aims will be dependent
upon delivering excellent customer
service and working as efficiently as
possible. We will also need to work
closely with the community and our
partners.
“There are challenges ahead and for
local government, funding will always be
one of them. However, Charnwood has
performed well in recent years and I am
confident we will continue to do so.”

A credit union which offers a range
of banking products and services has
launched a weekly drop-in session at
Charnwood Borough Council’s offices in
Loughborough.
A Clockwise adviser is now on hand to
help customers every Monday, between
10am and 1pm, at the offices in Southfield
Road. People can find out more about
Clockwise services which include savings,
budgeting accounts, prepaid Visa debit
cards and loans.
It follows on from the opening of
Jobcentre Plus at the Council which is
already home to staff from Leicestershire
Police.

“It’s great to have another organisation
that can help customers. Some people
still don’t have bank accounts and need
support managing their finances and that’s
where Clockwise can be of real help.”

years now and it is great to be able to
offer residents of the borough a second
weekly drop-in session and improve local
access to our products and services.

Happy birthday
your Majesty
A number of events have taken place to mark the Queen’s
90th birthday in Charnwood.
A beacon was installed in Queen’s Park, Loughborough and a
celebration event organised by Charnwood Borough Council
took place on April 21 when it was lit. Hundreds gathered to
see it and the beacon is now a permanent fixture in the park.
Special guests included residents who are celebrating turning
90 this year and there was music from the Loughborough
Concert Band.
Communities in Charnwood also helped make sure the borough
was spick and span in this special year by taking part in Clean for
the Queen events.
The Council helped a number of projects by providing litterpicking equipment and organising the collection of rubbish and
recycling.
In Quorn, litter-pickers collected rubbish from around the village
and the event was supported by pupils from Rawlins Academy.
In Queen’s Park, Loughborough, volunteers also gathered to help
pick litter, tidy up the borders and also give a lick of paint to
the public toilet doors.
There were other
events around the
borough.
The Council was
supported by partners
Quadron,
which
manages the Council’s
parks
and
green
spaces, and Serco,
which runs the refuse
and recycling service.
A bench has also been installed in Queen’s Park to mark the
Queen’s birthday.
It was officially unveiled on Friday, June 13 by the Mayor of
Charnwood, Councillor David Gaskell.
Cllr Hilary Fryer, Cabinet Member for Open Spaces, said:
“The Charnwood community have really got behind the
celebrations to mark the Queen’s birthday and we would like
to thank everyone involved for making these events such a
success. They have not only brought communities together
but they have also helped make Charnwood a better place to
live, work and visit.”
In Syston, the town council created a beautiful floral
tribute planted by senior groundsperson, David Smith and
a commemorative mosaic was unveiled by town council
Chairman, Cllr Paul Henry.

Help improve community safety….
and possibly win £100
A series of roadshows are being held this summer to help the
Council improve community safety.
The Improving Lives Roadshows are a chance for residents to talk
about issues including anti-social behaviour, housing and general
community concerns.
Residents can also fill in a survey to help identify community
safety issues. There will be a free prize draw and one person will
win a £100 gift card to spend in any Tesco store, kindly donated
by Tesco Extra in Park Road, Loughborough.
The Council, Leicestershire Police, Leicestershire County Council’s
IMPACT Team, housing support charity The Bridge and other
agencies will be available for people to talk to at the roadshows
which run until September.
Councillor Jonathan Morgan, Cabinet Member for Community
Cohesion, said: “These roadshows are an opportunity for residents
to tell us and other organisations about issues which are affecting
them.
Charnwood Museum
receives national
recognition
Charnwood Museum has been accredited by Arts Council
England. The accreditation is a national quality standard and
looks at all aspects of running a museum, from the visitor
experience to how the collections are cared for.
Councillor Hilary Fryer, Cabinet Member for Open Spaces and
Leisure at Charnwood Borough Council said: “It’s fantastic that
Charnwood Museum has once again been recognised by Arts
Council England.
“The museum is attracting more people each year and we have
an ongoing commitment to provide a wide range of cultural
facilities and attractions for our residents and visitors.”
There are currently more than 1,700 museums which participate
in the scheme across
the UK.

Classes to keep you
active and healthy
Fitness classes tailored towards older people are on offer in
Charnwood. The sessions, organised by Charnwood Borough
Council, are designed to help improve mobility and balance
while providing an opportunity to meet new people and
stay active.
They include seated exercises suitable for people who have
Parkinson’s, dementia or who have suffered a stroke and
activities such as indoor bowls and New Age Kurling.
Two sessions run by the council’s Sport and Active Recreation
team are available:
• Seated exercise at Gorse Covert Community Centre,
Loughborough offers a workout in a seated position to help
with mobility and balance and carers are welcome to join.
The session is suitable for people with Parkinson’s, dementia
and stroke patients. Held every Monday, 1-2pm and costs
£2 per person.
• A games morning will offer New Age Kurling, indoor bowls
and Boccia. Sessions are Wednesdays at Loughborough Leisure
Centre and will run weekly from 10am-11am. The cost is
£1.50 per person.

Environmental heroes were celebrated for keeping
Charnwood clean and tidy at an awards ceremony.
Five groups and individuals were crowned winners at
Charnwood Borough Council’s Don’t Muck Around
Awards, held at Burleigh Court Hotel, Loughborough.
The awards are sponsored by the Council’s waste
management partner Serco and supported by the
Loughborough Echo.
Councillor David Hayes, Deputy Cabinet Member
with responsibility for Regulatory Services, said:
“The standard of entries this year was excellent, so
well done to all the winners and everyone who was
nominated. The Don’t Muck Around Awards are an
ideal way to recognise the great work taking place in
our borough.”
Individuals, businesses and organisations from across
the borough were nominated for the Council’s
fourth Don’t Muck Around Awards. The awards aim
to celebrate people and groups who have made a
positive impact to the local environment.
The Don’t Muck Around Awards are named after the
Council’s Don’t Muck Around environmental campaign
which focuses on fly-tipping, littering and dog fouling.

Loogabarooga Festival
For families who love books, there’s an ideal way to
celebrate when the six-day Loogabarooga Festival
of Children’s Illustrated Literature returns to
Loughborough in October.
Following the success of the inaugural festival
in 2015, this year’s programme is even bigger
and better.
One of the star names at this year’s festival is
Michael Rosen, the popular children’s novelist,
poet and former Children’s Laureate who wrote
We’re Going on a Bear Hunt.
Also featuring will be Alastair Watson who
will present The Dinosaur That Pooped
written by members of supergroup,
McBusted and a Clangers workshop to
coincide with a new CBeebies TV series.

picture book series, host Alastair Watson brings
the books to life with help from The Dinosaur
himself! An interactive, fun event that includes
dinosaur impressions, live drawing, a Dinosaur
rhyme and gross games like Guess Poo, it’s perfect for
entertaining children aged five and over.
For those of us old enough to remember, the
Clangers workshop will feature the lovable
family of pink whistling mouse-like creatures
who live on a small blue planet near Earth with
their friends the Soup Dragon, the bouncing
Froglets, the Iron Chicken and the Sky Moos.
First broadcast on the BBC in 1969, the
Clangers are back with a brand-new TV series
that kicked off on CBeebies. At Loogabarooga
2016, there will be a very special workshop
with illustrations, arts and crafts and a chance
to make your own Clanger.
The festival takes place between October 19 and 24 at various
venues in Loughborough including Loughborough Town Hall,
Charnwood Museum, Carillon Court and businesses throughout
the town.
Michael Rosen is one of the best-known figures in the children’s
book world, renowned for his work as a poet, performer,
broadcaster and scriptwriter. As an author and by selecting other
writers’ works for anthologies, he has been involved with over
140 books. Michael’s writing for children appeals to all ages.
He writes non-fiction, novels, picture books, retells classics and
stories from other cultures as well as writing poetry. His classic
picture book We’re Going on a Bear Hunt, illustrated by Helen
Oxenbury, celebrated its 25th anniversary at the top of the
Picture Book bestsellers in 2014.
The Dinosaur That Pooped by Tom Fletcher and Dougie Poynter
from McBusted will be a fun and interactive workshop for early
readers. Created from the bestselling The Dinosaur That Pooped
The Loogabarooga Festival is organised by Charnwood Borough
Council in partnership with Leicestershire County Council,
Leicester Shire Promotions and supported by Love Loughborough
and Loughborough Building Society.

Turning up
the heat
on carbon
emissions
Charnwood Borough Council has invested £50,000 in new heating
systems which will help reduce carbon emissions.
The work has been carried out in buildings used by visitors to
Charnwood, Council staff and various organisations.
At the end of last year the Council set out a plan to cut its carbon
footprint by 15 per cent by 2020 under its 2020 Carbon Pledge.
The pledge sets out how the Council will reduce its Carbon
Footprint of 2,132 tonnes of CO2 a year by 320 tonnes.
Councillor Eric Vardy, Cabinet Member for Planning, said: “Looking
after the environment is not something to worry about in the
future, it’s something to worry about today and that’s one of the
reasons we’re committed to reducing our carbon emission.
“These heating systems were old and inefficient and so we’ve
seized the opportunity to replace them now to reduce our
emissions and save money. Using our 2020 Carbon Pledge, we also
hope to raise the profile of the need to reduce emissions and
encourage others to do the same.”

The new heating systems have been installed at Woodgate
Chambers in Loughborough, home to various organisations as
well as being used for Council and community meetings, and at
Charnwood Museum in Loughborough.
It is estimated the work at Woodgate Chambers will reduce
carbon emissions by 22 tonnes of CO2 a year and save £4,500
a year on energy bills. The museum improvements will save 10
tonnes of CO2 a year and £2,200 a year on energy bills.
Last year the Council estimated it needed to invest around
£300,000 by 2020 to reduce emissions. Most would be invested in
more efficient heating and LED lighting.
If all schemes are implemented, the Council could save £85,000
a year and so the investment would pay for itself in three-and-ahalf years.

healthy
living
A scheme is available to help people lose weight and get healthy.
The Lifestyle, Eating and Activity Program - Leap - is a NHSfunded weight management group which incorporates healthy
eating workshops delivered by local dieticians and weekly
physical activity sessions.
During the 11-week course people will receive regular weigh-ins,
support and guidance to make simple changes to help them lose
weight and to lead a healthier lifestyle.

Giving a helping hand to
community projects
Groups in Charnwood have secured over £40,000 of funding for
projects which support local people.
Earlier this year, Charnwood Borough Council awarded funding to
several community groups.
Thorpe Acre Residents Association was awarded £20,000 towards
a new community hub in Thorpe Acre. The hub will provide
opportunities for advice and drop-in sessions as well as space for
meetings and activities for residents of all ages.
Age UK was awarded £7,500 towards their Men in Sheds scheme,
which aims to tackle loneliness in men over 65.
Councillor Jonathon Morgan, Cabinet Member for Community
Cohesion, said: “This is only the first round of grants for 2016-17
so I’d encourage people to look out for opportunities to apply
throughout the year.”

Tenant ordered to keep the
noise down or possibly face jail
The borough council has taken action against a tenant who was
causing a nuisance by playing loud music.
The tenant admitted two charges of breaching a noise abatement
notice at Loughborough Magistrates’ Court following a
prosecution by Charnwood Borough Council.
Magistrates said they were satisfied the tenant had engaged in
behaviour that caused or was likely to cause harassment, alarm or
distress and felt making a Criminal Behaviour Order (CBO) would
help to prevent her from engaging in such behaviour.
Failing to comply with a CBO is an imprisonable offence.
The court was told a noise abatement notice was served on
the tenant in February 2015 after the borough council received
complaints about noise from the property in Sileby.
The court also ordered the woman to pay £100 compensation
to a neighbour, fined her £150 and ordered to her pay £150 in
prosecution costs and a victim surcharge of £20, totalling £420.
The notice required the defendant to stop causing a noise
nuisance by playing amplified music.
After the hearing, Cllr Leigh Harper-Davies, Cabinet Member for
Housing at Charnwood Borough Council, said: “We are pleased we
have secured a Criminal Behaviour Order in this case as hopefully
it sends out the message that we will not hesitate to take action
against people causing distress to others.
However, between June 5 and 8 last year monitoring equipment
recorded several occasions when music had been playing at levels
considered to be a legal nuisance, including during the early hours
of the morning.
Following more complaints received by the Council, the tenant
was charged with breaching the abatement notice.
“Breaching an order can result in a prison sentence and that
should be food for thought for anyone.”

Fines issued after rubbish dumped illegally
A company and an individual have been
fined in court after rubbish was dumped
illegally in Charnwood.
An estate agents was left with a court bill
of more than £1,000 after rubbish from
a property it managed was dumped in a
farmer’s field in Sileby
And a Leicester man was fined £150 after
bags of rubbish from his shop were found
fly-tipped at Slash Lane, Barrow-uponSoar.
Both were prosecuted by the borough
council.

pride in looking after Charnwood and will
not tolerate people who think they can
treat the borough like a dumping ground.
“I hope this legal action and resulting
fines makes it clear to people that we will
not hesitate to prosecute people.”
The bags of rubbish in Barrow were
spotted by the Council’s street wardens
and the waste was later traced back to the
man who had a shop in Leicester.
He admitted fly-tipping at Leicester
Magistrates’ Court and was fined £150,
ordered to pay a £20 victim surcharge and
costs of £526, totalling £696.
The estate agents was prosecuted after
rubbish was found at the entrance to a
field in Humble Lane, Sileby, in July last
year. The rubbish included a silver fridge
freezer, a wooden laundry basket filled
with cardboard and general waste.
The company pleaded guilty to failing
to check that the individuals removing
the waste had an Environment Agency
licence to do the work. It said it had now
appointed a licensed carrier to dispose of
all waste in the future.
Magistrates ordered the company to pay
a £600 fine, a £60 victim surcharge and
prosecution costs of £391, all totalling
£1,051.

Charnwood to help Syrian refugees
Charnwood Borough Council is preparing to help house and
support up to 50 Syrian refugees over the next five years.
District councils in Leicestershire and Rutland County Council are
working together to find suitable homes for refugees who will
arrive under the Syrian Vulnerable Persons Relocation Scheme.
The Government has agreed to expand the scheme to take a
further 20,000 Syrians over the next five years across the country.
Charnwood, Blaby, Harborough, Hinckley and Bosworth, Melton,
North West Leicestershire and Rutland councils have all agreed
to take part in the relocation scheme. In total, they will resettle
nearly 250 refugees as part of the scheme.
Some refugees will arrive in late summer and Charnwood has
appointed an officer to co-ordinate the securing of properties.
Council signs
deal with local
recycling firm
A new contractor has been appointed to process the 18,000
tonnes of dry recyclable materials collected every year by
Charnwood Borough Council. The Council has signed a deal
with Leicestershire-based Casepak, a specialist in reprocessing
recyclable materials.
The company has a £21-million Materials Recovery Facility (MRF)
in Leicester and it will handle the dry recycling collected from
around 70,000 homes in the borough.
Cllr Hilary Fryer, Cabinet Member for Open Spaces and Leisure
at Charnwood, said: “I am delighted we are now working with
Casepak. They are a local company and it means these materials
can be processed within Leicestershire, minimising the amount of
transportation involved.
Councillor Leigh Harper-Davies, Charnwood Borough Council’s
Cabinet Member for Housing, said: “This is a huge humanitarian
crisis and we need to assist the government to fulfil their pledge
to relocate Syrians over the next five years. These are people
in genuine need who are fleeing awful conditions. I hope local
residents will welcome them into our communities.
“The number of people we will help has been decided upon
according to local population figures and we feel it is an
appropriate amount.”
The Council will use private sector housing. The refugees will
be coming from designated camps close to the Syrian border or
areas around those camps. They will not be coming from Calais
or anywhere else.

The contract is for two years with the option to extend for a
further two years.
Casepak has been delivering recycling excellence for over 40
years, growing from a cardboard recycling specialist into one of
the UK’s most dynamic recycling companies.
The Council’s waste management partner, Serco, will continue to
collect recyclable materials, as well as general waste, from homes
in the borough and take them to the
Casepak facility in Leicester.

when we will be celebrating the groups and people who make
Charnwood a better place.
Heroes Day celebrates the hard work of local groups and gives
people a chance to find out more about what’s going on in their
community.

chance to showcase their work to others, network and recruit
new members. They will have stalls in the town centre to show
people what they do.

Riversdale officially opened
Our newly-refurbished Riversdale Court in Birstall was officially
opened in April.
The accommodation is a sheltered court for over 60s and recently
had a £3 million refurbishment transforming it into high-quality
flats with lovely communal areas and gardens.
Councillor John Capleton, who was the Mayor of Charnwood at
the time of the official opening, unveiled a wall plaque to mark
the opening of the new-look court, followed by tea and cake in
the communal lounge with the residents.
Before the refurbishment, the court had several empty flats but
they are now all occupied and residents are enjoying their new
homes.
Councillor Pauline Ranson said: “The whole building looks
fantastic - the flats, the communal areas and the garden have all
been transformed and it was lovely to see the tenants happy with
their homes.
“This was a big investment for the Council and demonstrated our
commitment to improving the lives of our residents.”

energy efficiency.
The SHIRE Climate Change Grants Scheme
is supporting projects that aim to reduce
the potential impacts of climate change in
community buildings in Leicestershire.
Grant support might include installing
new heating systems or loft and cavity
wall insulation to make buildings more
energy efficient.
Applications are open to parish and town
councils, local community groups and
charities in Leicestershire.
A maximum grant of £5,000 per applicant
is available for projects or events in any
one financial year, subject to a valid energy
audit report. Groups can also apply for:
• 75 per cent of the cost of a professional
energy audit up to £1,000
• Either 20 per cent or 50 per cent towards
the cost of the installation projects or
energy efficient measures
• 50 per cent of the cost of community
events or training up to a maximum
of £2,500
Applications for practical projects to
replace existing equipment in buildings
such as gas boilers or standard double
glazing are unlikely to be offered more
than 20% towards the cost of the project.

exciting upcoming programme
Staff at Loughborough Town Hall have been putting
the finishing touches to the upcoming Summer and
Autumn programme of exciting shows for 2016.
Summer sees the return of LTH’s special Studio
season, creating a unique and intimate performance
space. Highlights include comedians Andrew Ryan
(Russell Howard’s Good News/Never Mind
The Buzzcocks) & Glenn Wool (Russell
Howard’s Good News/Live At the Comedy
Store), who are previewing their new shows
before heading up to this year’s Edinburgh
Fringe.
And we haven’t forgot about our younger
patrons, with the nostalgic classic The Hairy Maclary
and Friends Show bringing you all the tales from
Donaldson’s Dairy, perfect for all ages.

Council snaps up Little
Wolf for panto fun
A theatre company behind a trio of successful pantomimes at
Loughborough Town Hall has been signed up for another three
years. Little Wolf Entertainment has secured a new contract
with Charnwood Borough Council and returns with Cinderella in
November.
Last year’s production of Aladdin was seen by 29,000 people and
given a five-star rating by The Stage, one of the theatre world’s
most prestigious publications.
Councillor Hilary Fryer, Cabinet Member for Open Spaces and
Leisure, said: “We are delighted to be working with Little Wolf
Entertainment once again. Their shows are great family fun and
have been incredibly popular with people in Charnwood and
beyond. They are also written specifically for us and feature local
places and names which the audiences always enjoy.
“Throughout this process we have focused on making sure the
quality of our pantomimes remains very high and I am confident
that has been achieved. We’re already looking forward to the
panto season.”

Tackling issue of
empty homes
The Council recently held a consultation seeking views on a
proposal to charge a higher rate of council tax to owners of
properties which have been empty for two years or more.
Trading places
Market traders and Loughborough University lecturers swappped
as part of an innovative arts project. Traders from Loughborough
Market set up their stalls on the University campus before University
academics migrated to the market place to conduct their lectures
in the town centre.
The project, called ‘Market Lectures’, was developed by design
collective Something & Son in collaboration with Charnwood
Borough Council. It was part of Market Town, a series of
commissions, developed by the University’s Radar arts programme.
The idea for the project was established after Something & Son
explored the relationship between two of Loughborough’s key
features - its markets and the University. The designers are shaking
up the traditional patterns of trade and academic protocol to bring
two distinct locations together.
The seminars in Loughborough’s market place covered TS Eliot,
what makes a successful career and the history and science behind
the reasons we laugh.
As part of the commission, Something & Son designed a symbolic
structure which functioned as both a market stall and a small
lecture theatre.
A Charnwood Borough Council spokesman said: “Both the markets
and the university are well-known features of Loughborough and it
was great to see them working together on this fascinating project.
“Our markets already cater for a wide audience and this project
will help broaden that further. The traders and market customers
seemed to enjoy seeing the lectures take place and it just shows we
are willing to be innovative to help keep our markets fresh.”
Market Manager Michael Bird said: “I view this exchange project as a
marvellous example of partnership working between Loughborough
University and Charnwood Borough Council’s markets team which
showcased two very different, but equally valuable assets within
the town of Loughborough.”
This commission is part of the wider ‘Market Town’ project that
has taken place over the last year. Funding for the project has been
provided by the Arts Council, Charnwood Borough Council and
Love Loughborough. The project has been delivered in partnership
with Charnwood Arts.
Over 330 people completed the survey to share their
thoughts on a proposed 50 per cent increase in council tax
on empty properties.
The proposal aims to encourage property owners to get
these homes back into use and help tackle the national
housing shortage.
A spokesperson for the Council said: “The national housing
shortage is a serious problem and while we don’t have a
high number of empty properties in Charnwood, we’d like
to try to get as many as possible back into use.”
If the proposal went ahead, from April 2017 owners would
be liable for the new charge as soon as their properties had
been empty for two years. Existing Council Tax exemptions
would remain in place, such as if the property owner had
died.
There are around 700 privately-owned properties in
Charnwood which have been empty for six months or more.
The Council has recruited an Empty Homes Officer to
encourage property owners to get homes back into use. It
also offers a tenancy finder service to help property owners
find tenants.
As well as offering advice the Council can also offer
partnership grants to bring some properties back into use.
