Senior Manager, Generation Re: Decommissioning Plan Report Proposal Renewable Energy Plant 7 Leslie Street Toronto, Ontario Dear Ms. Yelles: Decommissioning Consulting Services Limited (DCS) has reviewed the conceptual design plan for the proposed renewable energy plant to be constmcted on the 7 Leslie Street property. As requested, we provide below the key measures which will need to be carried out in the future when it is necessary to decommission the facility. PROCEDURES FOR DISMANTLING OR DEMOLISHING THE FACILI’rY 1. Review of all applicable regulations, guidelines, standards, bylaws etc. applicable at the time of the proposed facility decommissioning to ensure all work is carried out in accordance with these requirements. 2. Completion of a Designated Substances Survey (DSS) and hazardous materials survey (or equivalent) to ensure all facility decommissioning bidders, contractors and ultimately demolition workers are advised of potential environmental/health hazards; if any. 3. Development and implementation of a plan to decontaminate any process equipment including engine generators, process piping, exhaust stacks, transformer cooling oil systems, etc. and dispose of collected wastes off site. 4. Permanent blanking off and removal of methane gas supply from Ashbridges Bay Treatment Plan to energy facility, beyond the property boundary. Disconnection and decommissioning of all above ground and below ground utilities unless specifically required for future use. 6. Removal of facility exhaust stacks, including removal of chimney lining material, in accordance with applicable regulations. 7. Demolition of renewable energy plant building in manner which minimizes dust migration and impact on sunounding lands and adjacent property users. Demolition procedures should optimize material for reuse and recycling and minimize waste generated. 8. If not required for future reuse, removal of building foundation pile caps, and upper portions of driven pile foundations to at least 1.5 m below proposed grade following decommissioning of the plant. RESTORATION OF LAND OR WATER NEGATIVELY AFFECTED BY FACILITY 1. Prior to facility decommissioning completion of a Phase I Environmental Site Assessment (ESA), Post Lease Environmental Audit or equivalent to identi& any potential areas of subsurface environmental impact within the site. 2. Completion of a subsurface environmental investigation (Phase II ESA), if required, to investigation and delineate any subsurface environmental impacts resulting from past operation of the facility. 3. Preparation and implementation of a soil and groundwater remediation plan. 4. Completion of environmental verification sampling and monitoring, by a qualified person (QP) as recognized by the MOE, or equivalent, to confirm site is satisfactorily remediated to applicable standards. PROCEDURES TO MANAGE EXCESS MATERIALS AND WASTE 1. Completion of an audit of the building materials and equipment present in the plant prior to decommissioning. 2. Identification of equipment/materials suitable for reuse and/or recycling. 3. Development and implementation of a reuse and recycling plan throughout the course of the facility decommissioning program. net 49943-1 Toronto Hydro Energy Services Inc. 23 December 2009 Page 3 4. Identification of waste materials to be generated during the decommissioning program and determination of suitable sites/facilities for the disposal of these wastes in accordance with applicable regulations, standards and guidelines.
