July 2012 Vol. 3 • Issue 4 Lucas Institute and Appraisal Institute Host Career Forum The Lucas Institute for Real Estate Development and Finance and the Florida Gulf Coast Chapter of the Appraisal Institute hosted a Career Forum on April 10, 2012. The Appraisal Institute hosts similar events around the state, but we are pleased that the only two such events held on a college campus have been here at FGCU. The Career Forum is an integral part of the Lucas Institute, which serves as the primary linkage between FGCU and the real estate industry. The Forum focused on careers in real estate valuation and consulting, but also addressed other opportunities in the real estate industry, as well as forecasts of the southwest Florida housing and commercial property markets. Lutgert Exchange • The Quarterly Newsletter of the Lutgert College of Business Page 1 From Dean the It is hard to believe that 2012-2013 marks a decade since the Lutgert College of Business (LCOB) was initially granted AACSB accreditation. As we move into summer 2012, I want to take this opportunity to thank everyone, past and present, for the effort put into moving the LCOB forward. The last academic year, AY 2011-2012 was an important one for us as it marked the year of our AACSB self-study. The draft report will be completed this summer, with the goal of having it reviewed and finalized by late October 2012. We hope to have the chair of our accreditation committee come to our campus in late September or early October 2012 for a preliminary visit and discussions with faculty and the LCOB leadership. Unlike the initial accreditation visit, AACSB reaffirmation focuses on continuous improvement. Therefore, an overriding focus of the February 2013 visit will be the extent to which we have, in relation to the various standards, been able to improve our operations over the last ten years. Ahead of the site visit, the Team therefore starts by reviewing our last self-study report, our intermediate/annual reports and our latest self-study report. Our goal will be to demonstrate that we have, over time, systematically monitored and improved our processes or introduced new process where applicable. As we develop plans for the upcoming academic year, 2012-2013, it is important to remember that those will also be included in the review process. Over the last few years, the level of state funding has being steadily declining. The University has moved from being state supported (more than 50% funding received directly from the state) to being state assisted (a majority of the funding derived from student tuition). This continues to place tremendous pressure on how we conduct business. In this environment faculty and administrators are expected to continue to improve processes and services to students with fewer resources. Given the scope of risks associated with dwindling resources and the need for continuous improvement, colleges of business must monitor the changing landscape, assess emerging risks, and determine the tools and approaches required to remain relevant and effective. A key element of this is that leadership must address emerging risks rather than rest on the college’s laurels and believe that the college is owed resources simply because of its successes. In the context of today’s economic environment risk management is not a mere academic pursuit and must be connected to strategic decision making and timely action. Risk assessment requires an evaluation of the core enterprise. For the LCOB this means making timely identification of the key factors related to continuous improvement: • What are we really about – that is, what is our core business; • Attention to process orientation – what are we doing and how best should we do it and measure and control quality; and • How best can we fund the core business of the College in the face of declining support from the State? During the coming year, it is my intention to engage our stakeholders, internal and external, in a conversation centered around the notion of continuous improvement and the development of strategies for preserving and growing what we do best. This, no doubt, will involve questions about every facet of our operation. It will require us to explore questions related to what we are doing or ought to be doing, and how best to fund the initiatives we seek to undertake. These are indeed extraordinary times. The decisions we make in the next twelve months will help shape to LCOB for the next ten years. I am confident that we are up to the task. Together we can write the history of the LCOB’s next ten years that will be as bright as the last fifteen years. During the spring semester, Florida Gulf Coast University’s Lutgert College of Business recognized these outstanding scholars by inviting them to join. A tapping ceremony was conducted in business classes. Seventy one undergraduate and graduate students were honored and recognized during their classes and presented with an official letter of invitation. Dr. Hudson Rogers, Dean of the College of Business and Dr. Ronald L. Coccari, Chapter Advisor took part in these tapping ceremonies. Founded in 1913, Beta Gamma Sigma is an international honor society that provides the highest recognition to business students anywhere in the world. In order to qualify, a business school must be accredited by AACSB International (The Association to Advance Collegiate Schools of Business). The Lutgert College of Business Administration at FGCU is accredited by AACSB and is part of an elite group of schools (only 22% of the business schools in the U.S.) to receive this certification. During the special live taping of the STOSSEL show Eagles for Liberty President Stephanie Cifuentes appeared on live TV questioning the panel of guest speakers on the effects of the “entitlement mentality” on freedom. Eagles for Liberty were the largest contingent of any LCOB Faculty and Students at Students for Liberty Conference over the world to discuss the ideas of freedom, liberty and free markets. Students also had the opportunity to speak with representatives from national proliberty organizations that had exhibits at the conference. The knowledge and friendships gained from attending the International Students For Liberty Conference will assist students as they continue to pursue their passion for liberty. FGCU student Stephanie Cifuentes Research You Can Use Faculty scholarship is critical to the LCOB’s mission and strategic plan. In this column, recent faculty research that may be of interest or use to readers is summarized. This month, Dr. Carrie Kerekes summarizes the research for which she won the 2011-2012 Lutgert College of Business’ Best Paper Award. For more than two hundred years, individuals have pondered the question of why some countries are rich while others are poor. Research and interest in economic development has dramatically increased over the past several decades. Explanations for poverty range from factors such as geography and climate to culture and attitudes. Solutions to eradicate poverty are likewise on opposite ends of the spectrum. While some economists view free markets and institutions that secure property rights as fundamental for growth; others advocate government intervention and increases in foreign aid. Dr. Kerekes’ current research examines the role of institutions in economic development, with an emphasis on private property rights. She recently published a paper, “Securing Private Property: Formal versus Informal Institutions”, in the Journal of Law and Economics (August 2011, Vol. 52, No. 2) with coauthor Claudia Williamson of New York University. Their paper examines how secure property rights are achieved using advanced statistical methods that establish causality. The paper distinguishes between formal and informal mechanisms that secure private property. Formal mechaDr. Carrie Kerekes nisms include government rules and methods of enforcement, such as constitutions and public courts. Informal mechanisms capture privately devised constraints that secure property, such as norms, attitudes, and beliefs. Kerekes and Williamson find that once both measures are included in the analysis, the impact of formal constraints is greatly diminished, while informal constraints are highly significant. This paper is an important contribution because current development policies focus on formal institutions to promote growth, while this research suggests that informal mechanisms may be more important.
