Eng. Sherif Ismail
The Prime Minister
 Engineer Ismail was appointed Minister of Petroleum and Minerals Resources under
the interim cabinet led by H.E. Hazem Al Beblawi.
 H.E. Sherif Ismail is an engineer by training. He began his career as an Engineer at
Mobil.
 He then worked for Enppi for several years until he assumed the position of General
Manager for Technical Affairs and became a member of the board of directors.
 He held different managerial posts at the different state-run petrochemical and natural
gas firms. He served as the executive deputy chairman and then chairman of the
Egyptian holding company for petrochemicals (ECHEM), which was established in
2002. Next he was named chairman of the Egyptian natural gas holding company
(EGAS).
 Ismail served as Managing Director before becoming the Chairman of the state-owned
Ganoub El-Wadi Petroleum Holding Company which manages exploration and
production concessions, establishes joint ventures with private companies and
constructs oil infrastructure.
 H.E. Sherief Ismail holds a Bachelors of Engineering in Mechanics from Ain Shams
University.
Dr. Ahmed Zaki Badr

H.E. Ashraf El Araby
Minister of Planning and Administrative Reform





Ashraf El-Araby was first appointed planning minister in the Hisham Kandil government
in August 2012.
He was reappointed for the same post in the Hazem El-Beblawi government in July 2013.
As part of Mahlab‟s government, El-Araby took part in preparing a mid-term economic
development plan for the country which was unveiled at the Economic Development
Conference in Sharm El-Sheikh in March.
Under El-Araby, the ministry prepared a plan to reform Egypt‟s public administration.
The ministry also drafted new civil service law which was passed by President El-Sisi in
March 2015.
The new minister will lead negotiations with public employees on the yet-to-bedetermined bylaws of the legislation. He will also oversee the implementation of the
government‟s economic vision and plans for administrative reform.
H.E. Ahmed El Zend
Minister of Justice


Ahmed El-Zend, 69, was appointed justice minister in May 2015, replacing former justice
minister Mahfouz Saber.
El-Zend has been the head of the powerful Judges Club since 2009. He is a harsh critic of
the Brotherhood. As head of the Judges Club he was a key player in leading the judiciary
in its confrontation with Morsi and Islamist parties in 2013 over proposed changes to the
judicial powers law.


El Zend worked for several years in the United Arab Emirates as the head of the Sharia
Courts in Ras al-Khaima and then as a legal adviser to the Crown Prince.
He was born in Tanta and received degree in Islamic law then became a public prosecutor
shortly after.
Dr. Essam Fayed
Minister of Agriculture
 Fayed serves as a microbiology professor at Ain Shams University.
 The new minister will attempt to implement President El-Sisi‟s “one million feddans” land
reclamation project
H.E. Dr. Hani Qadri Demian
Minister of Finance







Demian was appointed as finance minister in Mahlab‟s cabinet during Adly Mansour‟s
tenure as interim president.
Since February 2014, Dimian has undertaken politically sensitive measures such as raising
fuel prices, seeking to reduce Egypt‟s deficit.
Prior to his appointment, he served as Deputy Finance Minister from October 2012 - April
2013.
In 2008, he was appointed as the Chairman of Deputies for the IMF's International
Monetary and Financial Committee (IMFC). He was the IMFC's deputy at a G20 summit
and chaired the IMFC communique drafting sessions. He has been a key Egyptian
negotiator with the International Monetary Fund (IMF)

Gen. Mohamed El Assar
Minister of State for Military Production


General El Assar is a Member of the Supreme Council of Armed Forces (SCAF).
He Served as Assistant to the Defense Minister for Military Armaments and as Chief of the
Egyptian Procurement Authority.
 Headed a delegation to the United States tasked with discussing strategic relations, 2011.
 He participated in three wars; 1967, 1973 and the Kuwait war in 1991.
General El Assar graduated from the Military Technical College with a Doctorate Degree in
Engineering.
H.E. Mohamed Mukhtar Gomaa
Minister of Religious Endowments
 H.E. Mohamed Mokhtar Gomaa was first appointed minister of religious endowments in
2014 by then-interim president Adly Mansour.
 Gomaa was dean of the Faculty of Islamic Studies at Al-Azhar University and a member
Al-Azhar's Senior Clerical Institute.
 He was born in 1939 in the governorate of Qalioubiya. He earned a degree in Arabic
Studies in 1965 before earning a master's degree and a doctorate.
 Gomaa worked at several newspapers as an Arabic proof-reader and has been a member of
the Journalists Syndicate since 1972.
 He is also the author of several books on religion.
H.E. Dr. Mohamed Shaker
Minister of Electricity and Renewable Energy


Mohamed Shaker was appointed in March 2014 by former Prime Minister Ibrahim
Mahlab.
Served as Chairman, Shaker Group - A consultancy and Engineering firm specialized in
electricity projects. The firm has more than 600 employees and has branches in several




Arab countries. Shaker Group is currently working on designing and constructing the
power generation plant for the third phase of Cairo's Metro project
Shaker has an extensive consultancy experience dated back to 1982 and is now considered
an expert in the electricity field within the Middle East

Captain Mohamed Hossam Kamel was appointed Minister of Civil Aviation in 2014 by

Holding Company
He had also served as Vice Chairman of the EgyptAir holding company and has been with
the company for over 30 years.
Captain Kamal headed EgyptAir's Investment Plan Committee which contributed to
several developments and cost reduction initiatives and well as the Branding
Committee behind EgyptAir's new image and upgrade of its customer service
Captain Kamal is an active B777 pilot, trainer & examiner with an experience of over
13,000 flying hours











H.E. El Madbouli became minister of housing in 2014 succeeding Ibrahim Mahlab after

 Sedki Sobhi became Egypt's defense minister in March 2014.
 Prior to that, he was promoted to a lieutenant-general rank by interim president Adly
Mansour in 2014, a rank traditionally reserved for defense ministers.
 Sobhi graduated from Egypt's Military Academy in 1976.
 He moved up the ranks and held a number of senior posts, finishing as commander of
Egypt‟s Third Army, which is responsible for Suez and South Sinai, before becoming
Minister of Defense.
 As defense minister, he heads the Supreme Council of the Armed Forces
Tarek El-Molla
Minister of Petroleum
 El-Molla, served as Chairman of the state-owned Egyptian General Petroleum Corporation
(EGPC) since 2013

Minister of State for Antiquities






El-Damaty was appointed minister of antiquities in June 2014 by former Prime Minister
Ibrahim Mahlab.
Prior to his appointment, he served as head of the Department of Antiquities at Ain Shams
University
He served as deputy secretary at the Egyptian Museum from 1981 to 1987, and secretary
of the Museum of the Faculty of Antiquities, Cairo University from 1988 to 1996.
He has also sat on the board of directors of several cultural, scientific and archaeological
institutions in Egypt.
El-Damaty received the Order of Knight from Italy's president in 2004.
Mamdouh El-Damaty received his Bachelor‟s and Master‟s in ancient Egyptian antiquities
from Cairo University, and a PhD in ancient Egyptian antiquities from Trier University,
Germany.
H.E. Ashraf Salman
Minister of Investment





Salman was appointed Minister of Investment in June 2014
He was the co-founder and co-CEO of Cairo Financial Holding (CFH).
He was the Head of Corporate Finance & Investment Banking in Arab African
International Bank (AAIB).
Prior joining AAIB, his experience included 7 years of financial market exposure, local
and international, being part of the Strategic Securities Group (SSG) as Managing
Director, Board Member and Executive Committee Member heading the investment
division.
He pursued numerous major investment banking transactions and he has been exposed to
more than 200 restructuring and valuations for public companies.



He is an MBA holder from Birmingham University, Alabama, USA, and a Lead Assessor
granted by SGS Yarsely, United Kingdom.
He acquires a wide experience in soliciting financial restructuring deals.
He has accumulated 15 years of banking experience.
H.E. Magdi Abdel Ghaffar
Minister of Interior








Magdi Abdel-Ghaffar was appointed by former Prime Minister Ibrahim Mahlab in March
to replace Mohamed Ibrahim.
Abdel-Ghaffar was the first person to head the National Security Apparatus, which was
established after the dissolution of the State Security Apparatus in the aftermath of the
2011 revolution.
He left the job after reaching the legal age of retirement in July 2011.
Abdel-Ghaffar has previously said that the regime of long-term autocrat Hosni Mubarak
committed "violations" against Egyptians. He has also said that the National Security
Apparatus, is one of the 2011 revolution‟s gains, and that it will always work for the
service of the people.
Abdel-Ghaffar was born in 1952 in the governorate of Menoufiya.
After earning his degree from the Police Academy in 1974, Abdel-Ghaffar joined the State
Security Apparatus.
One of the main challenges which are facing his ministry is Egypt‟s ongoing battle with
Islamist militants in North Sinai and other parts of the country.
The ministry has also faced internal dissent recently, with lower-ranking policemen
holding protests in some governorates in August, demanding various changes to pay and
conditions. The government has promised to meet their demands.
