Page 1 of 6 Guidelines for Applicants (Registered Training Organisations) requesting CITB Funding S u p p o r t t o d e l i ve r t r a i n i n g d u r i n g 2 0 1 6 - 2 0 1 7 Ab o u t t h e C o n s t r u c t i o n I n d u s t r y T r a i n i n g B o a r d The Construction Industry Training Board (CITB) was established in September 1993 under the SA Construction Industry Training Fund (CITF) Act, 1993. Under the Act, the CITB collects and manages a levy of 0.25% of the value of any building and construction work over the value of $15,000 undertaken in South Australia. The CITB’s responsibilities under the Act include: The management and administration of the Construction Industry Training Fund. The provision of advice to the Ministers on training related matters for the industry in South Australia and the Commonwealth. The preparation of an Annual Training Plan. The co-ordination, review and evaluation of employment related training programs. Support for appropriate training programs in the building and construction industry. Research into the training and personnel needs of the building and construction industry. In carrying out its functions, the CITB provides funding support for structured training of new entrants and for construction workers. Lodgement of Application: There are three forms that Registered Training Organisations (RTOs) are required to complete: Form A requests the details of the RTO applying for support funding from the CITB. Form B need only to be completed where brokering sub-contracting arrangements are to be established. This form is to be completed and signed by both the organisation applying for support funding and the brokered organisation. Form C requests updated details of all new courses to be funded and included in the training scope. Supporting documentation including copies of Accreditation and Registration approvals from a State Recognition Authority are required in hard copy and are critical for the application to be considered. Registered Training Organisations not previously endorsed by the CITB must submit their application together with completing ALL requirements in the “Application Criteria for Registered Training Organisations (RTO) not currently or previously endorsed by CITB”, which includes a capability statement or profile, detailing and demonstrating a history and scope of training delivery in South Australia relevant to the construction industry. In all cases, the Training Provider must be a CITB endorsed Registered Training Organisation (RTO) Brokering When the Training Provider is delivering training indirectly as a broker by engaging another organisation to deliver the training service. Form B of the application kit is required for such arrangements Training (course) For the purposes of this document, the term “service” will mean a structured training course or specific training outcome. Each course (or service) has a Service ID Activity The particular instance of a Service, a specific instance of a training course or a training outcome that is conducted Support materials To include a curriculum or course outline as well as learning resources C o n st r u c t i o n W o r k e r P r o g r a m The objective of the Construction Worker program is to raise the skill level in the construction industry workforce by engaging eligible individuals in structured training and skill development activities. In doing so, the CITB facilitates training opportunities for existing eligible persons and ensures that CITB funded training meets quality standards and the outcomes required by industry. F u n d i n g M e c h an i s m s u n d e r t h e C o n s t ru c t i o n W o r k e r P r o g r a m The particular funding mechanism that operates will be determined by the Board. For the Financial Year 2016-2017, the Board will apply the Construction Worker Funding Model to all support funding allocations. Pl a n t O p e ra ti on s Fu n di ng The CITB has established a range of arrangements to fund training and assessment for plant operations. However the CITB funding allocation will be determined by the Construction Worker Funding model. These arrangements entail: Funding to Training Providers who are engaged to train plant operations. Funding for the plant assessment of eligible individuals by approved Training Providers. Funding of eligible persons for training that leads to the attainment of a load shifting licence or “ticket”. The selection criteria for Training Providers will depend upon the particular outcome to be achieved. Eligibility to receive funding for plant operations will also be more stringent than for other training activities. For certain plant operations outcomes, Training Providers will be required to have recognised third party accredited quality assurance systems in place. The broad definition of an “Eligible Person” is: “Any person normally resident in South Australia who can be reasonably expected to be employed in any of the segments of the SA construction industry as detailed in Schedule 1 of the SA CITF Act 1993, or any other person approved on special application to the CEO of the CITB”. More stringent criteria may apply depending on the type of training to be funded. For example, eligibility for funding for plant operations will be more stringent. The CITB will only make support funding available for the training of Eligible Persons and not for any other participants that may be included in a course. It will be the responsibility of each provider to ensure that the individuals for whom a claim is made are Eligible Persons as defined and have a current CITB ID prior to enrolment in a CITB support funded course. Individuals may apply for, or refresh eligibility by visiting the CITB web site and selecting the “Training Card Apply” or Training Card Renew links. C o n d i t io n s f o r F u n d in g Support Funding Allocations may be varied by applying in writing, to the Manager Training Policy and Programs. Variations to existing “allocations” can be accepted until 31 May in that financial year. New courses cannot be added to an “allocation” after 31 March in any financial year. Support Funding Allocations will only be made available to CITB approved Registered Training Organisation. T e rm o f f u n d i n g a l l o c a t i o n The term will be 1 July 2016 to 30 June 2017. Support Funding will be made available for people who complete the training during the financial year. E l i g i b i li t y f o r f u n d i n g The CITB will only make support funding available for persons who are eligible for funding and present the Training Provider with a valid CITB Training Card. Approv ed T raining Activities Each Training Provider that registers to deliver training must submit details of the service/course to be provided in the application, including the learning outcomes and nominal duration. The CITB will assess the applicant’s capacity to deliver the training against approved selection criteria established by the Board. Responsibility for final approval for course endorsement rests with the Board of the CITB in its absolute discretion. Courses that the Training Provider has been approved to deliver will appear on the Funding Allocation and RTO TALAS Dashboard. Approved courses will be given a Service ID. Ac t i v i t i e s N o t E l i g i b l e f o r S u p p o r t F u n d i n g The following are not eligible to receive CITB funding support. any program or course that attracts HECS-HELP. any courses and programs that are supported by public funds and where there is no contract of training (eg Work Ready) any training program developed exclusively for a particular enterprise where such training is not generally available to the industry as a whole Page 4 of 6 any training delivered by an enterprise (as a training provider) to its own employees any program of less than two hours duration L e v el o f S u p p o rt F u n d i n g The CITB will establish an amount to be available for each “place” for each eligible person who successfully achieves the prescribed outcomes of the training course. Support funding will be released to the Training Provider, upon the presentation of a valid “PCRN” (Participant Course Registration Number). The support funding made available by the CITB will be a contribution towards the cost of the training. Completed PCRNs must be submitted and forwarded to the CITB within 90 days of the completion of the activity. R e g i o n a l d el iv e r y An additional loading will be provided for training delivered in regional areas. The amount will depend on the region. P r o m o t io n The Training Provider is expected to market the courses to eligible persons. All advertising for the courses must acknowledge the contribution of the CITB. R e c o rd k e e pi n g Training Providers will be required to maintain records of participants. This includes enrolment forms, claim forms for payment, course participant evaluation forms and other details of the participant. Training Providers must be cognisant of CITB information requirements as well as privacy requirements under the Privacy Act. Support Funding for training activities may be withheld if information required by the CITB is not forthcoming on request or incomplete. M o n it o r i n g The CITB will monitor and evaluate the quality of the training that it funds. Training Providers are expected to cooperate in this monitoring and evaluation process by assessing course evaluation forms that are completed by course participants, conducting surveys of participants and their respective organisations. Successful Applicants will be required to cooperate with requests for information from the CITB and must allow the CITB to peruse training resources and facilities, if required. Priv acy The Board collects such information required to perform its functions under the Act. The Board collects information about the Training Provider, the location of the training, the type of training that is provided and the individuals to whom the training is delivered. The Board uses this information to: evaluate the suitability of Training Provider applications determine the eligibility of individuals for whom funding is being sought determine the amounts to be made available by the CITB for the training course assess any additional funding for identified groups of individuals Page 5 of 6 evaluate program effectiveness develop participant profiles (for improved targeting of services) assess expenditure against outcomes Service Providers must ensure that the participants consent to provide such information to the CITB. The information will only be used by the Board or by research organisations engaged by the CITB that have the appropriate security arrangements. CITB may not make a payment for courses if such information is not provided. Ac c e s s t o P r e m i s e s a n d i n f o r m a t i o n Applicants must agree to make their premises or training location available for inspection by the CITB, its employees, servants or agents. Notice will be given in writing one week prior to an inspection taking place. To ensure that the CITB only funds structured training programs, applicants must make available for inspection by CITB officers the resources that support the delivery of the Services. S u s p e n s i o n o r T e r m i n a t i o n o f S u p p o r t F u n d i n g Al l o c a t i o n Future or continued support funding may be withheld by the CITB if: the Training provider fails to deliver the course in the time specified. there is a breach of any requirements of the Quality Assurance Body (ASQA), including AQTF and the Training Provider fails to remedy such breach within 30 days of being notified of such a breach. the Training Provider assigns or sub-contracts part or the whole of its rights to another party without the prior written consent of the CITB or the Chief Executive Officer as the delegate of the CITB where consent is at the absolute discretion of the CITB and, where given, may be given conditionally. the contractor becomes bankrupt or goes into liquidation. S e l e c t i o n C r i t e ri a The selection criteria to be used in the evaluation of Training Provider applications are outlined in the CITB Policy Statement. Responsibility for final approval for funding rests with the Board of the CITB in its absolute discretion. In all cases, the Training Provider must maintain an appropriate listing as an RTO. In all cases, the Training Provider must have a registered Australian Business Number (ABN). S e r v i c e s r e l at e d t o o u t co m e s i n t h e N a t i o n a l T r ai n i n g P a c k a g e s In all cases, where the service is within the scope of a National Training Package, a Registered Training Provider with the appropriate scope must deliver the service. This applies whether the Training Provider is delivering the service or whether the Training Provider is acting as a broker for the service, in which case the broker must ensure that the service is delivered by a Registered Training Organisation with the appropriate scope of registration. In all cases, the Training Provider with whom the CITB has engaged, must demonstrate that they have the right or authority to use the course and that appropriate support materials will be used. The CITB may inspect such resources as part of the selection process. Page 6 of 6 In cases where the Training Provider acts as a broker of the Training, the Training Provider must provide to the CITB Form B, signed and completed by both parties. Form B is accepted by the CITB as a memorandum of understanding with the brokered organisation and must be forwarded to the CITB as part of the selection process. S e r v i c e s t h a t a r e n o t p a rt o f a N at i o n a l T r a i n i n g P a c k a g e Two possibilities arise: accredited courses non-accredited courses Ac c r e d i t e d c o u r s e s Where the course is accredited, the CITB will determine whether the course is relevant and appropriate to the needs of the construction industry. If so, the course must be delivered by an RTO with the necessary scope. This applies whether the Training Provider is delivering the training directly or where the Training Provider acts as a broker, in which case the broker is required to ensure that the service is delivered by an RTO with the necessary scope of registration. In all cases, the Training Provider must demonstrate that appropriate support materials will be used for the service. In all cases when the courses are delivered by a broker, Form B must be signed and completed by both parties. This form will be accepted by the CITB as a memorandum of understanding between the Training Provider and the brokered organisation. Form B must be forwarded to the CITB as part of the selection process. N o n - a c c r e d it e d co u r s e Where the training does not relate to an accredited course, the CITB will determine whether the course is relevant and appropriate to the needs of the industry. If so, the Training Provider must ensure that appropriate support materials will be used.
