POSITION: REVISED DATE: DEPARTMENT: REPORTS TO: CLASSIFICATION: Lineman (Union) 04/21/2015 Operations Working Foreman/Lead Lineman Full-time (Hourly, Non-exempt) POSITION PURPOSE: 1. Supervises Apprentices, Operators and Groundmen in all types of construction, maintenance, trouble shooting, and retirement of PVREA facilities, with or without reasonable accommodation. 2. Works energized and de-energized lines. 3. Assists the Lead Lineman in all areas, including construction, paperwork and scheduling. ESSENTIAL JOB FUNCTIONS: 1. Directs the Apprentice Linemen in providing plans for work schedules that will utilize personnel, materials and transportation in a safe and efficient manner. 2. Assists in the safety program and in maintaining adherence to accepted safety practices. 3. Responsible for ensuring that all work under his or her supervision is performed in a proper and safe manner. 4. Has knowledge of appropriate tools and equipment used in the construction, operation and maintenance of the electric system and plans for the timely upgrading of same. 5. Coordinates with the Warehouseman the acquisition and disposition of materials used for construction, operation and maintenance of the electric system. 6. Directly responsible for the safety of Apprentice Linemen, Equipment Operators, and Groundmen. Makes sure that these employees wear the proper clothing (shirts, gloves, boots, etc.), and use eye and ear protection at all times. 7. Frequently constructs underground and overhead transmission and distribution lines, including digging pole and anchor holes, framing poles, setting poles and anchors, stringing, sagging, armor rodding, installing down guys, connecting conductors and installing pad mount gear. Does related new construction tasks on energized and deenergized lines. 8. Maintains, on a daily basis, the underground and overhead distribution and transmission electric system by replacing damaged transformers, breakers, regulators, conductors, insulators, meter loops, and poles. Switches gear and related equipment on energized and de-energized lines. 9. Frequently performs various duties related to customer service including service changes, troubleshooting service outages, conducting voltage tests and completing outage reports. 10. Maintains an attitude that will promote harmony among the employees, consumers and the general public. 11. Assists in the emergency restoration of facilities during storms or general outages. 12. Works in accordance with safety rules and company policies as adopted by Poudre Valley REA. Is responsible for his or her own safety and reports all accidents in accordance with company policy. 13. All PVREA employees are expected to support the strategic goals of the organization in accordance with the Associations’ Strategic Plan. 14. Regular and predictable attendance is an essential function of the position. 15. Performs other duties within his or her capabilities as directed by his or her supervisors. MATERIALS AND EQUIPMENT USED: All types of line maintenance and construction equipment and vehicles. Electrical test equipment including volt meters, amp meters, etc. May use general office and communication equipment including digital computers. OTHER DUTIES AND RESPONSIBILITIES: Must be able to work with all departments of the Association as well as with outside contractors, power suppliers, other utilities, and consumers. Must be available for on-call duty when required. JOB QUALIFICATIONS: 1. Knowledge, skill and abilities needed: Must have knowledge of the electric system and its operation. Must be familiar with all phases of line construction and maintenance and have the ability to supervise others in that area. Must be able to work with others to provide an efficient and cooperative work environment. 2. Education and/or formal training needed: High school education or GED and additional electrical courses; current first-aid and CPR certificates; and a valid Colorado commercial driver's license. 3. Experience needed: Minimum five years as lineman (having completed the apprentice lineman program and working at least one year as a Journeyman Lineman), and demonstrated leadership ability. 4. Physical: Upon receipt of a job offer, candidate must pass a physical examination (which may include a WorkStep physical) that verifies there is no physical reason that he or she cannot perform the essential functions of the job under the working conditions described. 5. Drug/Alcohol: A drug/alcohol test is administered to all job offer recipients, as well as a background test. MENTAL AND PHYSICAL DEMANDS: 1. Must meet essential functions of the position including, the requirements of the WorkStep physical. 2. This employee must be able to work well with the public, Association members, and other Association employees. He/she needs to be able to remember what was done and schedule and prioritize future work, stay alert even when the work is repetitious, and work well with detail. He/she must be able to learn new procedures and equipment, and demonstrate flexibility in all areas. The job may occasionally require ingenuity, problem solving, analytic ability, auditory discrimination, writing ability and imagination. This job can be stressful at times; however, composer must be maintained at all times with consumers and co-workers. 3. This employee spends approximately 40% of the day walking, 30% of the day in a vehicle and 30% of the day sitting while operating a vehicle (percentages will vary depending on the work to be accomplished). Carrying up to 100 pounds is done occasionally when moving equipment from truck to work site, when doing pole work, or moving a transformer. It may be necessary to push and pull approximately 150 pounds. 4. He/she operates all types of line construction equipment such as aerial basket trucks, digger trucks, and other heavy equipment, which require awareness, alertness and physical dexterity. Climbing poles or ladders, using feet, legs, hands and arms is done frequently. 5. Hills must be climbed, streams crossed (with or without a bridge), and fences gone over or under. These obstacles require climbing, balancing, stooping, kneeling, crouching, crawling and reaching. 6. Talking in order to exchange ideas over a two-way radio and to communicate with other employees in the office is done frequently. This employee is constantly required to hear radio transmissions. S/He must also be able to hear faint arcing sounds or transformer humming to quickly determine how something is working. 7. Due to possible danger in this employee's job, it is extremely important that he/she always be alert, precise and patient. He/she must also have ingenuity, problem-solving abilities, spatial perception, speaking ability, memory, creativity, concentration, judgment, initiative, reasoning, imagination and visual discrimination. WORKING CONDITIONS: This employee spends about 75% of his/her time outdoors in all kinds of weather. He/she must be able to tolerate direct sun, cold winds and other types of inclement weather.
