There was also an update on IAS’s involvement in social media. Three motions were presented to the board on the above subjects. Patrick McCarren, (IAS Executive Director) presented to the board highlights of the recent survey done of 2,000 IAS members. 2015 Survey Results.pptx Action Item: Survey of student members to follow Patrick McCarren/Dave Durocher – Update on Rooks Fund (IEEE Foundation). There will be a new fund established. The IEEE Foundation will contact all donors to the old fund and will transfer money to the new fund if the donors agree. See motion for details. Blake Lloyd, (Past President, Chair of Nominations Committee) discussed term limits of sitting department chairs and there was discussion of whether IAS should continue to enforce a 2/3 majority vote for department and committee chairs that are up for re-election/appointment. The board discussed the pros and cons of having term limits and if there is a need to have an additional mechanism in place to have board members that are not performing removed from the board. This discussion resulted in a series of motions from the Nominations committee for approval of board members for the 2016 board and for candidates to be placed on the ballot for the 2015 society election. The board declined the offer. Massimo Mitolo (Treasurer) gave the society financial report and spoke about the 2016 budget. Department and committee budgets are due to the Executive office the first week of June and will be presented to TAB in July of 2015. Background: The IAS was a technical co-sponsor of this meeting in 2013, and a Board meeting was held in conjunction with this student conference. The sole financial sponsor is the Universidad de los Andes – Student Branch. The Colombia Section is also a technical co-sponsor. The standard IAS 20% paper limit on the number of papers eligible for review will be included in the MOU. Voted Electronically – passed April 2015 Oertli/ECC seconded by John Kay Motion The ECC motions the IAS Board to allow us to subcontract the active management of all IAS social media accounts for one (1) year. Costs are not to exceed $2,500/month, or $30,000 total. Background In September of 2012, the ECC began IAS’s social media outreach by creating accounts with the leading social media outlets. Since then, our social media presence has grown to over 7,000 followers. The ECC team is at a breaking point, where we feel that in order to properly engage the Millennial generation, more time and effort is required on a daily basis than is possible from a volunteer opportunity. The most successful organizations are able to deliver meaningful and relevant content to their followers multiple times per day, engage in discussions, and actively manage their digital presence. Tim’s efforts early on allowed IAS to test-drive the EventMobi platform. This reimbursement reflects what future reimbursements would be like. This program will be in effect for three years starting June 1, 2015. Conditions: • Must seek approval from IAS ECC Chair before making the purchase • Only one (1) year will be reimbursed at a time, unless approved otherwise • App development, implementation and management will be the responsibility of the conference Background A number of IAS conferences are now using mobile apps in addition to printed directories. However, some of IAS’s financially co-sponsored conferences do not have adequate finances to budget for the technology. Allowing these conferences to recoup these costs will proliferate this useful technology and also incentivize the standardization of a single mobile app platform (EventMobi). Passed unanimously 28 Halpin/Zucker Student Grant Committee Chair, Seconded by Blake Lloyd Motion: Modify the financial details of the Myron Zucker Student Travel Grant program for the IAS Annual Meeting to the following: For students selected in Regions 1-7, the maximum reimbursements shall be $300 for travel expenses. Expenses for up to five nights (2 person shared occupancy) and one student conference registration shall also be reimbursed. For students selected in Regions 8-10, the maximum reimbursements shall be $800 for travel expenses. Expenses for up to five nights (2 person shared occupancy) and one student conference registration shall also be reimbursed. In addition, there shall be no requirement that an awardee be an IEEE-IAS student member. In the event that the IAS Annual Meeting is held outside Regions 1-7, all student reimbursements shall be in accordance with the rules for Regions 8-10. Background—This is a minor modification to the existing reimbursement policy for the Zucker Travel Grant program at the Annual Meeting to reflect the fact that travel within Regions 1-7 is much less expensive that travel into Regions 1-7 from Regions 8-10. These changes to the Zucker Travel Grant program also harmonize the reimbursement policies for all student travel programs at the Annual Meeting. The special issue shall include original material which appears only once in the archival literature. The publication of special issue on Fault Diagnosis in IAS Transactions is permitted at the discretion of the IAS Executive Board provided that all papers have undergone the standard peer review. This action is aligned with IEEE Policy 6.4-Multiple Publication of Original Technical Material in IEEE Periodicals. Background: Special issues are organized in partnership with IAS Transactions EiC and require IAS Executive Board approval. IAS rules require that papers be presented at an approved conference before they are eligible for review for publication. The IAS ‘presentation first’ policy applies ONLY to IAS Transactions and IAS Magazine. It does not apply to special issues or periodicals that we publish jointly with other IEEE Societies. A general call for papers will be issued to invite well-known authors to submit papers which will establish a new base of all papers. This action might actually bring new people into the IAS fold. The Publications Department could consider publishing two issues of the Transactions in one production cycle, a regular issue plus the special issue. A variation on this is to issue one physical issue which is divided into two parts; an up-front highlighted section of special issue papers and regular issue papers. This would work if the number of special issue papers is limited; say 10 to 15, so that the remainder of the issue could be used to fill out our page budget. 202 Kay/Process Industries Department This is a motion to seek a vote of approval by the IEEE IAS Board to establish a James A. Rooks Memorial Grant Program fund held by the IEEE Foundation that addresses the shortcomings and replaces the existing James A. Rooks Memorial Student Intern Program. The revised fund will include 1) An expanded scope beyond a maximum of $8,000 spend per year applied to 4 student interns working at paper mills and 2) Remove the language suggesting that the intent is to deplete the fund to zero. This revision will enable the IEEE IAS Pulp and Paper Industry Committee to expand the scope of student and youth initiatives associated with this resource. Background: The Rooks family has already reviewed this suggested revision and all current members/donors of the family are in support of this initiative as defined in the Delegation of Expenditure Authority Agreement (DOEA) draft by the IEEE Foundation . Since the Rooks family and the IEEE IAS are the most significant contributors to the existing fund, approval of this motion by the IAS Board will be followed by a letter from the IEE Foundation co-signed by Becky Rooks (representing the family) and the IEEE IAS Board designating support for this initiative. As required by New York State law, donor permission must be sought to modify the purpose and use of a restricted fund. Thus written permission will need to be sought from all 100+ of the past donors. The letter will be sent to all other past donors dating back to the inception of the account in January 2007, signaling the intent of the primary donors to modify the purpose and use of the existing fund and designate their respective past donations to be used as defined in the DOEA draft. The letter will confirm written support and encourage the balance of donors to consider the same. The intent is to establish and fund the revised James A. Rooks Memorial Grant Program account using proceeds, replacing the existing James A. Rooks Memorial Student Intern Program account. If, for instance, 80% of the historic donors of the existing account approve of this transfer, then 80% of the current balance in the existing account ($175,479 as of March 31, 2015) or $140,383 would be transferred to the new account. The PPIC would then be able to proceed to deplete the residual balance of the James A. Rooks Memorial Student Intern Program account in accordance with the original Delegation of Expenditure Authority Agreement (DOEA) and looking forward, use the new account based on a revised DOEA to expand the scope of student and youth activities in the name of their valued and remembered committee member, James A. Rooks. Below is the proposed text for the revised DOEA as authored by Ms. Karen Galuchie of the IEEE Foundation and reviewed/approved by Ms. Becky Rooks representing the Rooks family and Mr. David B. Durocher, President of the IEEE IAS, 2015-2016. This action is subject to final approval by the IEEE Technical Activities Board. Delegation of Expenditure Authority Agreement: IEEE James A. Rooks Memorial Fund of the IEEE Foundation (F#1087) The IEEE James A. Rooks Memorial Fund of the IEEE Foundation was established on 2 November 2007 as a way to memorialize James Rooks for his relentless compassion for young engineers combined with his dedications to the Pulp & Paper Industry Committee of the IEEE Industry Applications Society. The Fund, which is to be spent until deplete, supports grants (maximum value of $2,000 each) and certificates associated with the IEEE James A. Rooks Memorial Student Intern Program (Program). The Program provides up to four grants to selected student interns to attend the annual IEEE-Industry Applications Society (IAS) Pulp and Paper Industry Conference. Grants may be used to support the intern’s registration, travel and living expenses. To be eligible, student intern must be registered participants of the conference and must be employed by a company that is a participating member of the IEEE-IAS Pulp and Paper Industry Committee. As of the 31 December 2014, the balance in the fund is $172,523. The sizable balance is a result of: Robust fundraising efforts, which garnered more than $135,000 in charitable gifts Strong investment returns, which provided more than $52,000 in growth over the life of the Fund Minimal program support payout, with total payouts of $12,709 compared to the maximum possible payout across the seven year of $56,000.Proposed Modifications to IEEE James A. Rooks Memorial Fund of the IEEE Foundation (F#1087): It is proposed that to increase the impact of the IEEE James A. Rooks Memorial Fund of the IEEE Foundation (F#1087) the following modifications be approved by the PPIC, IAS, IEEE Foundation and the Rooks Family. 1. Fund Type: Change the intended length the Fund will be in existence from ‘spent until deplete to provide longterm support’. Increasing the planned for duration of the Fund will ensure the Fund is managed in accordance with IEEE Foundation held funds intended to last more than 10 years. For funds lasting 10+ years, program expenditure is generally up to 5% of the prior 3 year investment average balance. 2. Program Support: Broaden the purpose of the Fund beyond a single program known as the IEEE James A. Rooks Memorial Student Intern Program. In its place, the Fund could award an annual grant valued at up to 5% of the prior year fund balance to the Pulp and Paper Industry Committee (PPIC) of the IEEE Industry Applications Society. This change will empower PPIC to maximize the impact of the Fund and be responsive to changing needs, technology and industry dynamics in determining the best use of the grant which would be restricted to ‘encouraging participations of students and young professionals in the pulp and paper industry’. Possible uses for the grant, which would be known as the ‘James A. Rooks Memorial Grant’, include, but are not be limited to: a. Student and young professional travel support to enable attendance at the annual IEEE- Industry Applications Society (IAS) Pulp and Paper Industry Conference b. Scholarships for students pursuing a career in the pulp and paper industry c. Webinars about the pulp and paper industry for students and young professionals Process to Modify the Fund: When the IEEE Foundation and IAS established the IEEE James A. Rooks Memorial Fund of the IEEE Foundation (F#1087) and solicited the donations, the purpose was very specific and did not allow for modifications in future years. Under New York State law, donor permission must be sought to modify the purpose and use of a restricted fund. Thus written permission will need to be sought from all 100+ of the donors. The steps to obtain the required permission include: 1. IAS, the Rooks family and the IEEE Foundation all agreeing to the proposed modifications to the duration and use of the Fund 2. IEEE Foundation drafting and sending a letter to all the donors to the IEEE James A. Rooks Memorial Fund of the IEEE Foundation (F#1087) requesting approval to proposed modifications: a. If any donors decline or do not respond, their gift must be used as originally intended – to support the Internship program and spent until deplete as the fund was originally set up. b. In the letter, we will also explain and gain the donors agreement as to plans for what body within IEEE will be responsible for the annual grant in unlikely event that PPIC ceases to exist. Background: Courtesy Associates has been the conference management firm for the IAS Annual Meeting since 2001. The IEEE and Courtesy can begin negotiations on a contract. 204 Nelms, Meetings Department Motion to approve technical co-sponsorship of the 2016 IEEE Power and Energy Conference at Illinois to be held19-20 February 2016 in Champaign, IL USA pending approval of an MOU. Background: The IAS was a technical co-sponsor of this meeting in 2015. The sole financial sponsor is the University of Illinois Urbana-Champaign Joint PEL/PE/IA Student Chapter. Other technical co-sponsors are the Power & Energy Society, the Power Electronics Society, and the Central Illinois Section. Background: The budget has been reviewed and approved at it meets the IEEE 20% surplus requirement. The Southeastern Michigan Section and Southeastern Michigan Section PES/IA joint chapter will each provide a $1,000 loan. 208 Nelms, Meetings Department Motion to approve financial co-sponsorship of 17th International Power Electronics and Motion Control Conference and Exposition (PEMC 2016) to be held 18-21 September 2016 in Varna, Bulgaria pending approval of an MOU. Background: The IAS was a technical co-sponsor of this conference in 2014. The conference steering committee has submitted this request for financial co-sponsorship. The Industrial Electronics Society has agreed in principle to become a financial co-sponsor of the meeting. IAS Higher Grade members were surveyed using a self-administered, online questionnaire. Results: Satisfaction and likelihood to renew were very high. 2 6/17/2015 Key Findings Three-quarters of respondents were satisfied with their IEEE IAS membership while just 3% were not and 22% were neutral. Nearly all (85%) were likely to renew their membership. Respondents were most likely to join IAS to access IAS publications (selected by 72%). A majority also joined to access literature and for professional networking (58% and 54%, respectively). 3 6/17/2015 Key Findings Preferred discount rates at conferences, CEUs and PDHs, and participating in standards development were not commonly selected reasons; each was selected by 16% or less. –Satisfaction was measured using a 5-point scale in which 1 was the lowest possible score (Not At All Satisfied) and 5 was the highest possible score (Very Satisfied). 4 6/17/2015 Key Findings Nearly all respondents (93%) said that an important benefit of IAS was keeping members up-to-date on industry trends and technologies. Seven in ten said continuing education (71%) and networking (68%) were important. A majority was satisfied with each of these benefits. Respondents were most satisfied with how well IAS keeps them up-to-date with trends and technologies at 77% 5 6/17/2015 Activities 63% of respondents had participated in at least one of the seven activities listed in the survey. Rooks Memorial Grant Program Account This is a motion to seek a vote of approval by the IEEE IAS Board to establish a James A. Rooks Memorial Grant Program fund held by the IEEE Foundation that addresses the shortcomings and replaces the existing James A. Rooks Memorial Student Intern Program. The revised fund will include 1) An expanded scope beyond a maximum of $8,000 spend per year applied to 4 student interns working at paper mills and 2) Remove the language suggesting that the intent is to deplete the fund to zero. This revision will enable the IEEE IAS Pulp and Paper Industry Committee to expand the scope of student and youth initiatives associated with this resource. Background: The Rooks family has already reviewed this suggested revision and all current members/donors of the family are in support of this initiative as defined in the Delegation of Expenditure Authority Agreement (DOEA) draft by the IEEE Foundation . Since the Rooks family and the IEEE IAS are the most significant contributors to the existing fund, approval of this motion by the IAS Board will be followed by a letter from the IEE Foundation co-signed by Becky Rooks (representing the family) and the IEEE IAS Board designating support for this initiative. As required by New York State law, donor permission must be sought to modify the purpose and use of a restricted fund. Thus written permission will need to be sought from all 100+ of the past donors. The letter will be sent to all other past donors dating back to the inception of the account in January 2007, signaling the intent of the primary donors to modify the purpose and use of the existing fund and designate their respective past donations to be used as defined in the DOEA draft. The letter will confirm written support and encourage the balance of donors to consider the same. The intent is to establish and fund the revised James A. Rooks Memorial Grant Program account using proceeds, replacing the existing James A. Rooks Memorial Student Intern Program account. If, for instance, 80% of the historic donors of the existing account approve of this transfer, then 80% of the current balance in the existing account ($175,479 as of March 31, 2015) or $140,383 would be transferred to the new account. The PPIC would then be able to proceed to deplete the residual balance of the James A. Rooks Memorial Student Intern Program account in accordance with the original Delegation of Expenditure Authority Agreement (DOEA) and looking forward, use the new account based on a revised DOEA to expand the scope of student and youth activities in the name of their valued and remembered committee member, James A. Rooks. Below is the proposed text for the revised DOEA as authored by Ms. Karen Galuchie of the IEEE Foundation and reviewed/approved by Ms. Becky Rooks representing the Rooks family and Mr. David B. Durocher, President of the IEEE IAS, 2015-2016. This action is subject to final approval by the IEEE Technical Activities Board. Delegation of Expenditure Authority Agreement: IEEE James A. Rooks Memorial Fund of the IEEE Foundation (F#1087) The IEEE James A. Rooks Memorial Fund of the IEEE Foundation was established on 2 November 2007 as a way to memorialize James Rooks for his relentless compassion for young engineers combined with his dedications to the Pulp & Paper Industry Committee of the IEEE Industry Applications Society. The Fund, which is to be spent until deplete, supports grants (maximum value of $2,000 each) and certificates associated with the IEEE James A. Rooks Memorial Student Intern Program (Program). The Program provides up to four grants to selected student interns to attend the annual IEEE-Industry Applications Society (IAS) Pulp and Paper Industry Conference. Grants may be used to support the intern’s registration, travel and living expenses. To be eligible, student intern must be registered participants of the conference and must be employed by a company that is a participating member of the IEEE-IAS Pulp and Paper Industry Committee. As of the 31 December 2014, the balance in the fund is $172,523. The sizable balance is a result of: • • • Robust fundraising efforts, which garnered more than $135,000 in charitable gifts Strong investment returns, which provided more than $52,000 in growth over the life of the Fund Minimal program support payout, with total payouts of $12,709 compared to the maximum possible payout across the seven year of $56,000. Proposed Modifications to IEEE James A. Rooks Memorial Fund of the IEEE Foundation (F#1087): It is proposed that to increase the impact of the IEEE James A. Rooks Memorial Fund of the IEEE Foundation (F#1087) the following modifications be approved by the PPIC, IAS, IEEE Foundation and the Rooks Family. 1. Fund Type: Change the intended length the Fund will be in existence from ‘spent until deplete’ to ‘provide long-term support’. Increasing the planned for duration of the Fund will ensure the Fund is managed in accordance with IEEE Foundation held funds intended to last more than 10 years. For funds lasting 10+ years, program expenditure is generally up to 5% of the prior 3 year investment average balance. 2. Program Support: Broaden the purpose of the Fund beyond a single program known as the IEEE James A. Rooks Memorial Student Intern Program. In its place, the Fund could award an annual grant valued at up to 5% of the prior year fund balance to the Pulp and Paper Industry Committee (PPIC) of the IEEE Industry Applications Society. This change will empower PPIC to maximize the impact of the Fund and be responsive to changing needs, technology and industry dynamics in determining the best use of the grant which would be restricted to ‘encouraging participations of students and young professionals in the pulp and paper industry’. Possible uses for the grant, which would be known as the ‘James A. Rooks Memorial Grant’, include, but are not be limited to: a. Student and young professional travel support to enable attendance at the annual IEEEIndustry Applications Society (IAS) Pulp and Paper Industry Conference b. Scholarships for students pursuing a career in the pulp and paper industry c. Webinars about the pulp and paper industry for students and young professionals Process to Modify the Fund: When the IEEE Foundation and IAS established the IEEE James A. Rooks Memorial Fund of the IEEE Foundation (F#1087) and solicited the donations, the purpose was very specific and did not allow for modifications in future years. ACTION BX- 1 of 3 TO: IEEE IAS AdCom – May 2015 FROM: David B. Durocher, IEEE IAS President SUBJECT: Proposal for IEEE IAS to become a financial co-sponsor of the IEEE Nikola Tesla Award _____________________________________________________________ EXECUTIVE SUMMARY: The IEEE Nikola Tesla Award is an IEEE Technical Field Award (TFA), one of the highest honors presented on behalf of the IEEE Board of Directors, and is administered by the IEEE Awards Board. The award is presented annually to an individual or team up to three co-recipients for outstanding contributions to the generation and utilization of electric power. The Tesla Award is currently financially co-sponsored by the Grainger Foundation and IEEE PES, with the Grainger Foundation sponsorship ending after the 2015 award presentation. In late 2014, discussions took place between IAS leadership and an external corporate partner regarding opportunities for both to join IEEE PES as financial co-sponsors of the Tesla Award. IAS currently sponsors two awards in the IEEE TFA portfolio, the IEEE Richard H. Kaufmann Award and the IEEE Transportation Technologies Award (cosponsor), and cosponsors the IEEE Medal in Power Engineering. IAS leadership believes IAS should be more closely involved in Tesla Award activities and has requested that IAS consider becoming a financial cosponsor of the Tesla Award whether or not support from the external corporate partner comes to fruition. IAS leadership will continue to court this external corporate partner for future engagement as a financial co-sponsor, but in the meantime, recommends that IAS and PES jointly fund the Tesla Award starting in 2016. IEEE PES leadership supports and welcomes IAS’s cosponsorship and participation in this prestigious award, and the Awards Board welcomes deeper engagement with IAS through this award. Annual costs for the Tesla Award are US$15,000, and would be divided equally between IAS and PES, with a US$7,500 annual cost per Society. This includes a US$10K honorarium (shared equally among co-recipients if applicable), bronze medal(s), and certificate(s), as well as publicity and presentation costs. If an external corporate funder is confirmed, the US$7,500 sponsorship from each Society will be decreased accordingly. PROPOSED ACTION: Resolved that IAS financial support of up to US$7,500 annually to co-sponsor the IEEE Nikola Tesla Award for the presentation years 2016-2025, shall be, and is hereby, approved. FINANCIAL IMPLICATIONS: • Commitment by IAS up to US$7,500 annually. BX- 2 of 3 ACTION • If a corporate partner agrees to come on board, the annual contributions from IAS and PES will be decreased accordingly. BACKGROUND INFORMATION: The IEEE Nikola Tesla Award was established in 1975 through an agreement between the IEEE Power Engineering Society and the IEEE Board of Directors. The Award is named in honor of Nikola Tesla, an electrical engineer, a distinguished Yugoslav-American inventor, and a pioneer in many fields, who is most renowned for the development of the coil that bears his name and the a-c induction motor. Presented to: An individual or a team up to three Scope: For outstanding contributions to the generation and utilization of electric power Prize: The award consists of a bronze medal, a certificate, and honorarium. Basis for judging: In the evaluation process, the following criteria are considered: impact on technology, inventive value, breadth of use, leadership, and quality of the nomination. "Generation" areas may include: automation, instrumentation, control, generation planning, alternative forms (e.g., wind, solar, fuel cells, and space power), conservation, safety, and reliability. "Utilization" areas may include: conservation, biomedical (e.g., MRI, focused ultrasound, etc.), life quality improvement for the handicapped, manufacturing systems, and robotronics. Peter is clearly a rock star among the students, with groups huddled around him everywhere we went. This was eclipsed by Tomy’s brief spot at the end of the video when the girls at Saint Gits College of Engineering started screaming when they heard their native language. Great in-country support as well by Srikanth Vasudevan, our IAS CMD Chapter Development Committee Chairwho traveled with us for the last two student chapter meetings. Srikanth does an excellent job with the students and he provides a bridge for our Society in assuring student branch chapters across India remain active. While in Chennai, we also met with the local Professional Chapter leaders of the IAS to discuss among other things, need of heir support for the upcoming IEEE Transportation Electrification Conference Chennai, India, August 27-29, 2015. Interesting that none of the local chapter leaders were aware of this event. One common issue discussed with nearly every student Branch Chapter was the significant concern over the cost of IEEE ad IAS Student Membership. Most students are unable to afford the $28 annual membership fee, so they wait until March and sign-on at half rate of $17. A similar issue with Society membership, where students wait for a discount code to become a member for free after March. These discounts are only available for first year members, so the end result is “one year and out” student members. In some cases, the $500 subsidy for formation of new Student Branch Chapters is used to help pay IEEE membership dues for the student members. I’m sure this issue is not unique to the IAS. We need to discuss creative ways to deal with this issue. THE INSTITUTE OF ELECTRICAL AND ELECTRONIC ENGINEERS, INC. INDUSTRY APPLICATIONS SOCIETY President’s Report 2015 IEEE IAS/PCA Cement Industry Technical Conference, April 26-30, 2015 Attended the 2015 Cement Conference in Toronto, Ontario. Corrine Prince served as CIC ViceChair and the conference Technical Program Chair. Over 900 participants and ~160 exhibitors. I was able to be included in the conference opening session and showed a few slides on the IAS along with the 9 minute IAS video. We also were included in a fairly abbreviated cake cutting ceremony during the Wednesday night awards banquet. From my view, it seems most of the emotion around the PCA “hijacking” the conference has subsided. 2015 was the first year that we switched over to the 80/20 PCA/IAS financial co-sponsorship. I heard that the local committee was asked to be more “thrifty” in managing expenses so that the PCA could maximize the profits. I didn’t notice that any corners were cut from previous years. There should be a near record breaking surplus for the 2015 conference. Registration fees at $950 for earlybird IEEE or PCA member are the highest in our society. We did not sponsor an IAS Info desk at this event which was likely a good decision. 2015 IEEE IAS Industrial & Commercial Poer Systems Technical Conference, May 6-8, 2015 Attended the 2015 I&CPS Conference in Calgary, Alberta. Rasheek Rifaat, PE was the Local Conference Chair. He was elevated to IEEE Fellow this year via the IAS – great job! Again, we were graciously afforded time during the conference opening ceremony to say a few words about the IEEE IAS and then also show the long 50th Video at the conference banquet. The local conference committee wore their IAS 50th shirts and a very active IAS student information desk essentially doubled as the registration desk throughout the conference. Students were from University of Calgary Student Branch PES/IAS Chapter are the most active in Canada. Probably 8-10 students helped throughout the week including handing out door prizes at the conference banquet. Doctor B. Shoop, IEEE President Elect was there to present the Harold Kauffman Award to Chuck Mozina. PES Portland Chapter Monthly Meeting, May 20, 2015 Attended the local monthly meeting of the PES in Portland to hear a presentation on “The Future of the Power Industry”. The PES Board was there for their quarterly meeting and they attended the session. PES has recently moved into the position of second largest society behind the Computer Society. Financial data relative to the performance of the Society in 2014, retrieved in the FM14 (i.e. fiscal month 14) 2014 Society financial statement, consolidated report, and summary files are presented in this report. There were substantial adjustments made from the FM13 statements for the items distributed from IEEE (cost center 0100, which includes pension adjustments, new initiatives/spending rule, and investment); FM14 2014 Society financial statement (i.e. 30-0340_fm14 and s034_14 dated May 2015) consistently indicate instead that the Society incurred in a positive net of $218,382 in 2014 (page 3). The discrepancy with the FM13 statement, which indicated a society deficit of ($118,382) may have been caused by: a) b) c) d) An incorrect representation of the IEEE global financials (cost center 0100), which apparently had been affected by lower investment returns combined with the pension loss (due to lower interest rates and the increased mortality), which led to a global IEEE net of only $8.6M, compared to $62.9M in 2013. These losses were allocated based on reserve levels, with TAB to assume 75% of the impact. An incorrect representation of the investment returns for our Society, which apparently were not able to cover the expenses of the Cost Center 0100, which were allegedly exceeded by $156,554. An incomplete report of the actual 01700 Conference revenues, which resulted in a Net $218k lower than the 2014 budgeted Net. FM14 indicates instead that the actual Net is $26k lower than the 2014 budgeted Net. Kay, Rockwell Automation jakay@ra.rockwell.com Cement Industry Committee Chair; Jeff Nagle, Resco Products Annual Conference IEEE-IAS/PCA 2015 Cement Industry Technical Conference April 24-28 in Toronto, Ontario, Canada. This is a jointly sponsored conference with the Portland Cement Association. I attended all of the executive meetings and their general committee meetings on Sunday April 23rd were I was given some time on their agenda for the 50th anniversary PowerPoint presentation. Later that week, Dave Durocher provided the brief video presentation to the CIC General Session. I met with Jeff Nagel, CIC committee chair, to discuss the MOU and the PCA’s involvement. There seems to be less tension right now but there is a definite struggle with the technical program. (Not unlike some of the other PID conferences. The Cement Industry Committee utilized a meeting planning company (World Class Events) to facilitate registration, food services and event planning for the vendor show. I heard mixed reviews of the success with this process but I have not yet received a full report from the conference. The need for active new volunteers is also an issue with this committee. Many positions have been held for many years by the same people. Some are now moving into retirement and there has been no active replacement plans in place. Still awaiting attendance data from the committee. Pulp and Paper Industry Committee (PPIC) New Chair- John A. Kay, Rockwell Automation Annual Conference 61st IEEE Pulp and Paper Industry Conference Brookfield,WI Jun 13-19, 2015 Est. Attendance: 150-180 The PPIC is planning on updating its conference title to attract additional business segments into the conferences. The executive have agreed on a conference name change that would promote interest to other market segments rather than just the current insinuation that the conference is only focused on the pulp and paper industries. The faster growing forest products segments would appear to be unrepresented by the IEEE. The committee is planning for the name change to be in place for the 2016 conference. The committee will NOT be changing its name at this time- only the annual conference sponsored by the PPIC. The PPIC’s initiative to assimilate younger professionals into their committee is beginning to show success. This year there will be two interns sponsored by the James A. Rooks Memorial Student Intern Funds and 5 Young Engineers funded through a grant provided by the IAS. The 2016 PPIC has indicated that they will be requesting another grant for the 2016 conference. Grant request was deferred till our Annual Meeting. Their 2016 conference will be held in Austin, TX. Hotel contracts are being completed. Attendance: 1800-2000 General Comments I am trying to be fully engaged with or attend as many of the IAS PID conferences as I can to determine some best practices that can be shared between conference organizers. What I am finding is many do not have local committee organizing guides that have been authored to facilitate consistent conference planning. The IEEE Conference Committee provides documents that are a good basis, but most conferences have evolved in their own ways and the planning and organization is different between some conferences. There seems to be a lot of frustration with newer volunteers as they take over roles that have been held by senior members who have “always done it that way”. At the end of this year or early next year I hope to be able to feedback information to all of the committee chairs on things that can be leveraged between conference planning committees. These research works were funded by government agencies such as NSF, DOE, NSERC and various electric machine related industries. Dr. Pillay has published 115 journal papers and 221 conference publications from 1983-2014. Dr. Pillay supervised 60 PhD and Masters students in the area of electric machines, drives and renewable energy. As Editor-in-Chief of IAS Transactions, Carl advocates the IAS as a ground to grow professionally and to expand a member's network of generations to gain "technical horsepower." During the last seven years Carl has made significant efforts for improving the overall quality of IAS Transactions in terms of excellence of technical contents, appeal and timeliness. In 2011and under his leadership, the IAS Transactions ranked 66th out of 244 worldwide journals in the electrical and electronics engineering category. In the narrower “multidisciplinary engineering category”, the ranking is 11 out of 90 worldwide journals (and 1st among IEEE Journals). There is another, although less used, metrics where the IAS clearly shines, which is the “half-life” of its transactions, which is consistently over 10 years. This means, in a nutshell, that IAS papers are still read after 10 years. Andrew W. Prof. Maurizio Cirrincione of the University of the South Pacific is leading the conference team. The conference is scheduled for February 2016 in Denerau (Fiji). The Meetings Department has been communicating with the organizers about IEEE conference policies. IEMDC 2019 The IAS will be the lead Society for the organization of this conference in 2019. PCIC Europe The single-year MOU for the 2015 conference has been approved by all parties. IFEC 2015 The IAS was contacted by the IEEE about transferring $15k to support the 2015 IEEE International Future Energy Challenge. IFEC 2016 I have been contacted about IAS financial support for the IEEE International Future Energy Challenge (IFEC) 2016. Since 2003, IFEC has been a bi-annual event. There had been two topics at two separate locations for each round of competition. Recently, the steering committee of IFEC had decided to change IFEC to an annual event with one topic per year. The first annual competition, IFEC2016, will be hosted at the National Taiwan University in July 2016. The topic is high power density ac-dc converter. For 2016, the conference organizers have inquired if the IAS could provide support up to $40k, which is the same as what PELS has intended to provide. With increased fund from IAS, more teams could be invited to the competition and more awards could be established. The review includes : (1) a questionnaire that we must complete, (2)a face-to-face meeting involving: (a) several PRAC members, (b) the EiCs of Transactions and the Magazine, (c) the IAS Pubs Chair, and (d) the IAS President. Then an iterative process in which PRAC challenges the information we provided on the questionnaire, and then we have to defend the IAS procedures and methods. q Timing: February 2017 • One year to address issues raised in previous reviews. q Pre-Publication Issue: One of the most contentious issues in past PRAC reviews has been the IAS ‘presentation-first’ policy and its implementation IAS response: now require authors of published papers to disclose (Digital Object Identification) DOI of conference version in Xplore for labeling as recommended by TAB-CPC (Conference Publications Committee) • Therefore fully compliant with IEEE policy • q Large number of Associate Editors: The next area of concern is the issue of Associate Editors. Suggested Action: Why can’t we have a central repository of the information that editors and the Technical Committees can refer to? The Smart Grid Standards Committee has been reconstituted and I am continuing to serve as Chair. There are about 30 members and strong IEEE liaison. By far the most active Society is PES. SA has developed a list of standards thought to be related to smart grid, but the general concept is so broad that a very large number of standards is in the list. The Committee is presently engaged in sorting these standards into categories that are consistent with the vision of the entire IEEE-wide Smart Grid activity. I plan to attend a “Smart Cities” event in Padua, IT, later in 2015 to present the activities and results (to date) of the Committee. 2. The 3000 series (the “new” Color Books) continues to make slow but steady progress. Despite repeated outreach efforts, very little interest has been shown by the Working Groups to utilize resources (mostly financial) that we can provide at the Executive Board level. 3. All necessary financial accounting/reporting forms have been filed with IEEE-SA. This is a regular requirement for all Working Groups. The Standards Department assumed this responsibility on behalf of all Workings Groups ultimately sponsored by IAS—we indicated “no financial activity” in every case. 4. IAS was approached by an individual representing an industrial consortium interested in developing “heads up” displays and communication technologies in the Oil & Gas industry sector. PCIC leadership indicted that the effort was beyond the capabilities and interests of PCIC members and the matter died. However, I believe that this was truly the result of the fact that this particular standardization request (displays/communications) was for technology that was not yet developed. While dealing with such situations is common for some other IEEE Societies, IAS standards work normally follows a different development model based on considerations of “best practices” learned by experience gained from equipment and systems in the field.
