of West Bengal State Designated Agency
(WBSDA)
This is with effect from 01/04/2007 in provison
to Section 15(d) of the Energy Conservation
Act, 2001 and by West Bengal Government
Notification No. 116-PO/O/1/1E-04/02 dated
15/09/2007.
Moto: To coordinate, regulate and enforce
provisions of the EC Act, 2001 in the State of
West Bengal.

Project Status.
LED Street Light :
 The total amount disbursed by BEE through WBSEDCL=Rs. 66.8 Lacs,
 Scope of Work: 250W Sodium Vapour Lamp will be replaced by 130W LED and 400 W
Mercury Vapour Lamp will be replaced by 180W LED.
 Project value is Rs. 1.31 Crore for replacement of 273 nos. Conventional Street Lamps
in the area under KMC. WBSEDCL replaced 173 nos. Street Lights. Rest of 100 nos. will
be
taken up by Kolkata Municipal Corporation itself.

2. Investment Grade Energy Audit of Govt. Buildings :

Job executed by: M/s. National productivity Council and M/s. Eaga Energy
India Pvt. Ltd.

Involvement: 17 nos. Govt. Buildings in the 1st phase and in 2nd phase, 15
nos. buildings audited by M/s. Zenith Energy Services Pvt. Ltd., M/s. Eaga
Energy India Pvt. Ltd. and M/s.
Federation of Indian Chamber of Commerce
and Industry.

After completion of Energy Auditing in different Govt. Buildings,
implementation of
audited reports will be taken up through ESCO mode
within next 5 years plan.

3. LED Village Campaign:

In this demonstrative project 200 nos. of households and 50 nos.
Street Lights has been taken up in the village of Dandirhat under
Basirhat Division.

2 nos. LED of rating 5W for each household has been considered.

Street light of 24 W LED has been considered.

completed within 31st March, 2012. Sitereport shows that the
consumption has been reduced substantially.

4. Awareness Campaign
a) among Tea Sector conducted at Siliguri on 18th May, 2012 with over whelming response.
b) Awareness Campaign on PAT Programme has been conducted at Kolkata on 12th July, 2012
along with participation from BEE.

c) Energy Conservation Building Code : The Workshop on Energy Conservation
measures in Commercial Building (Connected load > 100KVA) was conducted in
consultation with National Productivity Council (BEE nominated Consultant) on 7 th
December, 2012 with participation of Technical experts, Academicians and Administrative
Heads.

BEE developed a scheme with an Institutional
Setup for Training Programme and Capacity
Building of ECBC Professionals with the
objective of creating Master Trainers for ECBC,
who will train various design professionals to
create a pool of ECBC accredited Professionals.

d) As per Annual Action Plan, different Training programmes for Designated
Consumers, Energy Managers and Energy Auditors had been conducted
through out the year successfully.

5. To promote of new technology of lighting by using Light Emitting Diode (LED)
Lamp (nominal power consumption with driver circuit : 90W) at Arambag
400/220/132/33KB Sub-Station has been completed by 8th August, 2012.

On going Projects
1.
Sector Specific Annual Energy Savings Plan :

LoA placed on: Energy Efficiency Services Ltd. has been awarded for Sector Specific Annual
Energy Savings Plan including Government and Municipality Sectors.

Target consumer: connected load > 120KVA.

Completion Time: The job will be completed within February, 2013.
After completion of the job, implementation of the DPRs will be taken up through ESCO
mode.

2. Waste Heat Recovery Project :

This job includes :
◦ 1st part is Policy Preparation and the
◦ 2nd part is DPR Preparation.


LoA placed on: M/s. National Productivity Council and
Indian Institute of Social Welfare and Business
Management for
Job Involvement:
◦ Policy Preparation and DPR preparation for 6 type of Industries
(Rice, Tea, Cement, Jute, Steel Re-rolling and Sponge Iron)
including SMEs (Small and Medium Enterprises) and Large
Industries identified by consultants.
Implementation of such Waste Heat recovery Process will be done
after submission and approval of final DPRs by the respective
Industries.

4. National Energy Conservation Day 2012: The auspicious day was celebrated jointly with
the IISWBM with a quiz competition among college students under WBUT as a awareness
campaign and develop corporate social responsibility.The Preliminary round has been conducted
on 16th November, 2012 and final round will be conducted on 30th January, 2013.

5. LED Street Light Project at different Municipalities will be taken up within next 5 years plan.
Physical verification of existing and future provisions for Street Lighting conducted at different
locations under Darjeeling, Siliguri, Jalpaiguri, Coochbehar and Dinhata Municipalities.
Technical formalities (EoI/Tendering etc.) will be taken up from site shortly.

Urban Local Bodies (ULBs) as Pilot
projects in consultation with State
Designated Agency (SDA) and Urban
Development Department (UDD).
