BED’s Q1 2007 Report
Dear Michael,
We are pleased to submit the following report covering the period of January 1, 2007 thru March
31, 2007. The report includes highlights over the March period and the attached table covers
costs and savings for the Q1 2007 period.
As we have discussed, this report now reflects updated program delivery budgets and mWh
savings estimates based on BED’s increased EEU funding. BED will work with you and the
DPS to finalize these numbers, and incorporate MW targets, by July 2007 when the GeoTargeting program designs are more fully developed.

BED Energy Efficiency Highlights
Large Commercial services
 Staff attended an EVT "Lunch & Learns" – (1) Presentation by a local contractor who is
installing very high efficiency low temperature boilers for space heating, assisted by ThermoTechnologies vacuum tube roof-top solar collectors. (2) Presentation by local lighting
control company, PCI. They have an inexpensive lighting control panel design that appears
to be cost effective for simple automated control of small warehouses and similar buildings.
 YMCA Facilities Meeting – Attended this periodic meeting at the YMCA on March 5th. The
YMCA is resigned to be at their same location for at least the next few years. Some basic
infrastructure improvements are in order. Their present Facilities Director, Derek Madden, is
moving on to another employment opportunity, and has been replaced by Mike Dion. On a
positive note, the YMCA expansion to Winooski to a location on Mallets Bay Ave. looks
fairly well assured.
 Lighting Incentives to Electrical Contractors – Attended a day-long seminar at Swaney
Lighting discussing, among other things, their "GO GREEN" program. Through this new
program, efficient lighting products which are encouraged by EVT and BED will now be
encouraged at the electrical contractor level through additional incentives paid directly to the
contractor. This is being implemented through Swaney Lighting and their participating
wholesalers: Walsh, Yankee, CED and Green Mtn Electric. This will also help ensure that
these high efficiency lighting products are stocked locally for immediate delivery. Ron
Lafountain of BED worked with EVT and Swaney staff on the development of this effort.
 Building Energy Modeling Software – We have been in discussion with Jay Pilliod at EVT
and others concerning an appropriate building modeling software to use, to replace Market
Manager. The Dept of Energy has a package called EQuest (works as an interface to DOE
2.2 simulation software) which is free, has been recently improved, and appears to be
sufficiently supported. Energy Services will be looking into this in more detail in
conjunction with VGS.
 Champlain College – Continue to work with this customer to implement the chiller plant
piping rearrangement project which will limit operation of primary chilled water pump to
only hours when the chiller operating. BED has offered a financial incentive for this project.
We also continue to work with this customer to implement a liquid pressure amplification
system. These projects will be completed later this winter or early spring.
 UVM – various projects – Met with customer to go over outstanding information for over 40
plus projects throughout the campus where efficiency rebates may be available from BED.
Continue to work with customer to finalize these rebates. Several projects have been
completed and many are in progress and expected to be completed this year.
 Fletcher Allen Health Care – Responded to the customer's request for an estimation of their
2007 and 2008 electrical costs, based on their latest electrical consumption history.
 UVM Central Chiller Plant at Cage – Completed a preliminary tour of the new steam driven
central chiller plant, which will be on-line this summer. A more thorough walk through will
take place after it goes through its initial start-up in mid-April.
 City Market – Attended Phase I of the re-commissioning investigation for their HVAC
System, assisted by CX Assoc. and Control Technologies. Certain areas of the system were
focused on to determine if the equipment is in proper operating order, and if the








programming is as specified by the original design. Significant items were lacking in both
areas – the resulting report has just been released. City Market is also aggressively pursuing
other areas of energy savings. These include: display case continuous covers, high
efficiency evaporator fan motors, improvements in their daylight harvesting system, and the
installation of an innovative GE Lexan glass-coating product which is said to completely
eliminate the need for door and frame heaters in their reach-in coolers and freezers. This last
item may be an important new product for energy saving incentives in the future.
Burlington Free Press – Compressed Air Improvements: We have completed monitoring of
their existing 30HP and 50HP compressors as well as their compressed air dryer. This will
be used as baseline comparison data once the new compressed air system improvements are
completed, including the additional of a new Ingersoll Rand 60HP compressor with VFD.
Lighting Improvements: 50 400W metal halides will soon be replaced with T5 high bay
fixtures HVAC Improvements: Ancient pneumatic control system to potentially be
replaced with state of the art DDC control system. The compressed air and lighting
improvements appear to be moving ahead quite quickly.
Burlington School District – Burlington High School: Provided usage information to the
school in response to high bill complaints on several of their smaller meters. Wheeler:
Processed several rebates involving lighting improvements at the school. Edmunds B
Building: Money is budgeted to install new daylight harvesting equipment for classrooms. It
will likely be the Lutron "EcoSystem". Some action to be taken in the next few weeks to
specify and purchase equipment.
Kilawatt / Hallam Contract – Burlington High School: Completed an analysis of potential
electrical savings should the Burlington School District IT group implement PC Monitor
"sleep" modes and PC "Stand-by" modes for their QTY=450 personal computers.
Calculations indicate a savings of around $7,000 per year.
Rhino Foods – Completed a walk-through of this facility and targeted savings in the area of
lighting, refrigeration (efficient evaporator fans), and a need for considerable work with
balancing and optimizing their HVAC system. Unfortunately, there is not a big budget for
upgrading of their equipment this year, especially with the possibility of expansion of the
facility at some time in the future.
Fortieth Burlington LLC – 128 Lakeside Avenue (Building #21) – A walk through survey
was conducted for Fortieth Burlington’s proposal to install several occupancy motion sensors
to control all the lighting through most of the facility. A cost benefit energy savings analysis
was completed and the project passed the state screening analysis. A letter indicating the
results of the analysis and the BED rebate offer was mailed to the property manager.
Fortieth Burlington LLC – 128 Lakeside Avenue – A meeting was conducted to discuss more
on removing electric heat that was recently discovered serving another 7,000 square-foot
office space and the possibility to eliminate over fifty plug-in 1.5 kW electric heaters
throughout the facilities. Heat exchange measures are still ongoing.
UVM – Mann Hall (Trinity Campus) – A letter was completed and mailed indicating the cost
benefit energy savings analysis of the analysis on a proposed LPA installation to a 16 Ton
A/C Liebert unit serving the computer room at Mann Hall. The project screened and UVM
has decided to go ahead with the installation. Project is ongoing.
UVM – PFG (Sports Complex) - A walk through lighting survey was conducted of the eight
racquetball courts and two Squash courts for the proposed energy efficient lighting upgrade
at the request of UVM Physical Plant department. A complete fixture replacement
design/retrofit and cost benefit analysis will follow.
Smaller Commercial Services
 City of Burlington – Continue to work with building maintenance and operations staff to
evaluate and implement energy efficiency improvements in areas such as lighting, HVAC,
motors, and overall system control and monitoring. This is an ongoing effort that will take
some time to implement although some HVAC zone optimization measures may be
implemented late spring early summer of this year.
 St Josephs Parish – Met with this customer to review various lighting energy efficiency
measures that would reduce their annual electric cost. Several 100- 500-watt incandescent
lamps are currently installed in the church that could be replaced with energy efficient lamps.
A test run is expected to be completed in the next few months which will help this customer
to decide which proposed energy efficiency measure works best for operating cost reduction
and aesthetics.
 Kinney Drug – Continue to work with the developer and the City of Burlington’s Planning
and Zoning Department on code compliance and energy efficiency for this project. The
project is currently in appeals court but the developer remains optimistic that ground
breaking will occur this spring.
 Homeport – Continue to work with this customer re-lamping standard halogen flood lights to
halogen infrared flood lights where a 28% reduction in energy and peak demand is achieved
per lamp. This customer has re-lamped approximately 250 fixtures to the more efficient
halogen lamp.
 Ashley Home Store – Continue to work with this customer re-lamping standard halogen
flood lights to halogen infrared flood lights where a 28% reduction in energy and peak
demand is achieved per lamp. This customer has re-lamped approximately 180 fixtures to the
more efficient halogen lamp.
 Ski Rack – Continue to work this customer re-lamping standard halogen flood lights to
halogen infrared flood lights where a 28% reduction in energy and peak demand is achieved
per lamp. This customer has re-lamped approximately 160 fixtures to the more efficient
halogen lamp.
 Adrianna’s Restaurant – Performed an energy audit of this newly opened restaurant on
Church Street for the owner. Automated kitchen exhaust hood controls and walk-in cooler
door heater controls were proposed along with several lighting efficiency measures. This
project is expected to be completed over the next several months but no commitments have
been made as of yet.
 Lovely Nails – Performed an energy audit of this customer’s retail shop on North Winooski
Avenue. This customer contacted BED with a concern about his recent electric bill. As a
result of the energy audit energy services determined that the customer’s high electric bill
was related to the electric resistance heater and the recent downward change in the weather.
 Magnolias – Started a commercial lamp leasing contract for 38 CFL lamps; 30 23-watt DFS
lamps and 8 15-watt DFS lamps.
 Aretzon Glass – A meeting was conducted with the owner of the glass blowing shop to
discuss several options on reducing the electrical consumption. The rate design was
explained in detail for LG and SG rates since it would benefit the business if they were
switched to the SG rate. However, there will need to be some efficiency improvements on


existing equipment before this could happen. Owner plans to work with BED to help this
happen.
Richardson Place – cost benefit energy savings analysis was completed for an energy
efficient lighting upgrade. A letter indicating the results of the analysis including the BED
rebate offer was mailed.
Maplehurst Greenhouse – A meeting with the owner was conducted to discuss possible EEM
at the flower shop. New refrigeration equipment and a possible electric heat removal are
options the owner will be considering to pursue as recommended by BED.
New Construction/Equipment Replacement Services
 Odessa Corporation (Champlain Farms) - Performed an energy code compliance review for
this customer for his North Avenue project. Compliance with the energy code has not yet
been achieved but is expected to.
 Lund Family Center Expansion – The project manager has indicated that they intend to move
ahead with all of the energy savings measures that BED has suggested.
 Staff attended a presentation on a new micro-CHP unit. This was in Medfield MA. Traveled
with VGS to Climate Energy,Inc. They had collaborated with Honda to produce a 1.2 kW
engine-generator attached to a variable speed high efficiency hot air furnace. The system can
run on either natural gas or propane. Microprocessor control minimizes furnace running to
maximize heat and power utilization from the generator. The engine is remarkably quiet and
similar systems have been in operation in Japan for many years. Currently, the system is only
available for hot air. Coming next are hot water systems and units that can provide limited
backup power if the grid goes down.
 Hinds Building – Continue to work with customer on financial incentives, energy efficiency
including ground water heat pump system and energy code compliance review. Performed
initial calculations to determine the energy savings associated with installing a ground water
heat pump system versus a traditional loop water heat pump system. This project is part of a
whole block development plan which will encompass mostly multi-family and high end
condominiums, some office space and a multi-level parking garage.
 Subaru Expansion – Several high efficiency measures have been identified and presented to
the owner.
 State of VT / 444 Pine St. North – It appears that Car.com in now purchasing and occupy this
part of the property. We are contacting them regarding our services
 CCTA – 1 Industrial Park – A review of the architectural drawings was completed by BED
staff, and a memo letter was e-mailed to DPW of the code compliance approval. However,
some changes were made by the architect on the thermal envelope that was pointed out as not
being code compliant by BED.
 Hope Lodge – Continue to work with this customer on this LEED-NC project. This project is
currently under construction and is expected to be completed this summer.
 Continued to work with the project team for the 31-unit co-housing project located at 166
East Ave. Construction has begun and insulation work is currently being completed.
 354 Manhattan Dr 15-units- Continued working with Rouille Construction. Building is
nearing completion.
 Franklin Square’s new 10-unit building- BHA plans to participate and BHA is incorporate
program specifications into the building plans.




Construction has begun.
Completed the final inspection of new homes at 169 Venus Ave and 20 Voltz Street.
The following projects remain in the Planning & Zoning approval process and we have been
in contact with each regarding energy code compliance and BED\VGS efficiency services:
South Cove Road 8-lot subdivision; 25 unit building at 181-187 St Paul Street; 1162 North
Ave 5-units; 237 North Ave 25 units and 40 seat café; 207 Riverside 2-units, ICV’s 50 unit
project at 114 College Street and 8 units at 361 Pearl Street.

Existing Residential Buildings
 Since Jan 1, 2007, 2 electric space heat conversions have been completed.
 Since Jan 1, 2007, 18 electric hot water conversions have been completed.
 Since Jan 1, 2007, 5 high efficiency\ECM motor ENERGY STAR furnaces have been
installed.
 Since Jan 1, 2007, 0 ENERGY STAR Central AC systems have been installed.
 Since Jan 1, 2007, CVWS has submitted invoices for 24 completed projects and has
requested billing history data on 16 additional accounts.
 BED continues to promote the LISF program to customers to increase participation.
 General high consumption audits with follow-up visits for 21 customers.
 Cross-wiring audit for one customer. Found no cross-wiring. Determined that customer was
using electric oven as an auxiliary heating source.
 Working with four customers that are planning to switch to gas domestic hot water systems.
 Working with two customers that are planning to install natural gas fired heating systems to
replace electric heat.
 Working with four rental property owners (about 60 apartments combined) on the new
Multifamily Apartments: Lighting, Refrigerator and Ventilation System service.
Communications & Public Relations
 ES staff attended AFE meeting at the GMP Dispatch office. 1) Kilawatt / Paul Grover
presentation on the intricacies of some utilities Tariff Structures and how they may
complicate energy savings measure dollar savings calculations (2) GMP presentation on their
generation capacity base, and a look at their control room operations.
 PSB Smart Metering Workshop – ES staff attended this workshop in Montpelier on 3/7/07,
along with Power Planning Staff.
 Our legislative day at the State house on March 23 went well. We did another CFL light bulb
giveaway with EVt.
 We had a BED-energy efficiency table at the CEDO event at City Hall for home-based
businesses.
