Second Part: Word APPLICATION FORM FOR SPECIAL PROCEDURES MANDATE HOLDERS Special Rapporteur on the sale of children, child prostitution and child pornography How to start the application process: - The application process has been split into 2 parts, the first part is a Webbased survey and the second part is an application form in word which can be downloaded, completed and returned by email. Both parts and all sections of the application form should be filled in for the application to be processed. The first part, i.e. the Web-based survey is used to collect information for statistical purposes such as personal data (i.e. name, gender, nationality), contact details, mandate/s applying for and nominating entity. The webbased survey should only be completed once, i.e. multiple selection allowed to indicate if the candidate is applying for more than one mandates. This is the second part, i.e. of the application form in Word which can be downloaded, completed and saved in word format and then submitted as an attachment by email. Information provided in this form, includes a motivation letter of maximum 600 words, will be used as received to prepare the public list of candidates who applied for each vacancy and will be made available to concerned parties, including through the OHCHR Internet. Once completed the application form in Word should be submitted by email to hrcspecialprocedures@ohchr.org If the candidate is applying for more than one mandates, an application form needs to be completed and sent for each mandate. My Ph.D focussed on Progressive Development of International law and its Codification. My Undergraduate education was in Algeria(Licence en Droit =Juris Doctor). I write and speak four languages fluently :French, English, Arabic and Spanish. Today I am a Professor of international and human rights law , my major area of interest is the rights of the child. I have been giving courses on international human rights at the University of Constantine since 1987 and also and at the International Institute of Human Rights (Institut René Cassin) in Strasbourg ,France.I have also been the Vice Chair of the UNCRC of which I was a member from 2003 to 2011. I am also a member of the African Child Policy Forum .I am member of some other children organizations at the national and international level and member of the National Human rights Commission of Algeria. I teach international human rights law a in Algerian Universities and at I the International Institute of Human rights where I was a professor focusing on the international system of protection of human rights. My last session there was in July 2013. I have been involved in the United Nations system when I became from 2003 to 2011 a member of UNCRC and its Vice Chair from 2007 to 2011;As such I participated actively to the Report Examination and acquired knowledge on States members implementation of the Convention on the rights of the Child. I contributed to UN regional meetings on the Study on Violence against children. I also was the Rapporteur Special (ICM) for the Harmonization of Guidelines on Reports to be submitted by States parties to the respective UN Human rights Committees. I am the Vice Chair of the African Union Commission of International law the t Think Thank of African Union including in human rights law. I am a member of the Algerian National Commission of Human Rights which current activities focus on issues related to violence against children. I am incharge of these activities. I am present on TV and Radio Round tables promoting the rights of children and the struggle against violence .I call constantly for the strengthening of legislation and the enforcement of the Children Convention. Internationally: I was a member and the Vice Chair of the UNCRC (2003 to 2011) I contributed to seminars and conferences in different parts of the world (Africa, Arab world, Europe and Latin America) on the implementation of recommendations of the CRC I have made publication on the rights of the child ,on the application of the Convention, on Violence, abduction and assassination of children, also on juvenile justice. I am part of the International Institute of Human Rights were I acquired a lot of expertise on different Human rights themes . FLEXIBILITY/READINESS AND AVAILABILITY OF TIME (200 words) to perform effectively the functions of the mandate and to respond to its requirements, including participating in Human Rights Council sessions in Geneva and General Assembly sessions in New York, travelling on special procedures visits, drafting reports and engaging with a variety of stakeholders. I will ask for a special leave from my University because of the new agenda I will have. Applying for a leave is a right and a regular administrative procedure, Professors use scientific leaves to conduct research nationally or internationally. If selected I will be attending and participating to all the required meeting which would include missions in Geneva and New York , I strongly confirm my commitment for all missions within the framework of UNCHR Special procedures . As illustration I will cite the fact that for the last twenty years I have been attending and teaching human rights sessions in Strasburg ,France and attending Sessions of UNCRC in Geneva . Motivation Letter (600 word limit) It is with honor and pride that I apply to be the next Special Rapporteur on the sale of children, child prostitution and child pornography , a topic so close to my heart and one that I have followed very closely for more than twenty years. I also have been involved in ever since my first election as a member of the Committee on the rights of the Child (2003). My interest to the protection of children against all forms of violence grew extremely high after my participation and contributions as an international expert to The United Nations Secretary-General's Study on Violence against Children which has been a global effort to paint a detailed picture of the nature, extent and causes of violence against children, and to propose clear recommendations for action to prevent and respond to it. Crimes against children are a worldwide increasing phenomenon .The forms of child exploitation can take several forms such as: sale, trafficking , prostitution , pedophilia, sex tourism, pornography, cyber-bulling, child enrolment in crimes etc… Another negative development is the increased presence of organized crime facilitating and profiting on sexual exploitation of children. As an example, there are today tens of thousands commercial web sites offering child pornographic material, largely operated by organized criminal groups making huge profits from the customers’ payments. Some of the major areas of progress that can be noted in regard to combating trafficking are found in the legislative and protective framework. New international instruments have come into force on both human trafficking and the sexual exploitation of children, such as the Optional Protocol on the sale of children, child prostitution and child pornography in 2002 and the UN Protocol to Prevent, Suppress and Punish Trafficking in Persons, , the UN Convention against Transnational Organized Crime in 2003. This has resulted in many countries harmonizing and adopting new legislation on child trafficking and human trafficking. I am aware that in spite of all efforts to date, there is unanimity on the fact that more actions are needed to end the sexual exploitation of children worldwide, and this is a great burden and responsibility that we all share. My hope is to be concretely part of this efforts mainly to analyze the root causes of the sale of children, child prostitution and child pornography; to identify new patterns of sale of children, child prostitution and child pornography; to identify, exchange and promote best practices on measures to combat the sale of children, child prostitution and child pornography; to continue efforts to promote comprehensive strategies and measures on the prevention of sale of children, child prostitution and child pornography; to make recommendations on the promotion and protection of human rights of children actual or potential victims of sale, prostitution and pornography, as well as on the aspects related to the rehabilitation of child victims of sexual exploitation. I possess writing and communication (languages) skills which enable me to write Reports and recommendations to promote the prevention and eradication of all forms of violence against children.
