Tamerlan R. Main professional activities Participated in drafting of many laws in working groups with local and international experts, deputies of parliament and representatives of executive branch, including Law on External Labor Migration and Law on Credit Unions. Wrote number of policy papers pertaining to democracy, rule of law, human rights and protection of migrants, education issues, business development, cooperatives and etc. Developed programs for leading political parties in Kyrgyzstan, including issues of migration. Conducts round tables, trainings, conferences in the fields of democracy development, labor market, migration and migrants, elections, political parties’ development, rule of law, small and medium size enterprises, education, etc. Educational background Ph.D. in Law (Kandidat Yuridicheskih Nauk), Kyrgyz National University (2010). Master of Laws (LLM), American University, Washington College of Law, Washington DC, USA (2009) and Law degree, Kyrgyz National University (1996). Other main activities in the field relevant to the mandate of the treaty body concerned Being lawyer and at the managerial positions in a number of legal and consulting firms, including international companies, in Kyrgyzstan, provided overall management, coordinated contacts with governmental agencies and businesses, rendered legal support for company’s operations and legal advisory services to the state bodies and NGOs also on issues of migration, improvement of the legal framework for access of migrants to services, including health care, their integration in the host countries and reintegration upon return. Other training included internship in American Bar Association in Washington DC, USA on human rights, public policy analyses and papers writing seminars by Soros-Kyrgyzstan Foundation, New College in Oxford, UK on International Human Rights Law. As lecturer at the Kyrgyz State University taught courses on Theory of law, Constitutional law, Human Rights that include diverse aspects of migration and its regulation.
